Memorandum of Understanding 
 for Back Up Helicopter Transportation Service  
between  
Maricopa County Sheriff’s Office 
 and Maricopa County Office of Enterprise Technology 
C-50-24-______-x-00 
 
This Memorandum of Understanding (MOU) between the Maricopa County Office of Enterprise 
Technology (OET) on behalf of its Wireless Systems Division and Maricopa County Sheriff’s 
Office (MCSO) on behalf of its Aviation Division, (“Parties”) and is effective retroactive to July 
1, 2023 and continues through June 30, 2026. It can be cancelled by either party at any time by 
written notice of termination, delivered to the other party not less than two (2) weeks prior to 
the termination date. 
 
Recitations: 
 
The Wireless Systems Division of the Maricopa County Office of Enterprise Technology (OET) 
has communication tower repair service and maintenance requirements that necessitate 
helicopter transport to various remote locations in Maricopa County. OET contracts for 
helicopter service commercially. There are occasions when the contracted helicopter 
transport service is unavailable, or insufficient, and servicing is required on County 
communications equipment at remote sites. 
 
Maricopa County Sheriff’s Office (MCSO) Aviation has two helicopters with the primary 
purpose of supporting Enforcement Operations and Search and Rescue. MCSO Aviation can 
provide backup helicopter transport service for OET, Wireless Systems Division when the 
contracted commercial vendor is unavailable or insufficient. 
 
The Sheriff’s Office has provided back-up helicopter service to Maricopa County Wireless 
since March 25, 2015 (C-50-15-076-M-00).  That agreement was superseded by an 
agreement approved by the Board of Supervisors on September 6, 2017,  in Agenda Item (C-
50-18-013-3-00).   
 
This MOU supersedes the MOU for these services that was approved by the Board of 
Supervisors  on May 5, 2021, in Agenda Item C-50-21-164-X-00, and expired June 30, 2023. 
 
Parties agree and understand: 
 
1. Safety is the primary concern.  Transportation Service missions will be limited to the 
maximum number of passengers, plus two MCSO crew members and the total useful 
load limit including fuel.

2. Only the Maricopa County employees assigned to the required work on the towers will 
be permitted passengers—no vendors. Passenger County ID's will be checked by the 
pilot prior to take off. 
 
3. MCSO business will always take precedence and notice of cancellation could occur 
with very short notice and service missions could be interrupted. 
 
4. OET requests for service will be submitted as early as possible in advance of service 
and will include: 
a. Names, County employee ID numbers, and weights of passengers. 
b. The weight of the tower repair gear. 
c. The date and time of service. 
d. The approximate length of time the service will take to complete. 
e. The full accounting string that will be billed for the service. 
f. The authorized Wireless Systems Division official's consent. 
g. The location of pick up. 
5. Passengers are expected to arrive at the Sheriffs hangar or other mutually agreed upon 
location, at least 20 minutes before takeoff. They will be asked to sign in and indicate 
the date, time and purpose/destination and show their County ID's. 
Costs/Billing Support/lnvoices/Payment 
1. 
A two-hour minimum charge  will be billed from the helicopter engine start to 
return to the hangar and engine shut off. This includes stand by time. 
Additional time will be billed in 10-minute increments. The cost of fuel will be 
based on the rate at the time of service.   The two-hour minimum charge will 
be based on gallons of fuel as follows: 
  
a. 
Bell 407 (FOX 2)  102 gallons of fuel minimum; 8.5 gallons per 
             10 minutes.   
 
b. 
Bell 429 (FOX 1)  150 gallons of fuel minimum; 12.5 gallons per 
              10 minutes.

In cases where the job at the site is anticipated to take more than an hour, the 
MCSO pilot may leave and agree to return at a designated time.  This will not 
affect the number of hours from initial engine start until final engine shut off 
at the Deer Valley hangar for that day's work, which will be continuous for the 
service.

If overtime is worked by any MCSO employee at Aviation as a direct cause of this 
service, OET will reimburse actual salary and variable benefits for actual 
overtime worked.

Passengers will be asked to sign out using the form they signed in on and provide 
the time prior to leaving the hangar site at the end of service.  This will be part 
of the record and used for billing for services rendered.

MCSO Business Ops will calculate the costs and bill OET using information 
provided by MCSO Aviation that includes actual date, engine start time and final 
engine shut off time, MCSO flight crew names and SN’s, names of OET 
passengers, purpose and destination of mission.   Invoicing and payment will 
occur at least annually if applicable and prior to the applicable fiscal year end 
close.

Payment will be made by OET Wireless Systems using a Journal Voucher entry to 
transfer the expenditure according to instructions  on the MCSO invoice.

Conflict of Interest waiver: 
Each party to this MOU acknowledges that it is aware that the Civil Division of the 
Maricopa County Attorney's Office (Civil Division) may be chosen as the attorney for the 
other party to this MOU, and each party acknowledges that it is aware of a potential 
conflict of interest, and it waives any claim of conflict of interest which may arise by 
virtue of Civil Division's representation of the other party to this MOU. 
This MOU contains the entire understanding and agreement of the parties.   Proposed change 
to this MOU must be made via a written amendment authorized by each party and approved 
by the County Board of Supervisors.
