RESOLUTION NO. 5980 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
MARICOPA COUNTY, ARIZONA, APPROVING AN AMENDMENT TO THE 
MARICOPA HOME CONSORTIUM INTERGOVERNMENTAL AGREEMENT 
ADDING CITY OF GOODYEAR AS A MEMBER. 
 
WHEREAS, the HOME Investment Partnerships Program (“HOME Program”), authorized under 
Title II of the Cranston-Gonzalez National Affordable Housing Act (42 U.S.C. § 12701 et seq.), 
provides federal funds to expand the supply of decent, safe, affordable housing for low-income 
households; and 
 
WHEREAS, the U.S. Department of Housing and Urban Development (“HUD”) permits units of 
general local government to form a consortium for the purpose of qualifying as a Participating 
Jurisdiction under the HOME Program, pursuant to 24 CFR Part 92; and  
 
WHEREAS, the Cities and Towns of Avondale, Chandler, Gilbert, Glendale, Peoria, Scottsdale, 
Surprise, and Tempe, and Maricopa County formed the Maricopa Home Consortium 
(“Consortium”) by entering into a three-year Intergovernmental Agreement (“IGA”), recognized 
and approved by HUD, to receive, distribute, and administer HOME funds; and 
 
WHEREAS, the City of Goodyear desires to join the Consortium and participate in the HOME 
Program through the Consortium and has negotiated an amendment to the Consortium IGA to add 
the City of Goodyear as a member. 
 
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Chandler, Arizona, 
as follows:                                                                                                                                          
 
Section 1.  
Approves the City of Chandler’s continued participation in the Consortium and 
authorizes execution of the Amendment to the Consortium IGA adding City of 
Goodyear as a member substantially in the form attached to this Resolution as 
Exhibit “A.” 
Section 2.  
Authorizes the Mayor of the City of Chandler, or his designee, to execute, on behalf 
of the City, the Amendment to the Consortium IGA and any related documents 
necessary to effectuate participation in the Consortium, subject to HUD approval. 
Section 3. 
This Resolution will take effect immediately upon adoption.
