2. Proclamation: National Friends of Libraries Week  
MAYOR HARTKE read the proclamation and invited up the National Friends of Libraries to accept.  
 
AMRITA DESHPANDE, Vice President of Friends of Chandler Public Library accepted the 
proclamation on behalf of the Friends of Chandler Public Library, thanking donors and volunteers. 
They shared excitement about the partnership with the city on the Bookmobile project.  
 
3. Proclamation: National Code Enforcement Month 
MAYOR HARTKE read the proclamation and invited up the Code Enforcement staff to accept.  
 
GUY JAQUES, Neighborhood Preservation Senior Manager, thanked the public, Code Enforcement, 
and city management for their support. He shared that the department was recently named the 
best in Arizona and will soon compete for a national award at an upcoming conference. 
 
4. Recognition: Chandler Exchange Club Award to Chandler Firefighters and Police Officers  
MAYOR HARTKE invited the Chandler Exchange Club Award to Chandler Firefighters and Police 
Officers to be recognized.  
 
LEANNA GRAY, President of the Chandler Exchange Club, thanked everyone for the opportunity 
to honor two outstanding first responders. Officer Evan Sprague joined the Chandler Police 
Department in 2023. Known for his professionalism and calm manner, he has earned several 
public commendations. He has also completed advanced training in DUI enforcement and 
phlebotomy. Officer Sprague's dedication and enthusiasm make him a worthy recipient of this 
year’s First Responder Award. Fire Captain Scott Onyett has served with the Chandler Fire 
Department since 2010. Named Paramedic of the Year in 2023 and Firefighter of the Year in 2024, 
he is a respected leader and strong advocate for his fellow firefighters. The Chandler Exchange 
Club is proud to recognize Fire Captain Onyett with the First Responder Award. 
 
EVAN SPRAGUE, Police Officer, thanked everyone for the opportunity and expressed appreciation 
to Sergeant Lang for his mentorship and guidance at the start of his law enforcement career. He 
shared how grateful he is to receive the award and to have learned so much during his first year 
on the team.  
 
SCOTT ONYETT, Fire Captain, shared his gratitude for the strong support from the city and Council, 
noting how fortunate they are to serve in a well-run and highly respected community. He 
mentioned that, through his experience across the state, Chandler stands out as a desirable place 
to work, and he is truly grateful to be part of it.

5. Recognition: Achievement of Excellence in Financial Reporting & Achievement of 
Excellence in Procurement  
MAYOR HARTKE invited Kristi Smith, Financial Services Director, and Accounting and Purchasing 
staff to accept.  
 
KRISTI SMITH, Financial Services Director, recognized Chandler’s outstanding accounting team for 
their dedication to accurate financial reporting. She introduced Julie Gosher, Senior Accounting 
Manager; Joanne Chang, Senior Accountant and Sarah Story, Senior Accountant, and Julie San 
Miguel, Accounting Specialist, who accepted the award for the FY 2023–24 Annual Comprehensive 
Financial Report (ACFR). Chandler received the Certificate of Achievement for Excellence in 
Financial Reporting from the Government Finance Officers Association for the 43rd consecutive 
year. This national recognition reflects months of detailed work by the accounting team and 
support from departments across the city. The ACFR ensures full financial transparency and is a 
key factor in maintaining the city’s strong credit ratings. Kristi extended her appreciation to the 
entire accounting division and all who contributed. 
 
MS. SMITH, recognized the City of Chandler’s Purchasing Division for receiving the 2024 
Achievement of Excellence in Procurement Award from the National Procurement Institute (NPI), 
accepting the award Christina Pryor, Procurement and Supply Senior Manager, and Christian 
Johnson, Procurement Officer. While the rest of their seven-member team could not attend, all 
contributed to the award application. This prestigious award honors organizations that 
demonstrate excellence in areas such as innovation, professionalism, e-procurement, 
productivity, and leadership. Chandler has received this recognition for 21 consecutive years and 
is one of only 13 agencies in Arizona and just 85 cities in the U.S. and Canada to earn this 
distinction. Ms. Smith expressed appreciation to the entire Purchasing Division for their 
commitment to quality, efficiency, and ensuring the best value for Chandler’s taxpayers.

Easement to Salt River Project Agricultural Improvement and Power District, at No Cost, for 
Electrical Facilities Relocation Required as Part of the Lindsay Road Improvement Project 
from Ocotillo Road to Hunt Highway Move City Council adopt Ordinance No. 5135 granting

a non-exclusive power distribution easement to SRP, at no cost, for electrical facilities 
relocation required as part of the Lindsay Road Improvement Project from Ocotillo Road to 
Hunt Highway.

Councilmember Harris moved to approve the Consent Agenda of the October 13, 2025, Regular 
City Council Meeting; Seconded by Councilmember Orlando.  
 
Motion carried unanimously (6-0).
