The ocotillo HOA has notified residents of a zoning request to redevelop the SW corner
Dobson and Price, the former Orbital facility. I am opposed to the proposal fir another
data center. i thought Chandmer passed a rule to stop allowing data centers due to theie
high consumption of utilities, notably water. also, both singke family residences and
multi family apartments are across the street from this site. There have been many
compaots by re resdents of Clemente Ranch regardig the noise generated from te data
centers further north on Dobson. Chandker, abd developers beed to recognize and
resoect the residdntial quality of life in the Ocotillo community. I am jnabke to attend the
meeting on March 3rd as I am traveling internationally.

Dear Sir,
As a resident of the Ocotillo Community Association for the past five years, I and my family 
have come to value and appreciate the high standard of aesthetics, recreation, and local 
commerce that makes OCA a great place to live. One of the continual disappointments has 
been the vacant lot on the southwest corner of Price Road and Dobson Road. I recently 
received a notice that Active Infrastructure is requesting to rezone the property to allow for 
more flexibility with the space. I am unable to attend the public neighborhood meetings, but I 
wanted to register my support for this proposal for the following reasons:
1. A new facility on this corner will help restore the value of this vacant property and
provide a face lift with a modern, attractive facility.
2. The proposed data center provides a visual barrier against the less-sightly, adjacent
water treatment plant. And yet the datacenter is set back appropriately from housing
across Dobson or Price Road, helping mitigate some of the ambient noise that data
centers create.
3. The mixed-use commercial spaces in Downtown Ocotillo and other corners around
OCA provide a heightened standard of living for local residents. Adding this additional
space will enhance the appeal.
I realize that there will be potential drawbacks, including additional traffic at this already busy
intersection, and additional noise from the datacenter and other commercial activities. But
none of these is any more significant than what is already created by the Intel campus
immediately to the south. I believe that the city should seriously consider this proposal.

I am writing to express my strong support for the redevelopment of 3380 S.
Price Road into the Price Road Innovation Campus. As you know, I’ve lived in
this area for decades.  For too long, this site has sat vacant and deteriorating
—an eyesore in what should be a thriving business corridor. This project just
makes good sense.  I hope you support and don’t overlook the opportunity to
replace blight, generate new tax revenue, and provide new jobs at a time 
when Chandler has felt the impact of losing multiple large employers.
I drive by this site daily and redevelopment of this site is long overdue.  The 
fact that a portion is a data center is not an issue for me.  It screens out the 
unsightly city facilities behind it and leaves plenty of acreage for new 
employment buildings along Price Road. Frankly, I cannot imagine another 
employer who would want to go right next to the wastewater treatment 
facility with that foul odor.  At least this project has a buffer for that.
I’m afraid it will be a long time waiting before something better comes along. 
It’s already been 7 years of abandonment.  How many more years do we 
need to wait before something else is proposed? The Price Road Innovation 
Campus will restore economic momentum to a blighted site that has been 
underutilized far too long.
I hope you support this redevelopment and take advantage of this 
opportunity for growth, revitalization, and long-term prosperity.

As a resident of Chandler and Ocotillo HOA since 1998, I am writing to express my
opposition to the proposed redevelopment of the old Orbital campus, eg the “Price Road
Innovation Campus.”
The plan proposes to bring yet another data center to the Price Corridor, adding to at
least 10 data centers we already have in the area.   The City of Chandler does not need
and cannot afford any more data centers:
1. Data centers provide virtually no employment once their construction is complete.
2. Data centers guzzle huge amounts of power – while at the same time SRP burdens
every Chandler homeowner with a 15% rate hike to pay for the power generation
and transmission capacity increases data centers require.
3. Data centers are consuming the last large prices of commercial real estate in
Chandler while providing close nothing in return.   (Although..  since data centers
employ almost no one, they also require almost no space for parking lots.)  Data
centers consume land that could be occupied by companies like Wells Fargo,
Intel, Northrop Grumman, Iridium, Dignity Health, Air Products etc that bring many
bring high paying jobs to Chandler.
4. Data centers effectively convert the huge amounts of power they consume into
heat, which is then dumped back into the Chandler air by the massive AC systems
data centers provide..   We do not need more data centers dumping even more
heat into the local south Chandler environment – our climate is already getting
hotter and hotter at a frightening pace.
The City of Chandler can and must do better bringing real jobs and real industry to the
last available pieces of Chandler.

Price Road Innovation Campus, which would be located in close proximity to our residence. 
Our objections are based on the potential environmental and health impacts that are
characteristic of data centers.
Our research has indicated that negative potential outcomes include but are not limited to the
following impacts of data centers:
Large water requirements, placing a strain on already limited water resources.
Generators contributing to particulate air pollution which could lead to
respiratory problems and asthmatic symptoms.
Disruptions to the electric grid.
Excessive carbon dioxide emissions.
Chemically treated cooling systems utilizing polyfluoroalkyl substances, which
are “forever chemicals” possibly leading to cancer and high cholesterol.
We do not wish to be a sacrifice zone for the data center boom.

always appreciated the thoughtful approach our city has taken toward growth, 
including the development of the Price Road high-tech corridor. However, the 
proposed project at 3380 Price Road raises significant concerns. Its proximity to 
residential neighborhoods, high power demands, potential noise, added traffic 
congestion, and building height—out of scale with the surrounding area—pose 
challenges to the quality of life and character of our community.

This is Andy Hoefer, a resident of The Cays in Chandler, AZ.  I'm responding to the Notice of
Public Hearings PLH24-0046.  
Please note, I'm not in favor of or against the rezoning of the Planned Area Development
(PAD) located at 3380 South Price Road.  There is no need to construct another data center on
Price Road, there are already five (5) data centers within nearly one (1) mile of my residence. 
In addition, this PAD was intended for biomedical, bioengineering and research and
development facilities that offer much higher potential for employment opportunities for the
City of Chandler. 
Do not allow for the planning and construction of another data center in our neighborhood, use
this acreage/property for its original intention - an employment generator.  Thank you from a
concerned citizen and resident of Chandler.

recommending denial of the proposal based on
inconsistency with the city’s adopted general plan. 
Because data centers do not create very many jobs as
high-tech, biomedical, aerospace engineering and other
similar manufacturing and research and development

Dear Mr. De La Torre,
I’m writing as a Chandler resident to express my opposition to the prospect of additional
data centers in our community, including prospectively within one-quarter mile from our
home. Our neighborhood already hosts multiple data centers in proximity—some within
about half a mile and others which are only slightly further—and we are already carrying
a disproportionate share of the impacts associated with these facilities. While I
understand and appreciate the importance of technology infrastructure and economic
growth, it is unreasonable for one area to bear the cumulative environmental and health
burdens of so many data centers clustered so closely together.
Before any additional facility is approved, comprehensive short- and long-term studies
should be completed on the health and environmental risks of living near data centers —
including exposure to high electrical loads, electromagnetic fields, noise, chemical
treatments, and emissions such as per- and polyfluoroalkyl substances (PFAS). These
examples are not all-inclusive, and additional studies are necessary to fully understand
the range of potential impacts. With the rapid advance of artificial intelligence (AI) and
the growing power demands of data centers, our understanding of their health and
environmental effects remains limited.
My concerns include both environmental and health-related issues:
Health and Power Exposure: I am especially concerned about potential short-
and long-term health impacts from continuous exposure to high electrical loads, 
electromagnetic fields, and emissions associated with this type of facility 
operating 24/7. With the rapid advance of technology and artificial intelligence (AI), 
data centers are consuming more power than ever, yet our understanding of their 
short- and long-term impacts on nearby residents is minimal.
Air Quality and Chemicals: Cooling systems often rely on chemical treatments, 
and backup generators emit diesel exhaust and / or other particulates during 
testing and operation. Per- and polyfluoroalkyl substances (PFAS) associated with 
cooling systems, fire-suppression systems, and other equipment are highly 
persistent substances in the environment, bioaccumulative, and toxic. Even 
without direct studies in nearby residential areas, the known characteristics of 
PFAS raise significant concerns about potential long-term exposure to residents 
living close to data centers.
Cumulative Impacts: There are already multiple data centers within proximity to 
our home. Adding another data center would significantly compound these effects.

Until there is clear evidence that additional data centers can operate without negatively 
affecting nearby residents, I urge the City of Chandler to prioritize public health, 
environmental safety, and balanced land use. Our community has already absorbed 
more than its fair share of impact, and additional data centers would only increase that 
burden.  
Thank you for your time and for considering the concerns of residents as part of the 
planning review process. I would appreciate the opportunity to stay informed and be 
included in future public meetings.

My name is Stephanie Hillenbrand, and I live within the ¼-mile radius of the proposed Price
Road Innovation Campus. Unfortunately, I am submitting this written comment for the record.
I have serious concerns about the proposed data center rezoning and the potential health and
environmental impacts for nearby residents. Specifically, I would like more information on:
•
The air quality impact from diesel backup generators and how often they will be tested
or operated.
•
Noise levels from generator testing and cooling systems, especially during early
morning or nighttime hours.
•
The safety plan for on-site battery storage and chemicals used for cooling or power
backup.
•
Construction dust and traffic impacts during development.
As a nearby homeowner, I do not support this rezoning request and would not like to see this
project passed in its current form. I respectfully request that the City require full
environmental and health impact studies before any approval is granted. Clear communication
with nearby residents about generator testing schedules, air quality safeguards, and noise
mitigation would also be greatly appreciated.

Dear Planning Commission, I worked for 7 years at Intel Corporation in Chandler and was key 
to convincing Intel that their 'Moore's Law Scaling' (smaller, faster, and cheaper) faced a 
Power Integrity Wall beyond their power wall concern in 2001. Similarly, DCs face a 
SCALING challenge that is destructive to society. The average Data Center (DC) ENERGY 
consumption today is as much as that of 40,000 US Households, and this is ESTIMATED to 
TRIPLE by the end of the decade. 3X in 5 years is a scaling factor of 1.25yr. Additionally, 
large semiconductor manufacturing plants have been known to consume huge quantities of 
water, and DCs are worse because of their cooling requirements tied to energy consumption. 
DCs will need to continue to grow to prevent obsolescence, and this will exacerbate the 
challenge. As I envisioned for Intel, this SCALING for AI-driven DC growth is 
UNSUSTAINABLE. There are many research papers and articles that point out these 
challenges in far greater detail. A youtube clip that indicates a direct impact of DC growth on

completely OPPOSED to politicians lobbying for profit-making corporations. I'll be happy to

Re: Opposition to PLH24-0046 – Proposed Data Center at 3380 S. Price Road
I am writing as a Chandler resident (for the past 30 years) who lives near the area that the data
center would impact. In response to the Notice of Public Hearings for PLH24-0046, I strongly
oppose the proposed rezoning of the Planned Area Development (PAD) at 3380 S. Price Road
for the construction of another data center in our community.
Excessive Concentration
The South Price Corridor already hosts ten operational data centers—the highest concentration
of any neighborhood in Chandler. This represents an extraordinarily dense clustering of such
facilities in a remarkably small area. The 2016 General Plan explicitly limits further data
center development in the South Price Road Corridor, recognizing that the area has reached
capacity. This commitment must be honored.
Serious Community Concerns
The proposed Artificial Intelligence Data Center presents significant risks across multiple
dimensions:
Health & Environmental Quality
Continuous 24/7 electrical loads generating electromagnetic exposure
Emissions from diesel generator testing and backup systems
PFAS contamination ("forever chemicals") affecting air and soil quality
Industrial cooling system impacts on local environment
Resource Depletion
Massive water consumption in our already water-stressed desert region
Extraordinary energy demands driving up utility costs for residents
Strain on infrastructure not designed for such concentrated industrial use

Limited Economic Value
As confirmed at the October 15, 2025 Planning and Zoning Commission meeting, no
tenants have been identified for the five adjacent buildings
Data centers generate minimal permanent local employment
Economic benefits do not justify environmental and health costs
Environmental Justice
Residents of the South Price Corridor bear a disproportionate environmental burden
Multiple 24/7 industrial operations concentrated in a residential area
Cumulative impacts on quality of life and property values
Our Request
We urge you to vote NO on PLH24-0046 and uphold Chandler's 2016 General Plan. The
South Price Corridor has more than fulfilled its share of data center development.
Instead, we ask the City of Chandler to prioritize:
Public health and environmental sustainability
High-quality employment opportunities for residents
Balanced development that serves the entire community
Protection of residential neighborhoods

Mayor and Council Members,
I want to make my objections heard over the proposed Price Road Innovation Campus. My
concerns are based on past experience while listening to current residents near Price Road,
Queen Creek and Dobson. Here are my objections:
Environmental & Health Concerns
1. Noise Pollution: Data centers often run large cooling systems (like HVAC units and chillers)
and backup generators, which can produce constant noise. We know this as being factual
based on the experience of those residing near Queen Creek and Dobson, often hearing noise

while experiencing excessive vibration.
2. Air Pollution: Diesel generators used for backup power can emit pollutants, especially
during testing or outages.
3. Heat Emissions: Large data centers can release significant heat into the surrounding
environment, potentially affecting local microclimates.
4. Electromagnetic Fields (EMFs): I worry about EMFs from high-voltage equipment. This
should be considered a valid issue just like those who don’t want power lines streaming across
their homes or residences.
Infrastructure & Safety Risks
5. Traffic Increase: Construction, maintenance, and staff commuting can increase local traffic
and congestion.
A. Intel is a terrible neighbor while not managing traffic flow or noise. The enticing jobs
promised Chadler leadership 
    have been significantly reduced but the traffic noise at
shift change still remains.
6. Water Usage: Data centers often use large amounts of water for cooling, which can strain
local water supplies.
7. Hazardous Materials: Batteries and other components may contain chemicals that pose
risks if not properly managed.
Community & Property Impact
8. Aesthetic Impact: Large, industrial-looking buildings (e.g. 422,877 sq ft x 90' tall) will
affect neighborhood aesthetics and property values. Don’t we have enough eye-sore Data
Centers on Price Road between Queen Creek and the 202? Perhaps the developer will
purchase my home for the current value when finished...but I doubt it. This developer is NOT
committed to our neighborhood or community.
9. Light Pollution: Security lighting and facility operations will contribute to nighttime light
pollution.
10. Land Use Concerns: Residents I know would prefer the land be used for a park or other
community-friendly development.
Privacy & Security Concerns
11. Surveillance Infrastructure: I worry about increased surveillance or data collection
infrastructure near my home.

12. Cybersecurity Risks: While not a direct physical threat, I fear being near a high-value cyber
target.
In closing, it’s uncomprehensible to me why residents or board members would support the
Price Road Innovation Campus?  I wonder if we’ve learned anything of benefit from the
recently added data centers on Price Road already.  All 12 previously listed concerns should be
considered valid as reason we don’t support this initiative. Please make our concerns and
those of my neighbors known. We would much rather have a vacant building or park
occupying that space than another eye-sore of a vibrating building being added.

Arizona is no stranger to water scarcity, and the construction and operation of a data center
would exacerbate these challenges. Data centers consume enormous amounts of water for
cooling and operation, which is particularly concerning in a desert region where every drop
counts. The demand for water could strain local supplies, especially during peak usage
periods, putting additional pressure on our already limited resources.
Moreover, we must consider the long-term environmental implications. Data centers not only
use water but also contribute to air pollution through their energy consumption. As we have
seen in other cities, such as Memphis, the environmental impact of large-scale data facilities
can lead to significant pollution issues, affecting air quality and public health. The increase in
greenhouse gas emissions from additional energy consumption can have lasting effects on our

climate and community well-being.
In addition to these environmental concerns, the influx of a data center could lead to increased
traffic congestion and strain on local infrastructure, making it harder for residents to navigate
our roads and access essential services. Our community deserves to prioritize sustainability
and health over short-term economic gains.
I urge the Chandler City Planning Office to reconsider the approval of the AI data center.
Instead, let us explore alternative avenues for economic development that align with our
community’s values and commitment to sustainability.

characteristic of data centers.
Our research has indicated that negative potential outcomes include but are not limited to the
following impacts of data centers:

Large water requirements, placing a strain on already limited water resources.
·
Generators contributing to particulate air pollution which could lead to
respiratory problems and asthmatic symptoms.
·
Disruptions to the electric grid.
·
Excessive carbon dioxide emissions.
·
Chemically treated cooling systems utilizing polyfluoroalkyl substances, which
are “forever chemicals” possibly leading to cancer and high cholesterol.
We do not wish to be a sacrifice zone for the data center boom.  We respectfully ask that you

reject the rezoning request.

As a longtime resident of Chandler I am strongly urging you to vote NO on data centers
coming to Chandler.  These centers do not bring significant “high value” jobs, they result
in local residents paying exorbitant water and electric bills.  My parents are Gilbert
residents and are experiencing this first hand with their water bill. Their monthly water
bill has nearly tripled. 
Please vote NO to keep Chandler from experiencing the same issues these centers have
caused Gilbert and countless other cities across the country. I’ve included links to two

I truly believe you all have Chandler’s best interests in mind while making decisions and I

I live near Price Rd. We moved into Pecos Ranch Estates way back when the City Council
promised access to the mall from Price Rd. That never happened. Since the construction of
many office and industiral buildings, the traffic is unmanagaeble. Willis Rd has become a
highway to Price Rd and those who work there. Willis WAS a resedential street with kids,
runners and lemonade stands, now its dangerous. The additional stress on the infrqstructire is
something we cant handle as a business owner on Price and Willis too, we frequently have
power and internet outages. While they may be short or intermittent, it still impacts our

As a long-time Chandler resident, I was quite appalled to see local reporting over the

actually sounded like an outright threat to our city.
I am proud of the City of Chandler. I love living here. I think the city is well run and we are
a hub for innovation. With that being said, we also live in desert and water is not a
plentiful resource. AI data centers have been widely reported to require a significant
amount of water. As a resident, I am not interested in AI data centers that create noise
and use a precious resource that is in very short supply.
I also have no interest in being threatened by the former senator on behalf of the Trump
administration, as her comments seem to insinuate. Her disgusting rhetoric is not
welcome.

This is Andy Hoefer, a resident of The Cays in Chandler, AZ.  I'm responding to the Notice

I oppose the rezoning of the Planned Area Development (PAD) located at 3380 South
Price Road.  There is no need to construct another data center on South Price Road,
there are already ten (10) data centers within nearly one (1) mile of my residence - a very
high concentration of data centers in an extremely small area. In fact, there are currently
over 125 data centers operating in Maricopa county and counting!  In addition, this
property is intended for biomedical, bioengineering and research and development
facilities that offer much greater employment opportunities for the City of Chandler. 
Other concerns are as follows:
What are the short and long-term environmental and health risks? 
Has the developer met all of the requirements outlined in Chandler's zoning code
Chapter 35, Section 2214 and other applicable ordinances?
How will this AI data center impact my neighborhood's (or Chandler's) future
energy costs and water usage?

How sincerely committed is the developer to our community and what corporate
citizenship initiatives do they have in place? 
Who are the tenants for the AI data center and five (5) proposed buildings for the
campus?  
Reverse the Planning & Zoning Commission's decision and do not allow for the planning
and construction of another data center (or multiple data centers) in our neighborhood,
use this acreage/property for its original intention - this property should be developed
to draw highly skilled employment opportunities.  Let's keep the 2016 General Plan
intact and prevent further data center developments - there are enough of them in the
South Price Road Corridor - and preserve the Corridor for high-value knowledge-based

As homeowners/residents of two Cays condos facing the proposed site, we are seriously concerned about the visual impact (height) of this project. This picture shows the view from both units (there are many others as well) looking 
towards the Residence Inn on the right. The view is appreciated by many people who also congregate outside and on the bridge for sunsets and pictures of special occasions. It is used by wedding parties, graduates and most recently 
four area high schools for homecoming pictures. It would be a travesty to destroy that view.

the construction of the Ai data center that is proposed for Price road and Dobson. Ai data
centers are not welcome in our community.

grids, affect our environment and have a negative impact on the surrounding locals.

Dear Planning Commission, I worked for 7 years at Intel Corporation in Chandler and was key
to convincing Intel that their 'Moore's Law Scaling' (smaller, faster, and cheaper) faced a
Power Integrity Wall beyond their power wall concern in 2001. Similarly, DCs face a
SCALING challenge that is destructive to society. The average Data Center (DC) ENERGY
consumption today is as much as that of 40,000 US Households, and this is ESTIMATED to
TRIPLE by the end of the decade. 3X in 5 years is a scaling factor of 1.25yr. Additionally,
large semiconductor manufacturing plants have been known to consume huge quantities of
water, and DCs are worse because of their cooling requirements tied to energy consumption.
DCs will need to continue to grow to prevent obsolescence, and this will exacerbate the
challenge. As I envisioned for Intel, this SCALING for AI-driven DC growth is
UNSUSTAINABLE. There are many research papers and articles that point out these

completely OPPOSED to politicians lobbying for profit-making corporations. I'll be happy to

an 11th data center in the region, specifically in the Price Corridor, I write with disapproval and
concern. That we have ten data centers already, demonstrates that the state and Chandler
itself are responsive to the drive to adopt AI. With the growth of industrialization and
residential building across the City of Chandler, the noise level, congestion, and pollution have
been bothersome. Another data center would only increase these burdens on the residents. 
1. Additionally, the construction (revision of current building) and operation of another
data center will strain our local utilities, leading to higher utility costs for our residents.
Already, water and electricity prices have risen and will likely increase with another

Good morning,
 
I have been a resident of Chandler for ten years now, and I love this city. I truly feel that
our elected officials in Chandler have always put their residents first. My friends
complain about Queen Creek and Gilbert, and I truly have no complaints. We have
wonderful schools, wonderful first responders, and wonderful resources. 
 
I hope that you will continue to put Chandler residents first and vote NO on the proposal
to build a new AI data center in Chandler. It will create construction jobs in the short
term, but once it’s built, it will only employ a handful of people, and if we are honest,
they will most likely be remote experts and not members of our community.
 
Aside from that, I have been so grateful that while our energy and water bills have
increased over time, we are not seeing the drastic increases that others have seen in
different towns. I am living paycheck to paycheck in this awful economy, and I am a
public school teacher. I cannot afford to have my energy and water bills increase any
more than they already have. It has been shown time and again that the town’s
taxpayers will end up subsiding the billion dollar corporation’s cost of doing business,
and that is not good for our community. 
 
We live in one of the driest and hottest places in the country. We do not need this
new center putting more strain on an already fragile system. We do not need them

poisoning our water supply. We do not need the increase in our utility bills that will
come as a result. 
 
Please do what is best for our community in the long run and vote NO.

I am writing you today in opposition to the proposed AI data center on Price Road. I have
a number of concerns about this project:
 
AI data centers take a tremendous amount of energy to run, which will put a
massive strain on the grid, raise electricity rates, and emit greenhouse gases into
our environment.
 
AI data centers also rely on a significant amount of water for cooling. We’re in the
desert, and with dwindling water supplies where would the water for this project
come from? They can also build up to 9 stories tall, so the amount of water and
potential increase is not clear.
 
AI data centers can have a negative impact on public health through pollution from
backup generators, and there’s also noise pollution for residents in the vicinity.
 
AI data centers create a lot of electronic waste: how will that be disposed of?
 
I know Chandler is looking to strengthen its reputation as the tech hub of the Valley, but
it sounds like the city is not getting much in return from this proposed data center.

Heavy resource usage and minimal job creation is not going to have a positive overall
impact on the city.
 
I urge you to vote against this development.

Dear Chandler Mayor and City Council,
 
As a resident and homeowner in Chandler I am urging you to NOT approve the rezoning
for another AI Data Center re: PH24-0046 which is to be discussed in the City Council
Meeting 11-13-25. 
 
Beyond the Price Ccorridor already having 10 Data Centers, data centers themselves
use a large amount of electricity and water, but produce a low amount of tax revenue
and jobs compared to other commercial businesses.
 
On top of that, AI is a technology with unproven profitability (See: OpenAI recently asking
for a government bailout), making future demand for AI data centers uncertain.
 
I urge for the property in question, as well as similar properties, to instead be developed
in ways that produce more tax revenue and jobs, as well as using less water and
electricity, than Data Centers, AI or otherwise.

As a 22-year resident of the Ocotillo neighborhood in Chandler, I urge you to reject the
proposed AI data center at Price and Dobson.
 
My first concern is noise, such as that generated by data centers in the Price Corridor,
which have vexed residents in nearby neighborhoods for years, as referenced by the
Atlantic magazine in 2019. There are residences directly across from this site on Dobson
Road. My second concern is the strain that this data center could place on our local
energy grid and the never-ending infrastructure construction cycle that I associate with
similar projects in the area.
 
My third and overarching concern is that this is not the kind of project Ocotillo and
Chandler need in our backyards. We need jobs. In the wake of layoffs at Intel, Ocotillo--
which has been voted the #1 planned community in Arizona--has seen some of the
steepest housing price drops in the Valley, as the Arizona Republic reported on October
13. With the construction of numerous data centers along the Price Corridor, the city has
veered from its plan to make this area a center of high-paying jobs. I strongly agree with
city planning manager David De laTorre, who has pointed out that the Price Corridor is
intended to be a hub for  "research and development-based industries," as outlined in

the city's general plan. The Arizona Republic reported De la Torre's position that "the
data center would not drive employment because not many people are needed to staff
the center." No job-generating tenants have been identified for the proposed office
buildings at the site.
 
I am not a NIMBY. I am a JIMBY (jobs in my backyard). I dare say that in contrast to many
of my neighbors, I'm also a AHIMBY (affordable housing in my backyard), but that's not
the issue before you today.
 
I urge you to stop this project in its tracks at tonight's meeting.

My name is Alejandra Ramirez, a resident of Chandler & I strictly oppose the construction of
the AI data center that is proposed for Price Road and Dobson. AI data centers are not
welcome in our community. 
These data centers require large amounts of water for cooling, create strain on our power
grids, affect our environment and have a negative impact on the surrounding locals. 
It’s a disruption to the health of everyday residents and collectively as a community we are not
ok with it.
Please stand with us and say no to the construction of the AI data center. SAY no, to the large
consumption of water wasted on machines. NO to the toxic surpluses of fossil fuels that it will
add to our air. NO to the rise of electric cost that we as non-beneficiary residents will be
forced to pay. Adding a data center would only hurt us, not help us.

Dear Mayor and City Council,
Will this evening's meeting have anyone speaking about the PLH24-0046 Price Road
Innovation Campus Introduction and Tentative Adoption of Ordinance No. 5143 item
or will Chandler residents have a chance to speak about this in the Dec 11th
meeting?
 
I am strongly opposed to the proposed rezoning of the building and the plan to create
the AI data center.  The citizens of Chandler voted on and made into law the current
containment of data centers in the Price corridor for a reason, please respect the
voice of the residents of this city. The zoning standards should not be altered for
some out of state data center opportunists. How does this data center improve the
quality of life for the people of Chandler, both long and short term? 
I would argue that polluting the water, taxing our already limited water resources and
power grid, and unknown health and environmental impacts are not positive
outcomes for anyone living here. Case after case have shown that these data centers
bring very little job opportunity and do indeed cause resource issues for the residents
near them. I have seen that many data centers in CA and VA sit unused while they
wait for power grids to even get up to speed to accommodate them, we all know who
pays for that work in the long run, the residents!  
Active Infrastructure will end up paying no tax to our community per the Arizona Data

Center Program: "For sustainable redevelopment projects, tax exemptions are
available for up to 20 years."  I am not quite sure how this work can be called
sustainable but I am sure they have found a way. So they come in and pay no taxes
for 20 years, only pay a measly 30% portion of the SRP update and leave us with no
water, higher electric bills, zero tax revenue and a *hope* of jobs?  They know this is
a bad deal and so what do they do? Bring in political actors to threaten this City to
push through this bad deal that only benefits them. Shame!

members. Healthy drinking water is a human right. Humans should not have to compete
with machines for fresh water in the desert! Citizens with 20 miles or more of current AI
data centers report being unable to drink the water from their taps. It will also increases
cost and energy prices and put a strain on our grid. Can you imagine rolling blackouts
during peak summer months? It is unsafe and dangerous. 
 
Please, I beg you to not bring an AI Data Center to Chandler. I love Chandler! I love living
here with my husband and small child. I love visiting all the local stores, the downtown
events. I love this community. But if a data centers comes to town, I will be forced to
leave for the health and safety of my family.

Dear Mayor Hartke and Council Members: 
Please consider these comments on behalf of the Grand Canyon Chapter of the Sierra Club, a 
passionate and dedicated group of individuals who are deeply committed to the protection and 
preservation of Arizona's natural resources, particularly our cherished waterways. Sierra Club is one of 
the nation’s oldest and most influential grassroots organizations whose mission is “to explore, enjoy, 
and protect the wild places of the earth; to practice and promote the responsible use of the earth’s 
ecosystems and resources; and to educate and enlist humanity to protect and restore the quality of the 
natural and human environments.” Sierra Club has more than 3.7 million members and supporters with 
35,000 in Arizona as part of the Grand Canyon (Arizona) Chapter. We are reaching out to voice 
concerns regarding the upcoming agenda item on November 13, 2025, for rezoning request PLH24-
0046 (Price Road Innovation Campus).  
Data centers rely heavily on water for cooling systems, which require continuous replenishment of 
water to account for evaporation losses, drift, and blowdown (flushing of concentrated minerals). 
These uses can amount to millions of gallons per year. Because the proposed facility is large, it is 
reasonable to expect a substantial additional water load.  
As Chandler draws from a mix of groundwater and surface water including Central Arizona Project, 
which are impacted by long-term drought conditions, uncertainty in regional supply means that future 
water availability will be more constrained than it has been historically. Incremental demand from new 
high water use facilities increases risk to residents and other users. Before approving this rezoning, it 
would be prudent for the Council to consider a cumulative impact assessment of existing and proposed 
data centers and semiconductor fabrication plants on Chandler’s water system, including supply 
sources, pumping and treatment infrastructure, storage, discharge, and resiliency under drought 
conditions. 
Beyond sheer volume, the project raises water quality and management questions: 
• 
Blowdown from evaporative cooling systems contains concentrated minerals and chemical 
additives like corrosion inhibitors, biocides, and anti-scaling agents. How will this facility

handle that waste stream? Will it discharge to sewer, manage on‐site, reuse or treat, or some 
combination of these? 
• 
What chemical agents are proposed for the cooling systems and what safeguards will prevent 
accidental release or infiltration to groundwater, stormwater, or adjacent parcels? 
• 
If groundwater is used or its quality affected, what monitoring and mitigation will be in place to 
ensure no degradation of the aquifer or nearby wells? 
• 
Will reclaimed water be reused in lieu of potable supply for cooling or landscaping?  
For the community and for the Council to make fully informed decisions, the following details must be 
made available and addressed: 
1. Estimated daily, peak, monthly, and annual water demand with breakdown by use. 
2. Identification of water source or sources. 
3. Cooling system design and technology to be used, and the expected water losses. 
4. Water reuse or recycling plans and how wastewater will be managed. 
5. Chemical additives and concentrations to be used in the cooling system, and plans for safe 
handling, containment, discharge, and/or recycling. 
6. Monitoring, reporting, and public availability of data related to water consumption, chemical 
use, water discharge volumes, and any non-compliance incidents. 
7. Response and adaptation in years of water shortage, supply restrictions, or significant regional 
water stress. 
8. Independent, third-party review and verification of water use assumptions and impact 
modeling.  
We also are concerned about potential air quality impacts from onsite generators. This is something the 
Council should also evaluate, especially considering the fact that air quality in the area already does 
not meet the health-based standards for ozone and particulates. 
We request that the Council delay this rezoning decision until full analysis of potential impacts can be 
conducted, including the cumulative impact of numerous data centers and chip fabrication facilities in 
the community. A water-intensive industrial boom in an arid region cannot be realistically considered 
project-by-project.  Approving another large water-intensive facility without complete clarity on its 
implications threatens the future of Chandler’s water supply as well as the sensitive ecosystems on 
which we all depend, plus can further contribute to unhealthy air in our region.

As a Chandler resident i am concerned about the cost of data centers being built in our
community. Specifically surrounding the issues of water use and hiked electirical bills which
are already very high in the summer months. I am against their business strategy of passing
such costs on to the public for private gain. Especially due to the low staffing requirements of
data centers that will not bring a meaningful number of high paying jobs to Chandler like semi
conductor design and manufacturing has in the past. IF we are to allow data centers I expect
no less than for their operators to pay the appropriate city, county, and state tax rate IN
ADDITION to contributing to a new heavy users energy fund to be redistributed to the
comparatively low utility use individual Chandler residents to ensure our electricity bills do
not increase from a handful of heavy users moving into the city.

Hello David,
My name is Katie, and I’m a resident of the Chandler area. I deeply oppose the 
construction of the Ai data center that is proposed for Price road and Dobson. 
These data centers require large amounts of water for cooling, create strain on our 
power grids, affect our environment and have a negative impact on the surrounding 
locals. And while the data center says they have plans to not take up too much water, 
we are a family city. Any additional water taken is taking away from the families and 
children who need it. What I’m not seeing is a way this data center will feed back into 
the environment. 
We don’t need another center that only gives a handful of jobs but takes from the 
people and environment and harms our land. And the goal of ai is to take more and 
more from everyday people and feed it back into corporations. This is not a 
sustainable choice for the city. And its impacts will trickle down and harm generations 
to come. 
I’m a single mom who moved here a year ago. I want to stay in Chandler, raise my 
son here. I want this to be his home, but how can I ensure his safety if his water 
supply will run out because of this? If our water costs go up because of this? How will 
this impact the environment in two years, five, ten? Especially at the rate in which ai is 
evolving.

my resounding opposition to this proposal stems from 3 points: the agreement for that corridor
in 2016 was to prevent data centers, just because you named AI something it does not make it
NOT a data center, I understand this property has been empty for 6 years but the unpleasant
odor of the water treatment facility will not be fixed with just slapping a data center on it
specially knowing that this data center will not have a water circulation and treatment option
inside it as it WILL be using water that we, Chandler, needs; and finally a substation doesnt
mean its separate from the grid, it will still draw power from the grid without a plan to
increase power generation to meet chandler need and so we will end up paying for it!
Therefore, explain to me how this will generate a positive impact on the community. i will
love to talk more about this proposal. If they had a plan to reuse and treat water as well as
work this data center from solely solar energy or alternatives i think chandler will be more
ammenable. Also tell kristen sinema to get out of the city. she doesnt live here. xoxo

We raised two kids in our house. When they were little, the house next door was used 
as a group home, and we were told there was nothing we could do about it. The fire 
department showed up at that house once a week. A fireman told me to keep my kids 
away from that house. Imagine not being able to believe your kids were safe in their 
front yard or while they were riding their bikes on the street. 
Then the fire training center was built. We were told we would never notice it. That 
was a lie. Every time they burn something the smoke drifts into our neighborhood. 
Who knows what they are burning.
We more or less looked the other way and hoped for the best when SRP built their 
transmission lines an 1/8th of mile away despite the warnings they could cause 
cancer.
Then you added the sewage treatment facility. We cannot go outside during the 
winter thanks to the smell. It’s funny that Kirsten Sinema blames the sewage 
treatment plant for the reason no company wants the former Orbital Sciences facility. 
How do you think we people who live here feel about it? Also, that’s not exactly a 
good sign that any companies will want to be in the data center business park, and 
the outcome I think she is hoping for is more data centers. Don’t cave in to her 
threats. Nobody likes her. 
I think we have put up with enough. We don’t want the incessant noise of the data 
center. We don’t want increased utility bills because of it.

My name is Mackenzie Darling and I strictly oppose the construction of the AI data center that
is proposed for Price Road and Dobson. AI data centers are not welcome in our community. 
These data centers require large amounts of water for cooling, create strain  on our power
grids, affect our environment and have a negative impact on the surrounding locals.
It's a disruption to the health and safety of everyday residents and collectively as a community
we are not okay with it.
Please stand with us and say no to the construction of the AI data center. Say NO to the large
consumption of water wasted on machines; No to the toxic surpluses of fossil fuels that it will
add to our air; NO to the rise of electric cost that we as non-beneficiary residents will be
forced to pay. Adding a data center will only hurt us, not help up.

My name is Traci Avalos. I am an Ocotillo resident living at The Cays, and I strictly oppose
the construction of the AI data center that is proposed for Price road and Dobson. AI data

Excessive Concentration
The South Price Corridor already hosts ten operational data centers—the highest
concentration of any neighborhood in Chandler. This represents an extraordinarily dense
clustering of such facilities in a remarkably small area. The 2016 General Plan explicitly
limits further data center development in the South Price Road Corridor, recognizing that
the area has reached capacity. This commitment must be honored.
Serious Community Concerns
The proposed Artificial Intelligence Data Center presents significant risks across
multiple dimensions:
Health & Environmental Quality
Continuous 24/7 electrical loads generating electromagnetic exposure
Emissions from diesel generator testing and backup systems
PFAS contamination ("forever chemicals") affecting air and soil quality
Industrial cooling system impacts on local environment
Resource Depletion
Massive water consumption in our already water-stressed desert region
Extraordinary energy demands driving up utility costs for residents
Strain on infrastructure not designed for such concentrated industrial use
Limited Economic Value
As confirmed at the October 15, 2025 Planning and Zoning Commission meeting,
no tenants have been identified for the five adjacent buildings
Data centers generate minimal permanent local employment
Economic benefits do not justify environmental and health costs
Environmental Justice
Residents of the South Price Corridor bear a disproportionate environmental
burden
Multiple 24/7 industrial operations concentrated in a residential area
Cumulative impacts on quality of life and property values

Our Request
We urge you to vote NO on PLH24-0046 and uphold Chandler's 2016 General Plan. The
South Price Corridor has more than fulfilled its share of data center development.
Instead, we ask the City of Chandler to prioritize:
Public health and environmental sustainability
High-quality employment opportunities for residents
Balanced development that serves the entire community
Protection of residential neighborhoods

Dear Councilmember Poston, 
 
As president and CEO of the Arizona Technology Council, the state’s premier trade association representing more than 750 science 
and technology companies, I appreciate the opportunity to share the following comments as I respectfully urge you to vote in favor of 
approving PLH24-0046. As you know, the proposal would rezone an approximately 40-acre site to construct the Price Road 
Innovation Campus, an artificial intelligence (AI) data center and technology park in the South Price Road Corridor. 
 
Chandler has emerged as a national leader in attracting data center and advanced technology investment. These facilities—
particularly AI data centers—form the digital backbone of the modern economy, powering innovation across industries, supporting 
defense and intelligence missions, and serving as engines of regional job creation. Each data center job supports an estimated six 
additional jobs across the local economy while construction alone can generate hundreds of skilled-trade positions over multiple 
years, strengthening both employment and the city’s tax base. 
 
The Price Road Innovation Campus will transform a long-vacant office complex often described as an eyesore into a thriving $2.5 
billion technology campus anchored by an AI data center and five office buildings ranging from 43,000 to 71,000 square feet. 
 
Key benefits of this project include: 
 
• Jobs and Economic Output – The AI data center is expected to create nearly 800 full-time jobs, generating approximately $194.1 
million in annual economic output. 
• Catalyst for Industry Growth – The project will attract knowledge-based employers in sectors such as health care, aerospace and 
advanced manufacturing, further enhancing the Price Road Corridor’s position as a premier innovation hub. 
• Water Efficiency and Sustainability – The current facility’s four large chillers consume roughly 1 million gallons of water per month. 
In contrast, the proposed closed-loop, air-cooled system will achieve a 100% reduction in water use, setting a new benchmark for 
sustainable data-center design. 
 
By approving this rezoning proposal, the City of Chandler can continue its national leadership in high-tech infrastructure, 
sustainability and economic development. On October 15, the Chandler Planning and Zoning Commission voted nearly unanimously 
to recommend approval of the project. I respectfully urge you and the other members of the City Council to also show your support.
