RESOLUTION NO. 5967 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, ARIZONA, APPROVING LEGAL SERVICES RETAINER AGREEMENT FOR HARVEY LAW PLLC TO ASSIST IN THE CONVERSION OF PUBLIC HOUSING PROPERTIES TO SECTION 8 PROJECT-BASED RENTAL ASSISTANCE AND RELATED LEGAL MATTERS. WHEREAS, the City of Chandler Housing and Redevelopment Division (the City's Public Housing Authority) operates 303 units of Low Rent Public Housing and is pursuing conversion of existing public housing sites through the U.S. Department of Housing and Urban Development’s (HUD) authorized Rental Assistance Demonstration (RAD) Program, Section 18 Program, and other HUD repositioning programs; and WHEREAS, on July 14, 2022, City Council passed Resolution No. 5604 authorizing the City Manager or his Designee to apply to HUD for HUD's RAD program and to implement the redevelopment of the Chandler Public Housing Portfolio with the City of Chandler Housing and Redevelopment Division as Developer/Co-Developer; and WHEREAS, on December 12, 2024, City Council passed Resolution No. 5859 authorizing the City Manager or designee to continue exercising the authority under Resolution No. 5604 for redevelopment of a public housing property located at 73 South Hamilton Street known as Site 3 and to be known after redevelopment as the Haven on Hamilton; and WHEREAS, Harvey Law PLLC is an experienced firm providing legal representation in matters related to RAD conversion and redevelopment of Public Housing properties and the associated structuring, financial and legal issues. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chandler, Arizona, as follows: Section 1. Approves the terms and conditions of the agreement with Harvey Law PLLC attached as Exhibit “A” to this Resolution and incorporated herein by reference. Section 2. Authorizes the Mayor of the City of Chandler to execute the Agreement on behalf of the City of Chandler.
