Scope of Work
Scope of Work
The switchgear at this building is aging. It needs to have life extending retrofits performed on the gear. This
will ensure up time as well as ensure life safety to the occupants of the building. The goal of this proposal is
to ensure that lineups get proper life extending upgrades that will ensure that the building can continue to
operate without any long-term interruptions.
The City management has decided that since the city has no muster place, they want to add an ATS to allow
an emergency generator to power the building in the event of a catastrofic event. The ATS will also allow the
city to host large events that are televised ensuring no power failures.
Retrofit
Siemens will provide a material only for installation by the JOC contractor. Siemens will provide factory
startup when the upgrade has been completed. Siemens can perform the pre-startup before power is turned
on and then return for setting of the breaker trip units when the arc flash study has been performed.
Siemens can perform the arc flash study if needed but it is not included in this proposal.
The scope of the Siemens supplied equipment is below

ELECTRICAL TESTING
Perform resistance measurements through bolted connection with a low-resistance ohmmeter.
Perform insulation-resistance tests for one minute on each pole, phase-to-phase and phase-to-ground with
the circuit breaker closed, and across each pole.
DLRO test on all phases.
Insulation resistance.
Secondary Injection Test
The following can affect the pricing:
1. The gear will be de-energized for all pre-startup work.
2. The current lead time is 143 working days.

Inclusions
• Siemens will provide startup labor only no installation labor
• Siemens will provide the materials shown in the scope of work only as part of this proposal.

Clarifications
Clarifications
• Siemens does not accept all or any liquidated damages unless noted below. Additionally, if Siemens is
working as a Subcontractor and not directly for the End User, Siemens does not accept any liquidated
damages that may have been agreed upon with the Prime Contractor and End User.
• All equipment/engineering pricing subject to final site inspection.
• Pricing does not include wait time for equipment to be shut down. Any additional time will be billed at
our normal hourly rate.
◦A mobilization cancellation fee will be charged at 3% of the total project value or actual billable
time (whichever is higher) if shutdown is cancelled within 12 hours of planned start time.
• Unless specifically noted our pricing does not include any local, state or federal taxes.
• Customer will move equipment to and from staging area.
• Siemen's personnel are not permitted to perform switching on customer owned equipment.
• Price does not include rigging of equipment, tools or testing instruments to special locations. A clear
path must be provided prior to the start of work.
CUSTOMER RESPONSABILITIES
• It is the responsibility of Customer and/or Contractor to provide Schedule for the project within 3
weeks of the order (or 3 weeks of first mobilization, whichever is sooner). Siemens will not mobilize to
the site without schedule. Changes to the established schedule must be communicated to Siemens at
least 2 weeks prior to the affected mobilization to the site. Changes affecting the mobilization done
on a shorter timeframe will be subject to additional billing to account for reassignment of resources.
• Make all equipment available including removal from service, switching and operation of equipment
(opening and closing of breakers, switches, etc.) and de-energizing as required to electrically isolate
equipment and permit a continuous progression of work.
• Provide the services of a Project Coordinator or Plant Electrical Engineer to assist Siemens in
developing an organized sequence of work and to advise of safety requirements and lockout
procedures.
• Provide relay and/or breaker settings and manuals for any equipment being tested by Siemens.
• Coordinate with utility to schedule any outages required and pay all fees.
• Provide equipment necessary to offload and move Siemen's equipment within customer facility.
• Provide necessary means to transport equipment to be tested if required.
• Provide areas for setup, use and storage of test equipment.
• Siemens will provide a generator to provide necessary 120 VAC source of auxiliary power for operation
of test equipment when normal power is removed.

therein. Siemens shall be entitled to an equitable adjustment in pricing to reflect the impacts of any
such measures. Please note that the aforementioned measures specifically include any price
adjustments required as a result of increased costs incurred by Siemens due to tariffs imposed by any
governmental authority (including, without limitation, increased costs due to tariffs imposed by any
governmental authority on Siemens' vendors).

Payment Terms Acceptance Agreement
The total price of: $523,595.12 and the estimated return on investment are based on the items outlined in
this proposal. ANY STATEMENTS MADE HEREIN REGARDING SAVINGS THAT MAY BE ACHIEVED BY
IMPLEMENTING THE SERVICES OFFERED IN THIS PROPOSAL ARE ESTIMATES ONLY. NO WARRANTY, EITHER
EXPRESSED OR IMPLIED, SHALL BE CONSTRUED TO ARISE FROM SUCH STATEMENTS, NOR SHALL SUCH
STATEMENTS BE CONSTRUED AS CONSTITUTING A GUARANTEE BY SIEMENS THAT SUCH SAVINGS WILL
OCCUR IF THE SERVICES ARE IMPLEMENTED.
The Buyer acknowledges that when accepted by the Buyer as proposed by Siemens Industry, Inc., this
Proposal and the Siemens RAM Projects Business Standard Terms and Conditions, (together with any other
documents incorporated into the forgoing) shall constitute the entire agreement of the parties with respect
to its subject matter. BY EXECUTION HEREOF, THE SIGNER CERTIFIES THAT (S)HE HAS READ ALL OF THE
TERMS AND CONDITIONS AND DOCUMENTS, THAT SIEMENS OR ITS REPRESENTATIVES HAVE MADE NO
AGREEMENTS OR REPRESENTATIONS EXCEPT AS SET FORTH THEREIN, AND THAT (S)HE IS DULY AUTHORIZED
TO EXECUTE THE SIGNATURE PAGE ON BEHALF OF THE BUYER.
Proposal is valid for thirty (30) days from the delivery date of July 03, 2025. Payment is due within 30 days
of invoice date.

Price Escalation. If, during the term of this Contract, the price of various materials or labor or logistics are
increased as reflected by CRU/IHS Markit/CMAI/COMEX market index, then Siemens may increase the Contract
Sum or apply a surcharge to Customer accordingly.
To the extent applicable, the following Addendum(s) are incorporated and made part of
the Siemens Standard Terms and Conditions:
