CITIZENS’ PANEL FOR REVIEW OF POLICE COMPLAINTS AND USE OF FORCE SPECIAL MEETING MINUTES October 7, 2025 1. SCHEDULED/UNSCHEDULED PUBLIC APPEARANCES/CALL TO PUBLIC a. Citizen Complaint – Brian Vaughn 3. Approval of the Minutes a. Minutes of July 8, 2025 There was a clerical error on the July 8, 2025, meeting minutes. The clerical error was corrected in the meeting minutes. Panel member Ruiz moved to approve the minutes of the July 8, 2025, Citizens’ Panel for Review of Police Complaints and Use of Force meeting. Panel member Whitaker seconded the motion. The minutes were approved by all Panel members present. 4. ANNOUNCEMENTS a. None 5. ACTION AGENDA a. Review and discuss the Shooting Incident of October 24, 2025, presented by Det. Morgenthaler (2024-118856). Panel member Enoch moved to approve the findings of the shooting investigation. Panel member Vukadinovich seconded the motion. The findings of the investigation were approved by all Panel members present. The motion carried unanimously. b. Presentation by Professional Standards Section Acting Commander, Sgt. Andrews Sgt. Andrews provided the Panel with an overview of the Professional Standards Section and its responsibilities related to the complaint review and policy compliance. He explained the Internal Affairs administrative investigation process and distinguished it from the criminal investigative process, including an overview of how officer-involved shootings are investigated. Sgt. Andrews outlined the general steps of these investigations and noted how findings are documented and reported to command staff to ensure accountability and transparency. c. Use of Force Summary Quarter 2 2025 There were questions and discussion, but no questions specific to the use of force. Panel member Vukadinovich moved to approve the summary, seconded by Panel member Yang. The motion was approved by all Panel members present. d. Election of Officers: Chair and Vice Chair Panel member Whitaker nominated Chairperson Diefenbacher to serve as Chair. Panel member Yang seconded the motion. The vote carried unanimously. Panel member Whitaker nominated Vice Chair Martinez to serve as Vice Chair. Panel member Yang seconded the motion. The vote carried unanimously. 6. Discussion a. None 7. CALENDAR/FUTURE AGENDA ITEMS Next meeting will be Tuesday, January 6, 2026, at 6:00 pm. 8. INFORMATION ITEMS Panel member Yang inquired about holding a holiday gathering. After discussion and consideration of open meeting law requirements, it was agreed that the Panel may hold a holiday gathering; however, it cannot be hosted at the Police Department. The Panel expressed appreciation for the opportunity to gather in a setting that supports fellowship while remaining compliant with applicable regulations. ADJOURNMENT Panel member Enoch moved to adjourn, seconded by Panel member Yang. The motion was approved by all Panel members present, and the meeting adjourned at approximately 7:33 p.m.
