CITIZENS’ PANEL FOR REVIEW OF POLICE COMPLAINTS AND USE OF FORCE SPECIAL MEETING MINUTES July 8, 2025 1. Approval of the Minutes a. Minutes of July 8, 2025 Panel member Enoch moved to approve the minutes of the July 8, 2025, Citizens’ Panel for Review of Police Complaints and Use of Force meeting. Panel member Schinke seconded the motion. The minutes were approved by all Panel members present. 4. ANNOUNCEMENTS a. Introduction of newly appointed Panel member Annette Ruiz and Chris Tiller 5. ACTION AGENDA a. Presentation by David Kerzie, Sergeant and Peer Support Lead Sgt. Kerzie provided the Panel with an overview of the Peer Support Program which is a critical resource for fostering mental health awareness and resilience within the department. b. Presentation by Brooke Tabacco, Wellness Coordinator Brooke provided the Panel with an overview of the wellness programs offered by the department. The wellness programs are designed to support the physical, mental, and emotional well-being of both civilian and sworn staff, recognizing the unique challenges faced by law enforcement personnel. c. Review and discuss Shooting Incident of July 18, 2024, presented by Det. Kallberg (2024-900690) Panel member Leibowitz moved to approve the findings of the shooting investigation. Panel member Schinke seconded the motion. The findings of the investigation were approved by all Panel members present. The motion carried unanimously. d. Review and discuss Shooting Incident of August 1, 2024, presented by Det. Rietz (2024-86444) Vice Chair Whitaker moved to approve the findings of the shooting investigation. Panel member Vukadinovich seconded the motion. The findings of the investigation were approved by all Panel members present. The motion carried unanimously. e. Discussion and possible action to approve Annual Report: Citizens’ Panel for Review of Police Complaints and Use of Force Council memo for the Annual Report: Citizens’ Panel for Review of Police Complaints and Use of Force, July 1, 2024 – June 30, 2025 Panel member Martinez moved to approve the findings of the shooting investigation. Panel member Enoch seconded the motion. The findings of the investigation were approved by all Panel members present. The motion carried unanimously. f. Use of Force Summary Quarter 1 2025 Panel member Whitaker did not agree with Summary 2. Panel member Whitaker expressed his concern with the amount of time commands were given prior to be the K9 being released. There were other questions and discussion, but no questions specific to the use of force. Panel member Schinke moved to approve the summary, seconded by Panel member Slavin. The motion was approved 11-1. 6. Discussion a. None 7. CALENDAR/FUTURE AGENDA ITEMS Next meeting will be Tuesday, October 7, 2025, at 6:00 pm. 8. INFORMATION ITEMS Vice Chair Martinez recognized and congratulated Commander Shellum on being chosen as one of the Men of Chandler 2025. Vice Chair Martinez discussed the possibility of changing the meeting schedule and meeting monthly instead of quarterly. Assistant Chief Deanda notified the Panel, monthly reports cannot be provided due to our structured reporting process, which is designed around quarterly and annual cycles. Monthly reports would not align with the current reporting framework and providing them could lead to incomplete or less meaningful insights. Panel members discussed the City Clerk’s Boards and Commissions Appreciation Event held on April 16, 2025. 9. ADJOURNMENT Panel member Enoch moved to adjourn, seconded by Panel member Vukadinovich. The motion was approved by all Panel members present, and the meeting adjourned at approximately 7:40 p.m.
