The meeting was called to order by Mayor Kevin Hartke at 6:02 p.m.

Recognition: Hamilton Robotics Club
MAYOR HARTKE recognized members of the Hamilton High School Robotics Club. Mayor Hartke
shared that the Hamilton students competed in the Arizona East Regional FIRST Robotics
Competition and placed third at the VEX Robotics World Championship.
BETHANY PAULSON, President of Hamilton Robotics Club, shared that she is proud to see the
team grow and change, and looks forward to competing in future events.

Recognition: GFOA Budget Award
MAYOR HARTKE recognized the Chandler budget team. He shared that the GFOA Distinguished
Budget Award reflects Chandler’s commitment to excellence and fiscal transparency.
MATT DUNBAR, Budget and Policy Director, shared that the budget team received this award for
the Fiscal Year 25-26 budget. He recognized Sylvia Dlott, Helen Parker, Cat Dixon, Enrique
Sandoval, Savana Martinez, and Lucy Vazquez. To receive this award, the city follows guidelines
for effective budget presentation.
4.
Recognition: Ballet Under the Stars
MAYOR HARTKE recognized Ballet Under the Stars, which brings outdoor ballet performances to
communities across the valley. The program presented by Ballet Arizona makes dance accessible
to all and gives young people an opportunity to experience and participate in the arts. Mayor
Hartke thanked Ballet Arizona, city staff, Chandler Center for the Arts, and Hartford Sylvia Encinas
Elementary School students for their collaboration and participation in this year’s event.
KIM MOYERS, Cultural Development Director, shared that this is the second year Ballet Under the
Stars has performed in Chandler, funded by City Council budget amendments in FY 25-26,
matched by the Chandler Cultural Foundation. She announced that 4,500 people attended the
free event.
5.
Recognition: Archery Athlete - Aavishka Pattem
MAYOR HARTKE recognized Aavishka Pattem for participation in the USA Archery Regional Elite
Program. He shared that she represents Chandler with pride and inspires other young athletes in
the community.
AAVISHKA PATTEM thanked Mayor and Council for the recognition.

Final Adoption of Ordinance No. 5139, Rezoning, PLH25-0034 Tumbleweed Estates, 5.02-
acre site Located at 1981 S Tumbleweed Lane, Generally Located 1/3-mile East and North
of the Northeast Corner of Germann Road and Alma School Road
Rezoning
Move City Council adopt Ordinance No. 5139 approving PLH25-0034 Tumbleweed Estates,
Rezoning from Agricultural District (AG-1) to Agricultural District/Planned Area
Development (AG-1/PAD) to allow for the development of five (5) single-family residential
lots ranging from 0.844 to 0.989 net acres, subject to the conditions as recommended by
Planning and Zoning Commission.

Final Adoption of Ordinance No. 5140, Rezoning, PLH25-0009 Cooper Road Medical and
Retail Building, 0.64-acre Site Generally Located South of the Southwest Corner of Cooper
Road and Chandler Boulevard
Rezoning
Move City Council adopt Ordinance No. 5140 approving PLH25-0009 Cooper Road Medical
and Retail Building, Rezoning from Planned Area Development (PAD) for retail uses only to
PAD for Community Commercial (C-2) uses, subject to the conditions as recommended by
Planning and Zoning Commission.

Final Adoption of Ordinance No. 5137, Approving the Abandonment of a Retention Basin
Easement Located at the Northeast Corner of Arizona Avenue and Riggs Road
Move City Council adopt Ordinance No. 5137 approving the abandonment of a retention
basin easement located at the northeast corner of Arizona Avenue and Riggs Road that is
no longer needed for public use.
Consent Agenda Motion and Vote
Councilmember Encinas moved to approve the Consent Agenda of the December 8, 2025, Regular
City Council Meeting; Seconded by Councilmember Orlando.
Motion carried unanimously (7-0).
