The meeting was called to order by Mayor Kevin Hartke at 6:00 p.m.

MAYOR HARTKE recognized Leah Powell, Deputy City Manager and Ryan Peters, Deputy City 
Manager and congratulated them on their new roles.

Proclamation: Constitution Week 
 
MAYOR HARTKE read the proclamation and invited members of Chandler’s Military and Veterans 
Affairs Commission to accept. 
 
MIKE SIMON, Military and Veterans Affairs Commission member, shared that the United States 
Constitution is for all people.

Recognition: Samarthya "Sam" Kumar, Arizona's First Place Winner in the National America 
250 Essay Contest 
 
MAYOR HARTKE recognized Sam Kumar for winning first place in Arizona’s essay contest in 
recognition of the America 250 celebration to accept. The Kumar family will receive a trip to 
Washington, D.C., for a tour of the White House and U.S. Capitol and a chance to meet Arizona 
members of Congress. 
 
MR. KUMAR said the United States Constitution is important because it helps people be safe and 
have freedoms.

MAYOR HARTKE invited Sons of the American Revolution to accept.

Cynthia Hardy, Appreciation Extended to the Mayor and Council, Team Chandler, Staff, and 
Residents of Chandler 
 
CYNTHIA HARDY shared appreciation to Mayor, Council and community members for their 
compassion and support for the Hardy family after the passing of Pastor Victor Hardy.

Airport

Final Adoption of Ordinance No. 5134, Authorizing Amendment No. 1 to the Airport Ground 
Lease Agreement No. 018 between Chandler Air Service, Inc. and the City of Chandler

Move City Council adopt Ordinance No. 5134, authorizing the Mayor to execute 
Amendment No. 1 to Airport Ground Lease Agreement No. 018 between Chandler Air 
Service, Inc. and the City of Chandler, amending the completion deadline for site 
improvements to no later than August 31, 2026, and for the City Manager to sign all other 
documents and take all other action necessary or appropriate.

Move City Council approve the Council meeting minutes of the Work Session held on August 
4, 2025, the Special Meeting held on August 4, 2025, the Work Session held on August 11, 
2025, the Study Session held on August 11, 2025, the Regular Meeting held on August 11, 
2025, the Work Session held on August 14, 2025, and the Regular Meeting held on August 
14, 2025. 
 
Consent Agenda Motion and Vote  
Councilmember Orlando moved to approve the Consent Agenda of the September 15, 2025, 
Regular City Council Meeting; Seconded by Vice Mayor Ellis.  
 
Motion carried unanimously (7-0).
