We have lived in Arizona most of our lives and know it is a place that cares about animals, protecting those in need, and our unique land. Saving Paws has touched the lives of families throughout Arizona, and thus it is vital to our community. Their reach goes beyond individual dogs and individual families to address a social problem in our state. Without Saving Paws many animals would go without homes. Thus, animals would wander our streets, and sadly, pass away there too leaving the cities and state with the responsibility of their maintenance. Further, the statistics of healthy and adoptable dogs that are euthanized every day in Arizona are overwhelming. This is a problem that Saving Paws does so much to address without requiring government resources. It is crucial to the success of Saving Paws, and by extension the good of the community, that the rescue be able to build its new facility on this land — land that was specifically donated for the purpose Saving Paws seeks to use it. Any variances required to approve their build should be a mere formality since the land is being used for a purpose it was donated for. Likewise, any neighborhood inconvenience associated with housing dogs is neither unique or greater than any other house, apartment, or neighborhood in our community. Saving Paws has taken on a problem that most of the rest of us can blissfully ignore. Our communities and government should support private groups such as this non-profit which address problems in our community with little to no taxpayer support. We ask that you approve Saving Paws’ special use permit so that they may move forward with their plans to continue to be good stewards for Arizona and its animals. We should never prevent an organization from helping homeless, abused, injured, sick and neglected dogs. Saving Paws has been a PACC member for over a decade and in that time has saved countless dogs who have been victims of continued neglect or were facing euthanasia had Saving Paws not responded. Saving Paws has worked tirelessly through the recession, the pandemic and other crises that have only served to heighten the need for rescue efforts as societies most vulnerable suffer most during these events. The work of Saving Paws cooperatively with PACC911 allows greater efforts and resources to be focused on those animals in need of medical or behavioral treatments that would not be possible at Maricopa County Animal Control or Arizona Humane Society due to budget and capacity constraints. In instances such as these, and countless others, Saving Paws steps in to be the bridge between an animal in need followed by a forever home. Moreover Saving Paws has worked with service dog, detection, patrol and therapy dog programs to place suitable candidate dogs at no cost to these programs . Focusing primarily on the German Shepherd Dog and the Belgian Malinois, Saving Paws is no stranger to all dogs in need and has had many other breeds and mixes pass through their care as circumstances arise. All too often animals find themselves abandoned for a myriad of reasons and Saving Paws is on call daily to step to the plate for any animal it can save. Accomplishing this mission on a miniscule budget Saving Paws leverages the power of love and commitment to it’s mission through countless hours of volunteer labor with only 2 part time staff members and an extensive network of foster homes. Dedicated individuals open their homes to pets in need and work to get them adopted, however there are limits to both what can be undertaken and the number of fosters out there. Though their efforts to secure and establish a brick-and-mortar location the ability of Saving Paws to help more animals will be greatly multiplied and some of the strain alleviated from the foster base as well as from Maricopa County Animal Care and Control. Saving Paws has been recognized to practice rescue to the highest moral and ethical standards and many of their success stores have been shared / featured at PACC911 events. Anyone walking the rows of kennels full of animals at MCACC shelters can palpably feel the need that is present in our community which Saving Paws seeks to address. Saving Paws Rescue Arizona is an all-volunteer charitable organization. The rescue is especially a safe landing for a couple of breeds that are historically “high kill” in shelters due to their need for homes that will train and provide what they need to be wonderful family members. Their work in this line is so needed for Arizona and the hard to place dogs they are successful in helping. | think what makes Savings Paws Rescue even more incredibly special is their commitment to save senior, pregnant and sick dogs. The most vulnerable in our community. So unfortunate and sad is when senior dogs are taken to shelters or abandoned because of inconvenience or medical issues. The rescue takes these seniors, provides their financial care for life and matches them with a loving foster home often with senior citizens. | just think that is the most amazing concept. We can all be proud to be Arizonians when we have organizations like Savings Paws that make this kind of difference in the lives of dogs and people. Savings Paws takes on the cost and time for pregnant moms to have a safe place to deliver. | was personally shocked at the cost and care that a pregnant mom and pups needs. The local county shelters already know this of course and therefore pregnant stray, surrendered or abused moms often have a most inhuman fate. We most support organizations that are trying to help these struggling moms. The sick dogs that Savings Paws has taken on may be the most heart wrenching and rewarding to follow the stories of success. Truly you just need to go to their website and read a few of these stories. The remarkable turnaround of some of these dogs may be the greatest gift of this organization. So while Saving Paws volunteers work tirelessly day and night to better our community and some of the most vulnerable within it, there is often one who tries to make unnecessary hoops and obstacles for what | call selfish reasons. In November of 2018 Saving Paws Rescue Arizona purchased 5 acres so they would have a buffer from neighbors. Being good neighbors, they worked hard with a design firm to be appealing to the eye as well as accommodating the needs of the rescue dogs. This even included sound proofing both inside and out. So many wonderful neighbors welcomed the rescue, even opening their homes to rescue dogs. But now, a few years later, the rescue is being forced to apply for a Special Use Permit. This extra step was not expected and is only because of a new neighbor who purchased his home after the Saving Paws project started and filed a complaint. This upset me because this person knew the rescue was there before his purchase. This seemed so very unfair to me. | know our community is better than this and what | will call one selfish person’s wants should not trump the needs of many. | ask as a concerned citizen that you take a look at this rescue and all the wonderful work being done for Arizona. This concerns me very deeply, as | have done rescues most of my life. One of my rescue sisters has been a very active and has long standing in the rescue community and with volunteers at SPR. She moved here from Los Angeles and she volunteered at Westside German Shepherd Rescue for years. Hername is Kerri L. She and I both know what it takes to make the best rescue and she loves SPR because it is a true rescue. They take in the ones that are emaciated, have mange, are pregnant and homeless. Moms with babies that otherwise do not get food or shelter. Arizona has many rescues, many shelters, and yet nowhere near enough for all the helpless dogs. What happens to the most innocent of souls when they have no one to care? No one to raise money to make things right by them? They either starve to death outside by themselves, get hit by acar, freeze to death or taken to the county shelter. Each county shelter in this country is so overloaded with animals it is a real issue , notjust for the county budget that could be used for other things if people were able to have spay/ neuter programs and more places like SPR. Many at the shelters spend their days in the kennel and never learn to walk ona leash, so when people come to adopt, they jump on them and pull on the leash, which makes them undesirable. If they have medical needs that also makes them undesirable. Average people do not want to take on a dog that has special needs, which is where great rescues like SPR come in. They raise money, they take the tough medical and special needs. They train the dogs and work with the dogs so they are more easily adoptable. In America there are roughly 6.5 million animals in shelters each year, only 3.2 million are adopted. So tax payers are paying to kill 3.3 million animals and we are writing a letter about a long time, amazing rescue group that supports themselves and takes very great care of the most needy souls on this earth because one individual bought a new residency near this long time, been in rescue at this location for years. | think the individual that submitted this absurd complaint should not only have to pay for the special use permit, but they should have to volunteer 40 hours at the county shelter and see why this rescue is necessary. This individual knew the rescue was there when he purchased his home. This really is unbelievable and absurd.
