ARTICLE III. CITY MANAGER 
Section 3.01. Appointment, compensation, qualifications. 
The Council shall appoint a city manager to serve at the pleasure of the council.  The manager 
shall be appointed solely on the basis of his BASED ON THEIR executive and administrative 
qualifications.  
Section 3.02. Removal of city manager. 
The city manager may be removed with or without cause at any public meeting by a majority 
vote of all members of the Ccity Ccouncil. In the event of removal, the manager will receive 
severance pay as agreed to by the council and city manager.  
When the office of city manager becomes vacant the Ccouncil shall thereupon appoint an 
acting city manager who shall serve at the pleasure of the Ccouncil until a city manager is 
appointed.

Section 3.03. Acting city manager. 
By letter filed with the city clerk tThe CITY manager shall designate, subject to approval of 
the Ccouncil, a qualified city administrative officer to exercise the powers and perform the duties 
of CITY manager during his THE CITY MANAGER’S temporary absence or disability. During 
such absence or disability, the Ccouncil may revoke such designation at any time and appoint 
another officer of the city to serve until the CITY manager shall return or his THEIR disability 
shall cease.  
Section 3.04 Powers and duties of the city manager. 
The city manager shall be the chief administrative officer of the city. He THEY shall be 
responsible to the Ccouncil for the administration of all city affairs placed in his THEIR charge by 
or under this charter or by ordinance. He THE CITY MANAGER shall have the following powers 
and duties:  
(a) He shall TO appoint and, when he deems it necessary for the good of the city, suspend 
or remove all city employees and appointive administrative officers, except as otherwise 
provided by law, this Ccharter, or personnel rules adopted pursuant to this Ccharter. He 
THE CITY MANAGER may authorize any administrative officer who is subject to his 
THEIR direction and supervision to exercise these powers with respect to subordinates 
in that officer's department, office or agency.  
(b) He shall TO direct and supervise the administration of all departments, offices, and 
agencies of the city, except as otherwise provided by this Ccharter or by law.  
(c) He shall TO attend all council meetings except when excused by the council, and shall 
have the right to take part in THE discussion but may not vote.  
(d) He shall TO see that all laws, provisions of this Ccharter and acts of the council, subject 
to enforcement by him or by officers subject to his direction and supervision, are 
faithfully executed.  
(e) He shall TO prepare and submit the annual budget and forecasted capital program to the 
council.  
(f) He shall TO make such reports as the council may require concerning the operations of 
city departments, offices and agencies subject to THE CITY MANAGER’S direction 
and supervision.  
(g) He shall TO keep the council fully advised as to the financial condition and future needs 
of the city and make such recommendations to the council concerning the affairs of the 
city as THE CITY MANAGER deems desirable.  
(h) He shall TO perform such other duties as are specified in this Ccharter or may be 
required by the council.
