IDA Grant Quarterly Update 2 Young Families and Professionals (YFP) Marketing Campaign SUBMITTED TO: CHANDLER IDA BOARD NOVEMBER 12, 2025 PREPARED BY: CITY OF CHANDLER ECONOMIC DEVELOPMENT Q2 Project Update YFP Community Attraction Campaign This is the second quarterly update to the Chandler IDA Board and covers the period of August through October 2025. The following steps have been taken to advance the project over the past quarter: • An Intergovernmental Agreement (IGA) between the City of Chandler and four participating education partners: Chandler Unified School District, Kyrene Elementary School District, Mesa Public Schools, and Tempe Union Highschool District was drafted and approved by respective boards and Chandler City Council. • Answered local media inquries regarding overview of this campaign. Stories were published in KJZZ, SanTan Sun News, and Chandler Independent. • Invoices of $10,000 were sent to be paid by participating school districts. Payment are currently being processed into a designated campaign fund. • Stakeholder meeting with participating school districts was held to begin the review process of the RFP and discuss overall campaign strategy/timeline. As a reminder, the RFP to find a qualified marketing agency to help execute this campaign is expected to be posted in late December 2025 or early January 2026. • We will continue collaborating with our school district partners to brainstorm campaign approach and gathering existing video/photo assets that can be used throughout this campaign. Internal research efforts, including our online listening audit, will also remain ongoing to support the campaign’s development. ECONOMIC DEVELOPMENT IDA BOARD Q2 UPDATE | 2 ECONOMIC DEVELOPMENT Tenative Project Timeline Upon recommendations received from the Economic Vitality Report, the city will quickly work to issue a request for proposal to identify a qualified marketing agency to help strategize and execute this campaign. Once an agency is selected, we anticipate it will take two to three months to perform market research and develop a draft campaign strategy with supporting story board concepts for approval by city management and key project stakeholders. Once approved, initial asset production would begin. An updated tentative project timeline is provided below. As a reminder, the success of this campaign would be evaluated throughout the year and the Economic Development Division would report on traction gained. It is expected the campaign would span several years as it is focused on a challenge that cannot be fully addressed in the near-term.
