Introduction

The Chandler Police Department's Professional Standards Section (PSS) is responsible for
review, retention, tracking and analysis of all reportable use of force incidents. PSS is
responsible for reviewing each incident and conducting a quarterly use of force report and
an annual analysis to reveal patterns or trends that could indicate training needs, equipment
upgrades, policy modifications, and/or other corrective measures. The quarterly use of force
report is in accordance with CALEA standard 4.2.2 Written Use of Force Reports and
Administrative Review and Chandler Police Department General Order A-07.100.G Reporting
and Inspections- Administrative Reporting- Accreditation Reports and E-01.400.E.9 Use of
Force- Reporting and Review-Use of Force Review Board. The quarterly report will include a
summary of the incident; race, gender, and age of subject to which force was applied; date,
time, location and circumstances requiring force; documentation of injuries (officer and
civilian) and medical treatment provided. The report will also include the Use of Force Review
Boards deliberations and findings, and trends that may indicate policy or training
modifications.

Background

The Chandler Police Department uses their internal Record Management System (RMS) to
report all low and intermediate reportable use of force incidents. The employee involved
will prepare a report outlining the circumstances of the incident and complete the Use of
Force Detail Page. Professional Standards Section ts notified of the use of force incident
through RMS, and this initiates the Use of Force Review process. PSS will request the
employee's Chain of Command to review the incident to include all reports and body worn
camera footage associated with the incident. Each member of the chain of command will
document their use of force review in RMS.

The Chandler Police Department has utilized the Use of Force Review Board since 2008.
The Use of Force Review Board meets monthly to review the facts of the reportable use of
force incident and determine whether the involved employee's action(s) were justified and
within departmental policy. The board will examine all low and intermediate reportable use
of force incidents to ensure adherence to departmental policies, ensure proper and
accurate documentation and evaluate training needs. The board can refer the incident to
the Professional Standards Section/Internal Affairs for further investigation and
documentation if needed. Quarterly reports on intermediate reportable use of force
incidents are prepared and shared with the Citizens’ Panel for Review of Police Complaints
and Use of Force,

Use of Force General Orders

The Chandier Police Department General Order E-01 Use of Force consists of 100
(Overview), 200 (Options), 300 (investigating Use of Force Incidents) and 400 (Reporting and

Review). General Order E-01.200 lists different levels of force an officer can employ. These
levels are classified as Low, Intermediate, and Deadly.

Low Level Force consists of tactics and tools authorized to gain compliance, overcome
resistance, or capture, control, and facilitate constraint when an officer is faced with
resistance. This can include officer presence, verbal direction, empty hand contro!
techniques, and OC Spray or High-Pressure Air Systems for area saturation.

Intermediate Level Force consists of tactics, tools, and munitions authorized to gain
compliance, overcome aggression, or capture, control and facilitate constraint when an
officer is faced with aggression or aggravated aggression. This can include OC Spray,
Impact Devices, Conducted Electrical Weapon, Strikes, Police Service Dog (9), and Bilateral
Vascular Restraint.

Deadly Force is a level of force used to stop a threat that, in the manner of its use or
intended use, is capable of creating substantial risk of causing death or serious physical
injury. Officers may employ all techniques, weapons, and devices outlined in this general
order and others that may be available.

The Chandler Police Department recognizes the current Arizona statutory law dictating that
no unnecessary or unreasonable force shall be used in making an arrest, and the person
arrested shall not be subjected to any greater restraint than necessary for his detention.
The Chandler Police Department stipulates officers must adhere to their training unless the
situation justifies a deviation from that training. When an officer decides to use force
during an incident, the officer must first consider Graham v. Connor factors which include
the severity of the crime, whether the subject poses an immediate threat to the officer or
others, whether the subject is actively resisting arrest or attempting to evade arrest by
flight, and any other factors under the totality of circumstances that were present.

A major factor in determining whether force is necessary depends on the behavior of the
subject. The subject could decide to be compliant or resistant. The levels of resistance are
classified into four different levels per Chandler Police Department General Order E-01.200.
Compliance consists of a person who acknowledges direction or lawful orders given and
offers no resistance or aggression, Resistance consists of actions taken by a subject to
prevent a physical arrest or detention, without placing an officer, themselves or another
person in jeopardy or physical harm. Aggression consists of actions taken by a subject to
prevent a physical arrest or detention and may cause physical harm to the officer,
themselves, or another person. Aggravated Aggression consists of actions taken by a
subject to prevent a physical arrest or detention and may result in the death or serious
bodily harm to the officer, themselves, or another person.

Per General Order E-01.400 Use of Force- Reporting and Review, not ail applications of force
are required to be reported. Intermediate applications or attempted applications must
always be reported. Low level applications must be reported only when they result in injury

or complaint of injury. Medical attention must be offered when there is injury or complaint
of injury.

2025 Second Quarter Use of Force Review

During the second quarter of 2025, the Chandler Police Department logged 2,400
combined arrests of adults and juveniles which resulted in a total of twenty-six (26) low or
intermediate reportable use of force incidents. There were fourteen (14) intermediate use
of force incidents and twelve (12) low level use of force incidents. The use of force incidents
occurred while Chandler Police Officers arrested or detained a subject under reasonable
suspicion or probable cause. In some incidents there were multiple applications of force
used by various officers. For this reason, there were thirty-eight (38) distinct applications of
low and intermediate level of force. The twenty-six (26) incidents resulted in only 1.1% of
arrests by Chandler Police officers concluding with a use of force. The report does not
include any firearm discharges or deadly force incidents. There is one use of force incident
that is currently under investigation and the statistical information was not included in this
quarterly report. Once the investigation is completed, the information will be included in
the following quarterly report.

All twenty-six (26) low and intermediate levels of reportable use of force incidents were
reviewed by the Use of Force Review Board. The board meets monthly to determine if the
applications of force are justified in accordance with the policies of the Chandler Police
Department.

The following tables document the twenty-six (26) incidents reviewed by the board for the
months of April, May, and June of 2025. The tables also include the level and types of force
used, demographics of the involved subject, injuries, contributing factors, and the board's
findings. This report will deliver summaries of the fourteen (14) reviewed intermediate use
of force incidents.

Injuries

Five (5) officers were injured during low or intermediate use of force incidents. The injuries
sustained by the officers were minor in nature and consisted of scrapes, abrasions, cuts,
and complaints of pain. One (1) officer was exposed to suspected fentanyl powder during
the use of force. The officers’ injuries stemmed from takedowns, body-to-body contact
while on the ground, or from being physically assaulted by the subject.

Twenty-four (24) subjects were injured or complained of injury/pain during the use of force
incidents. Twenty (20) incidents resulted in injuries that were minor in nature, consisting of
lacerations, abrasions, contusions, swelling, complaints of pain, K9 bites, and CEW puncture
wounds. There were two (2) incidents that resulted in serious injury and required
transportation to the hospital for further medical attention for a collapsed lung and an

extensive K9 bite injury to an arm. There was one (1) incident that resulted in no injury and
one (1) incident that resulted in unknown injuries from the use of force.

Injured officers and subjects were offered medical attention, which they received when
requested. Medical treatment was either provided on scene by the fire department or at a

hospital for more extensive care or evaluation.

Medical Behavioral Emergency/Impaired by Alcohol or Drugs

Sixteen (16) subjects involved in low or intermediate use of force incidents were found to
be a person under the influence of alcohol or drugs, experiencing a medical behavioral
emergency, or a combination of impairments. There were four (4) subjects where it was
unknown if they were under the influence or experiencing a medical behavioral emergency
and six (6) subjects where nothing was detected.

Policy Violations

In the second quarter of 2025 there was one use of force incident referred to Internal
Affairs for further investigation. An investigation was completed, and the incident was
found Not Sustained.

Training Issues

The Use of Force Review Board identified three (3) use of force incidents with training
recommendations. Two (2) of the training recommendations consisted of re-evaluating
training and tactics for specialty units related to take downs. The third training
recommendation considered verbiage used in report writing and announcements of police
presence in attempts to gain compliance prior to using force. The officers and their chain of
command were notified of the training recommendations.

Conclusion

The low and intermediate use of force incidents, during the second quarter of 2025,
indicate officers used the appropriate levels of force to effect the arrest or detention of
subjects. This illustrates the use of force policy, defensive tactics training, board reviews,
and overall departmental philosophy are aligned with established case law, statutory
regulations, and the principles of community-oriented policing.

The following pages are the fourteen (14) intermediate use of force incidents that were
presented to the Use of Force Review Board for the second quarter of 2025,

Incident Summary #1:

Subject: Black Male, 29 years old
Subject Actions: Aggression

Summary:

On April 18, 2025, officers were dispatched to a domestic disturbance/fight call for service
located at 2800 N Arizona Ave Unit #109 in Chandler. The call notes stated a male and female
were in an altercation and there were multiple adults in the residence. Officer Triggs #856
arrived on scene and observed two male subjects in the parking lot outside of the residence.
The male subjects appeared to be pushing each other back and forth. One subject, later
identified as Dawayne Robertson, lunged onto the other subject, later identified as Damian
Robertson. The subjects fell backwards into a landscape area and continued fighting. Damian
had Dawayne in a headlock and was holding him in place. Officer Triggs #856 ran toward the
subjects and displayed his Conducted Electrical Weapon (CEW) in attempt to gain compliance
and separate them. The officer repeatedly yelled for Damian to let go of Dawayne from the
headlock, but he was non-compliant with commands. At approximately 0228 hours, Officer
Triggs delivered two fist strikes to Damian’s face near his left eye. Other officers then arrived on
scene and the males were separated. After a full investigation, Dawayne was arrested for
Disorderly Conduct-DV. There were no criminal charges submitted on Damian as he stated he
only held Dawayne in a head lock to prevent him from causing physical harm to anyone. Damian
had minor swelling near his left eye and refused medical attention. An ID technician
photographed his injuries. It was also determined Damian was under the influence of alcohol.
The incident was captured on the officer’s body worn camera.

Subject Actions: Aggression

Summary:

On April 18, 2025, officers were dispatched to a Trespass located at 125 W Orchid Lane #B in
Chandler regarding multiple subjects in a vacant apartment who had also burglarized a truck in
the driveway. Officer Paskett #891 arrived on scene and observed one of the described male
subjects outside the apartment. The subject, later identified as Sergio Calleros, appeared
agitated and was sweating. The officer approached the male, but he immediately walked behind
a truck. The officer walked around the truck, and observed the male had items in his hands
which were clenched. He gave multiple commands to put the items down; however, he refused.
Mr. Calleros then tossed a pocketknife onto the hood of the car, but kept the other items
clenched in his hands and continued to refuse commands. Officer Paskett advised Mr. Calleros
he was lawfully detained based on reasonable suspicion he was involved in criminal trespass
and vehicle burglary. At approximately 1215 hours, Officer Paskett grabbed onto the male’s right
arm to place him in handcuffs, but he felt muscular tension and he pulled away. The officer
commanded him to “stop” twice as he continued to pull away and resist. The officer conducted
a leg sweep causing the male to fall to the grass. Mr. Calleros rolled away, stood up, and took a
fighting stance. The officer told him to get on the ground several times. He grabbed onto the
male and used his body to push him to the ground. He was then on top of the male and advised
dispatch he was fighting. The male pushed himself up on all fours to gain an advantage, which
caused the officer to fall over him. He separated himself from the male, who had then stood up.
The officer grabbed him again, but only grabbed his sweatshirt, which he pulled off his body and
lost control of him. The male ran away. The officer displayed his taser and gave multiple
warnings he was going to be tased. Mr. Calleros was non-compliant and turned toward the
residence, making the officer believe he was going to continue to fight. The officer fired three
taser probes, which contacted his right arm and back. The male spun and rolled to the ground
causing the probes to break the connection and neuromuscular incapacitation (NMI) was not
achieved. The officer fired another probe, but there was no effect. The male fled, and a foot
pursuit began, but the officer lost sight of him. Several officers arrived on scene, and the male
was located and arrested at 1124 N California St #B for Aggravated Assault on a Police Officer,
Resisting Arrest, Burglary and Narcotics. He was actively bleeding from the taser probes,
sustained an injury to his right shoulder and complained of pain in his right knee. The Chandler
Fire Department arrived and transported him to Chandler Regional Medical Center for further
medical attention. Officer Pasket sustained pain to his shoulder, redness to his left leg, and his
radio equipment was damaged. An ID Technician photographed the injuries. The incident was
captured on the officer’s body worn camera.

Subject: White Male, 25 years old
Subject Actions: Resistance

Summary:

On April 18, 2025, several detectives were assisting the HEAT Unit in reference to a large-scale
undercover sting operation targeting subjects attempting to commit child sex trafficking and
luring minors for sexual activity. Sergeant Kerzie #5148 was informed a subject named “Juan”
was arriving to 235 E Ray Rd in Chandler with the belief he was going to meet a 15-year-old
female and engage in sexual intercourse, which is a felony. The surveillance team located a dark
in color Jeep Cherokee that matched the movements and description provided by the suspect,
later identified as Anthony Tureman. As the arrest team contacted Mr. Tureman, Sergeant Kerzie
heard officers yelling commands at him to stop reaching into the car. Sergeant Kerzie observed
his body was blocked by the driver’s door of the vehicle and his head was exposed. He observed
him reach his hands towards the vehicle and not fully comply with the detective’s directives to
keep his hands on top of his head and not to move. Detectives requested a PepperBall device,
which Sergeant Kerzie retrieved from his vehicle. He returned to the immediate action team and
noticed the male’s position had changed as he was now at the rear of his vehicle. He heard
Detectives tell him not to move and heard multiple detectives state he was not listening.
Sergeant Kerzie observed both his hands on top of his head and his back was facing him. Mr.
Tureman then quickly dropped his shoulders, and his hands came down towards his waistline
out of sight as he tucked behind his vehicle. At approximately 2008 hours, Sergeant Kerzie
attempted to depress the trigger on the PepperBall device, but the safety had re-engaged. He
then took the safety off and delivered approximately six PepperBall rounds at his upper back
and shoulder area. He then immediately placed his hands on his head and followed commands.
He was told multiple times to place his hands on his head and to interlace his fingers. He walked
back towards the contact team. As he was approximately five to seven yards from the team, he
released his left hand from his right and dropped it from the top of his head. At that time,
Sergeant Kerzie deployed approximately three more PepperBall rounds at his lower back as he
yelled for him to keep his hands up. Mr. Tureman moved his hands back to the top of his head
but then turned his body counterclockwise as he turned his head left looking back at the
detective’s positions. Sergeant Kerzie deployed approximately three more PepperBall rounds
striking him in the lower back and hip area. Mr. Tureman then complied and was taken into
custody. He was found to have two large knives in his pockets and a firearm in his vehicle. He
sustained minor welts to his back but did not complain of any pain or request any medical
attention. Mr. Tureman was arrested for Luring a Minor for Sexual Exploitation. The incident was
captured on the officer’s body worn camera.

Subject: Asian Male, 41 years old
Subject Actions: Resistance

Summary:

On April 18, 2025, several detectives were assisting the HEAT Unit in reference to a large-scale
undercover sting operation targeting subjects attempting to commit child sex trafficking and
luring minors for sexual activity. Detective Wagstaff #743 was assigned as the less lethal
operator as part of the arrest team. The male attempted to solicit what he believed was a 15-
year-old boy to engage in sex acts. The subject involved was unknown, as he had not revealed
his identity; therefore, there was no prior knowledge of the subject’s criminal history. Detectives
were notified the male confirmed he was at 235 E Ray Rd in Chandler driving a white Mercedes
Benz SUV and had backed into a parking space. Detectives approached the male, who was later
identified as Shiyou Wu, who was seated in the driver’s seat of the Mercedes. Detective
Wagstaff deployed a Royal Arms Distraction Device and announced, “Police Don’t Move”. Mr.
Wu looked directly at detectives who commanded him to keep his hands up, but he continued
to drop one or both of his hand’s multiple times. Detectives provided Mr. Wu with commands to
exit his vehicle, which he complied. Once outside his vehicle, detectives gave Mr. Wu multiple
commands to keep his hands up, to stop moving and to face away from the detectives. He
continued to move and turn his entire body to face the arrest team. Mr. Wu then turned his
body again to face the arrest team. At approximately 2149 hours, Detective Wagstaff deployed
one 40mm foam baton round to the large muscle group in his upper right leg area. The round
appeared to graze the male in the right leg before striking the vehicle. Mr. Wu complied with
further commands, and he was taken into custody. Mr. Wu sustained minor bruising to his right
thigh area and no medical attention was needed. A detective photographed the injury. Mr. Wu
was arrested for Aggravated Luring a Minor for Sexual Exploitation. The incident was captured
on the officer’s body worn camera.

Subject: White Male, 66 years old
Subject Actions: Resistance

Summary:

On April 23, 2025, Maricopa County Adult Probation advised there was a subject named Scott
Smith who had a valid Maricopa County felony warrant for Failure to Appear for Possession of
Narcotic Drugs and Possession of Drug Paraphernalia. The subject was currently monitored via
an electronic ankle monitor and was residing at 709 W Calle Del Norte in Chandler. Mr. Smith
had an extensive criminal history. Detectives located Mr. Smith at 1650 W Corona St in Chandler
where they conducted further surveillance on the location. Mr. Smith was observed leaving the
location on a bicycle. As Mr. Smith approached the intersection of N Longmore Street and W
Post Road, a Sergeant pulled in front of Mr. Smith with his red and blue emergency lights
activated and ordered him to stop. Mr. Smith rode around the Sergeant's vehicle yelling
profanities. Mr. Smith was now actively fleeing and evading arrest. Detective Robinson #606
followed him on foot through Brooks Crossing Park, located at 1345 West Calle Del Norte.
Detectives observed the male hiding behind large electrical boxes. Detective Robinson moved
towards the electrical boxes and observed the male attempting to gain a tactical advantage on
pursuing detectives. Detective Robinson drew his department issued pistol and ordered Mr.
Smith to present himself from behind the electrical boxes and surrender. Mr. Smith continued
yelling profanities and then began to mount his bicycle to flee and evade arrest again. Mr. Smith
proceeded between the two large electrical boxes with his bicycle. Detective Robinson informed
him if he did not stop, he would use less lethal means against him. Mr. Smith yelled profanities
and refused to stop. At approximately 1555 hours, Detective Robinson observed Mr. Smith’s
hands on the bicycle and conducted an impact push on him, which caused the male to land on
his right side in the dirt and pea gravel. Detective Robinson pinned him on the ground until
assisting detectives arrived and took him into custody for the warrant. Mr. Smith complained of
pain on his side and was transported to Dignity Health Emergency Room for further medical
treatment. It was determined Mr. Smith needed further medical treatment for a collapsed lung.
He was released from police custody. The incident was captured on the officer’s body worn
camera.

Force Used: CEW- Probe Deployment
Subject: Black Male, 27 years old
Subject Actions: Resistance

Summary:

On April 28, 2025, Officer Coronado #842 was conducting routine patrol near Galveston St and
Kingston St in Chandler when he observed a male subject who he recognized from previous
police contacts as Devonte Shakeen Vanley walking in the roadway. He conducted a records
check which revealed an outstanding warrant out of Tempe City Court. Officer Coronado turned
around and located Mr. Vanley. He activated his emergency red and blue lights and sirens from
his police vehicle and attempted to contact Mr. Vanley. He told the male he needed to talk to
him and gestured with his hands for him to come towards him. Mr. Vanley looked directly at the
officer and then began to run east on Laredo Street. Officer Coronado chased after him and a
foot pursuit ensued. Officer Coronado gave verbal commands for him to stop and told him he
was going to get tased. Mr. Vanley ignored the commands and continued running north on
Williams Street. Mr. Vanley’s shoes came off while running. Officer Coronado issued loud verbal
commands for him to stop. Officer Coronado observed Mr. Vanley reach into his pockets and
waistband area. At approximately 0850 hours, Officer Coronado deployed his department
issued Conducted Electrical Weapon (CEW) firing multiple probes at him due to the furtive
movements and the uncertainty of whether he was armed or attempting to discard illegal items.
Each probe struck Mr. Vanley, but he managed to pull them out of his back and body while
continuing to flee. He continued to reach into his pockets as he ran east on Monterey Street and
then south on McQueen Road. Officer Coronado fired additional probes with two probes
successfully making contact leading to neuromuscular incapacitation (NMI) and causing him to
fall to the ground. Officer Coronado gave loud commands to place his hands by his sides, but
the male placed his right hand under his chest while still reaching towards his pockets and
waistband. Assisting officers arrived on scene and Mr. Vanley was placed in custody. Mr. Vanley
later stated he was reaching for his pockets because he had drugs on him that he was trying to
dispose of. A single blue pill, small piece of foil, and a red straw were found in his pocket. The
items were submitted to the lab for testing and the criminal charges of Possession of a Narcotic
Drug and Possession of Drug Paraphernalia are pending lab results. Mr. Vanley sustained taser
probe injuries. Chandler Fire Department arrived on scene and evaluated Mr. Vanley who was
later transported to Chandler Regional Medical Center for medical clearance. Mr. Vanley was
later transported to Tempe Police Department for the warrant. The incident was captured on
the officer’s body worn camera.

Summary:

On April 30, 2025, Officer Camacho #749 responded to a Suspicious Person / Activity located at
1630 W Calle Del Norte in Chandler. The reporting party stated there was an unknown female
banging on his front door screaming and he did not know who she was. Officer Camacho arrived
on scene and observed the female subject walking near W Manor St and N Pennington Dr. He
contacted the female who was identified as Diane Lowe. Officer Camacho attempted to explain
the reason for the contact, but she immediately used vulgar language towards him and began to
walk towards him with clinched fists and a posture indicative of wanting to fight. Officer .
Camacho told her to move back and to not step towards him again, but she continued to do so.
At approximately 2117 hours, Officer Camacho conducted an impact push, and she fell
backwards onto her buttocks. He gave her commands to stay seated, which she complied. She
continued to use vulgar language towards him. She also appeared to have been intoxicated as
the officer smelled the odor of alcohol on her breathe. Other officers arrived on scene and an
investigation was conducted, but the victim did not wish to aid in prosecution. Ms. Lowe was
not arrested or charged with any criminal charges. Resources were offered, but she declined any
help. Officer Camacho advised Ms. Lowe did not sustain any injuries and did not require any

Summary:

On May 01, 2025, the Street Crimes Unit developed probable cause for a search warrant at 1708
N Jay St in Chandler to seize a prohibited weapon possessed by Christian Garcia. Mr. Garcia had
an extensive criminal history and was believed to be in possession of the weapon. Mr. Garcia’s
presence at the residence was confirmed through surveillance where he was seen coming and
going from a travel trailer positioned in the backyard. The search warrant was granted, and
Chandler Police SWAT surrounded the residence. Chandler SWAT issued loud commands for all
individuals to exit the residence and comply with commands. Mr. Garcia exited the trailer
located in the backyard and attempted to flee into the main residence with what appeared to
be a black box in his hands. He was immediately given verbal commands to not move and to get
on the ground. He failed to follow commands and continued running toward the main
residence. At approximately 1921 hours, Detective Farrow #729 deployed a single less lethal
round from his 40mm launcher, which impacted Mr. Garcia, causing him to drop the box in his
hands and fall to the ground. He then followed commands and laid in a prone position until he
was placed into custody. Mr. Garcia sustained an impact injury approximately three inches
below his right nipple. The SWAT Medic triaged his injury until Chandler Fire arrived and
provided further medical evaluation. It was determined Mr. Garcia did not need further medical
treatment, and he was transported to the Chandler Police Department for further investigation.
The injury was photographed. Mr. Garcia was arrested for the Chandler City Code 11-11 for
Obstructing Public Officers. The incident was captured on the officer’s body worn camera.

Summary:

On May 10, 2025, an officer attempted a traffic stop on a yellow, Mazda, hatchback near Orchid
Ln and Ray Rd in Chandler for a broken headlight and rapid, multiple lane changes through
traffic. The vehicle initially slowed but then accelerated quickly. The officer activated his
emergency lights and sirens, but the vehicle continued with dangerous driving behavior. The
officer deactivated his lights and sirens and stopped his vehicle. A short time later, Chandler PD
received a call stating a vehicle crashed into a home at 601 W Shannon St in Chandler and the
driver fled the scene. The officer arrived at the scene of the accident and found it to be the
same vehicle which crashed into a block wall. The driver was not located at the scene and an
empty firearm holster was located on the driver’s side floorboard of the vehicle. Officers set up
a perimeter and believed the driver was possibly armed with a firearm. Detective Miranda #874
arrived around W Shannon St and N Cherilynn Dr and canvassed the area on foot. A male
matching the provided description was located crouching down in an alleyway near W Dublin St
and W Linda Ln. Detectives yelled, “police stop” several times, but the subject failed to obey
commands and fled from police. A foot pursuit ensued, and the male continued to reach for his
waistband and pockets as he ran. A Lieutenant arrived in the area and activated the emergency
lights to his vehicle. The subject continued to run east through the alleyway as further
commands were yelled for him to stop. The male momentarily stopped near the police vehicle
but failed to listen to commands. At approximately 2004 hours, Detective Miranda #874
deployed 5 probes from his Conducted Electrical Weapon (CEW) at the male. It did not appear
any of the probes connected with the male to achieve neuromuscular incapacitation (NMI), but
the male got down on the ground and officers took him into custody. The male was identified as
Kaedon Perez. There were no probes located on the male. Mr. Perez sustained injuries to his
right knee, left hand, neck and back. It was unknown how those injuries were sustained, but
they were more than likely a result from the vehicle collision. The injuries were photographed,
and Mr. Perez was transported to Banner Ocotillo Medical Center for further medical treatment.
Mr. Perez was arrested for Unlawful Flight, Reckless Driving, and Hit and Run Accident. The
incident was captured on the officer’s body worn camera.

Summary:

On May 17, 2025, officers conducted a subject stop on a male urinating in public, in the alley,
between Delaware St and Colorado St in Chandler. There was also a vehicle occupied by two
other subjects near the stop. Officers informed the two subjects in the vehicle to remain in the
vehicle while they spoke to the male who was urinating in public. The two males exited the
vehicle and confronted the officer for the reason for the stop. One of the males, identified as
Adan Alvarado, flared his arms out as he approached the officer and continued to be
argumentative. A second officer returned to the stop and advised Mr. Alvarado he was going to
be detained. Officer Osborn #837 grabbed his right arm to control it while the other officer
informed Mr. Alvarado he had a warrant for his arrest. Mr. Alvarado immediately pulled away
from the officers. The officers forced the male back to the front of the vehicle. The male then
twisted his body and wrenched his arm freeing it from the officer’s grip. Mr. Alvarado then
shoved Officer Osborn in his chest. At approximately 0226 hours, Officer Osborn struck the male
with his closed fist two times contacting his face. Officer Osborn regained control of his arm and
secured it behind his back. Mr. Alvarado was placed into custody. Mr. Alvarado sustained facial
injuries to include an injury to the inside of his top lip and a red substance was observed on the
exterior of his lips. He requested medical attention. Officer Osborn sustained a small cut on his
left hand which was bleeding. The Chandler Fire Department arrived on scene and briefly spoke
to the male, but he refused further medical treatment. The injuries were photographed. Mr.
Alvarado was arrested for the Chandler City warrant, Aggravated Assault on a Law Enforcement
Officer, and Resisting Arrest. The incident was captured on the officer’s body worn camera.

Subject: Black Male, 40 years old

Summary:

On May 21, 2025, officers responded to 9666 E Riggs Rd in Maricopa County, reference an Other
Agency Assist call for service. A Maricopa County Sheriff’s Office Deputy requested assistance
with two subjects trespassing who were hiding behind trash bins and not complying with
commands. Chandler officers arrived on scene and learned the subjects needed to be detained
but were not complying with commands. The two subjects were hiding in a tire cover
concealing most of their bodies. After several more commands were provided with non-
compliance, the officers approached the subjects to detain them. At approximately 0257 hours,
the officers began to remove the tire cover, and both subjects began to scream. The subjects
were an adult male, identified as Tourie Escobar, and a young juvenile. The young juvenile was
detained with no issues. Mr. Escobar began to kick and punch the officers. Officer Tewalt #914
attempted to strike the subject, but he did not contact him. Sergeant Farley #5155 arrived on
scene and observed Mr. Escobar assaulting the other officers. Sergeant Farley deployed four
probes from his conducted electrical weapon (CEW), striking his abdomen, lower back, left leg
and right leg causing neuromuscular incapacitation (NMI). The other officers were able to get
one handcuff on his wrist, but the subject began to resist again. Sergeant Farley deployed one
more probe into the male’s leg, which caused NMI again and officers were able to place the
handcuffs on him. While officers patted him down, the male began to kick at the officers again.
Officer Newell #820 struck the male in the abdomen with a closed fist to gain compliance. The
male was placed in a leg restraint to prevent him from kicking again. The Sun Lakes Fire
Department responded and provided the male with medical attention. The male appeared to be
suffering a medical-behavioral emergency, and the paramedics administered medication to calm
him down. He was transported to Chandler Regional Medical Center for further medical
treatment. Mr. Escobar sustained injuries that consisted of abrasions, bruises and taser probe
injuries to both his knees, legs, chest, abdomen, forehead, hips, right side, right shoulder, arm
and hand. The injuries were photographed. He also sustained an injury to his back, but officers
were unable to photograph this injury due to his condition. No officers were injured. The
incident was captured on the officer’s body worn cameras. Maricopa County Sheriff’s Office
conducted the investigation, and the criminal charges are unknown.

Summary:

On May 22, 2025, detectives with the Criminal Apprehension Unit and the SWAT team
responded to 11085 N Geronimo Dr in Casa Grande, AZ for a warrant arrest of Angel Lara. Mr.
Lara had two federal warrants and a third probation/parole violation warrant. He had an
extensive criminal history and there was information he may be in possession of a rifle and
firearm. He recently made statements he was not going back to jail and would fight police with
his firearms if confronted by law enforcement. An investigation revealed Mr. Lara was residing in
a fifth wheel trailer at 11085 N Geronimo Dr. Surveillance was conducted, and Mr. Lara was
believed to be inside the main residence. The SWAT team surrounded the residence. Gas and
impact munitions were introduced to the primary residence and trailer with no response. Both
were cleared and found to be vacant. It was then learned Mr. Lara left the property and entered
the yard to the south prior to SWAT’s arrival. Several detectives/SWAT members entered the
backyard of 11061 N Geronimo Dr to search for the male. Detective Parks #576 approached an
above ground jacuzzi which was partially covered. He observed Mr. Lara sitting in the jacuzzi
with just his eyes and nose above the water while attempting to hide. Detective Parks
immediately identified himself as the police and ordered the male to put his hands where he
could see them. The male initially failed to comply and just sat in the water. Other officers took
over commands. Mr. Lara was given clear commands to keep his hands on top of his head, stand
up and exit the jacuzzi. He looked back under the cover multiple times, which made officers
believe there may be a firearm present. Mr. Lara was concealed and not complying with
commands. Detective Mullins attempted to utilize pepperball but the tool malfunctioned and
did not fire. Mr. Lara put his hands above the water but continued to argue with commands and
not obey them. At approximately 1722 hours, Detective Mullins utilized an OC spray canister,
which did not have a significant effect on the male. Mr. Lara finally exited the jacuzzi but failed
to follow commands to face away and walk backwards. Instead, he argued and defied the
commands. He began to turn his shoulder back in the officer’s direction as if he was turning
back to square up on them. Based on all the information, Detective Mullins launched an AR1
impact munition to the male’s left thigh. Almost simultaneously, Detective Parks deployed two
probes from his Conducted Electrical Weapon (CEW) striking his upper right arm and right hip,
which caused neuromuscular incapacitation (NMI), and he fell backyards to the ground. Several
officers approached Mr. Lara and placed him into custody. SWAT medics provided an initial
medical evaluation, and the Fire Department later arrived and transported the male to the
hospital for further medical treatment. The male’s injuries were unknown, and no photos of
injuries were captured. The incident was captured on the officer’s body worn cameras.

Summary:

On June 4, 2025, officers responded to 3800 W Chandler Boulevard reference a trespass call
regarding a white male with a gold sedan and white Ford F250 Pickup Truck who did not live in
the apartment complex. The apartment complex was part of the trespass enforcement
program. Officer Lerma #867 arrived on scene and located the male in the apartment complex
near both vehicles. The officer contacted the male who identified himself as Manuel Marquez.
The officer provided the reason for the contact and asked if he lived at the apartment complex.
He advised his daughter lived there and provided her name and apartment number so the
officer could confirm he had a lawful reason to be at the apartment complex. The officer
requested another officer to contact the daughter at the apartment for confirmation. While
awaiting confirmation, Mr. Marquez attempted to leave a few times, which the officer advised
he was not free to leave as he was conducting an investigation. While waiting, the officer
observed a clear plastic bag with a large amount of white powdery substance inside it. Mr.
Marquez then got into the vehicle and the officer commanded him not to touch the bag. The
male then ripped the bag apart and forcefully waived it up and down spreading the white
substance everywhere. At approximately 1716 hours, officers attempted to pull the male out of
the vehicle, but he actively resisted by grabbing onto the steering wheel. The male refused to
comply with commands to let go and exit the vehicle. The secondary officer reached into the
interior of the vehicle, and his head became saturated with a white powdery substance
suspected to be Fentanyl. Officer Lerma told the male if he did not comply, he would be tased.
The male shouted profanities and challenged the officer to deploy his taser. He then clenched
his fists and forcefully kicked his legs to attempt to break free. Officer Lerma deployed his
Conducted Electrical Weapon (CEW), which contacted the males left shoulder, left lower back
and right buttocks and neuromuscular incapacitation (NMI) was achieved. Mr. Marquez
continued to resist and prevent officers from securing his hands behind his back. Officers were
eventually able to get his hands behind his back and placed him into custody. Chandler Fire
responded and provided Mr. Marquez with a medical evaluation where they determined he
needed to be transported to Chandler Regional Medical Center for further medical treatment.
While at the hospital, it was determined one of the probes struck the male in the anal area. Mr.
Marquez also sustained injuries to include abrasions and bruising to his arms/hands,
chest/abdomen, legs, face, back and right inner buttocks. An ID tech photographed Mr.
Marquez’s injuries. The white powdery substance was later determined to be Cocaine. Mr.
Marquez was arrested for Resisting Arrest, Tampering with Physical Evidence, Possession of
Narcotics, and Criminal Trespass. The incident was captured on the officer’s body worn camera.
