3 Categories of Amendments
1) Non-substantive changes 
•
Gender, capitalization, eliminate legalese
2) Non-Substantive and Clarifying
•
Non-substantive changes plus some changes that primarily are 
intended as clarifying OR non-substantive changes in addition to 
substantive changes already proposed to voters in the Nov. 4 election 
3) Substantive changes
•
Gender neutral terminology, consistency of capitalization, elimination 
of technical legal language, and a substantive change to residency 
requirements for directors of City departments

Non-Substantive Changes
•
Discussion of proposed amendments to 
Articles II, III, IV, V, VI, VII and VIII pertaining to 
gender neutral terminology, consistency of 
capitalization, and elimination of technical 
legal language.

Move to recommend to Council the proposed non-substantive 
revisions to Sections 2.01, 2.03, 2.04, 2.07, 2.09, 2.10, 2.11, 2.14, 2.15, 
2.17, 2.18, Articles III, IV, V, VI, VII, and VIII addressing gender 
neutrality, grammar and punctuation, elimination of technical 
legal language or wordiness, and consistency of capitalization

1.03, 2.02, 2.12, 2.16, and Article X

Move to recommend to Council the proposed revisions to Section

Substantive Changes
• Discussion of proposed amendments to Sections 
2.05, 2.06, 2.08, 2.13, 9.02 and 9.03.

Section 2.05
• In addition to non-substantive changes, clarifies that 
prohibition against city employment while holding office 
applies to employment with the City of Chandler, makes 
substantive change to requirement that councilmember 
resign to run upon filing nomination papers with the city clerk 
(consistent with state law) and provides that council shall have 
45 days to fill the resulting vacancy by appointment.
• Move to recommend to Council the proposed revisions to 
Section 2.05.

Section 2.06
• In addition to non-substantive changes, provides that council 
shall have 45 days to fill a vacancy resulting from death, 
resignation, forfeiture, or removal from office.
• Move to recommend to Council the proposed revisions to 
Section 2.06.

Section 2.08
• Authorizes the city manager to establish and organize the 
offices and departments of the city subject to the review and 
approval of the city council
• Move to recommend to Council the proposed revisions to 
Section 2.08.

Section 2.13
•
In addition to non-substantive changes, eliminates 
requirement that city departments be established or altered 
by ordinance consistent with proposed amendments to 
Section 2.08 and eliminates provision referencing regulation of 
rates and fees by a public utility because the city has no 
authority to regulate public utilities.

Section 2.13.

•
In addition to non-substantive changes, adds gender and 
other protected status as bases for prohibited discrimination.
• Move to recommend to Council the proposed revisions to 
Section 9.02.

Section 9.03
•
Eliminates requirement that department heads establish 
residency in the city within six month of appointment, 
continues residence requirement for city manager, and 
authorizes council to require residency as a condition for any 
other position council appoints.
• Move to recommend to Council the proposed revisions to 
Section 9.03.
