MINUTES OF THE CHANDLER ARTS COMMISSION MEETING TUESDAY, November 18, 2025 5:00 PM Commissioners Present: Rosanna Lantigua, David Wilkinson, Shachi Kale, Julie Ray Commissioners Absent: Martin Galindo, Darrell Dick, Mahfam Moeeni-Alarcon Staff Present: Peter Bugg, Hanley Ange CALL TO ORDER The meeting was called to order at 5:02PM by Julie Ray UNSCHEDULED /SCHEDULED PUBLIC APPEARANCES / CALL TO PUBLIC APPROVAL OF MINUTES a) Shachi made the motion to approve the minutes from October 21, 2025. David seconded the motion. The motion passed unanimously. ACTION AGENDA a. Approve RFQ for Housing Mural I. Peter explained the plan for a Housing mural at Chandler’s first public housing conversion. Peter was reached out to by the Housing Department asking for a mural in the new housing development with no known budget and a quick timeline. Peter proposed that we take the $15,000 in funds for the Hartford Neighborhood mural and move it to the new Housing Mural fund since Peter is having trouble contacting the homeowner bordering the Hartford Mural location. Hanley created a list of artists and sent it to the Housing Department contact, Amy, and had her select her top 3 artists from the list. Amy selected her top 4 artists: Such and Champ Styles, Kraze, Caylah Cole, and Hamster Labs. Peter hoped that the commission would approve us communicating with Housing further and coordinating with these artists to create different murals for the new housing development. This process is outside of how we would usually do things, but the project was proposed to us late and we found funds for it. Shachi asked if the $15,000 would stretch across multiple murals or one mural. Peter responded saying it would be split between multiple murals. Julie asked when the locations would be identified. Peter said Housing has chosen locations but would like to give the artists the opportunity to view the building and give their opinions on what walls to paint. David asked what happens next in this process, and Peter answered that we tell Housing the artists were approved, and we start reaching out to the individual artists and see if they’re interested in doing this project. Rosanna motioned to approve the proposed plan for the Public Housing Mural project. David seconded the motion. Motion passed unanimously. BRIEFING ITEMS a. Portable Public Works – Objects for Review I. Peter showed the commission a picture of the ostrich sculptures that are around the city. Specifically, there are three ostriches at Vision Gallery and Chandler Museum that are difficult to store and are old. David asked if the ostriches are beloved, are there local businesses that would be interested in purchasing these or acquiring them. Peter said we can try to rehome them, but a lot of them are already at businesses. Shachi suggested that maybe the Tumbleweed Rec Center may want them since they host the Ostrich Festival. Peter responded saying this may not work since the Ostrich festival is likely sunsetting. David suggested the ostriches are donated to the Rooster Cogburn Ostrich Ranch in Tucson. Shachi suggested they are donated to one of Arizona’s airports or become a participatory, rotating public artwork. The Serrano’s ostrich was never formally accepted into the City art collection, but the other two will need to be formally deaccessioned. Commissioners agreed to moving forward with this and it will be discussed at the January meeting. b. Ongoing public art projects I. Hanley shared that the Vinyl Wrap project has been moving slowly along with no official updates. The ASU students are conducting their research and Hanley is waiting to hear back from Melita. c. Maintenance Projects I. No updates on maintenance projects. MEMBERS COMMENTS / ANNOUNCEMENTS Shachi has an opening at Danelle Plaza in December and she will send out a flyer that can be shared with everyone. Rosanna will be showcasing and selling her art at a PAM Foundation event at the Chandler City Plaza in December and will be participating in the art walk in December and January. Rosanna will share more information to Peter to share with the commission. Peter shared that Martin is no longer a commissioner and will be replaced in early 2026. CALENDAR a.
