RESOLUTION NO. 5973 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, ARIZONA, REPEALING THE 2016 GENERAL PLAN ADOPTED BY CITY COUNCIL ON APRIL 14, 2016, AND RATIFIED BY VOTERS ON AUGUST 30, 2016, AND ALL SUCCESSOR AMENDMENTS THERETO, AND ADOPTING A NEW GENERAL PLAN IN COMPLIANCE WITH TITLE 9, CHAPTER 4, ARTICLE 6, ARIZONA REVISED STATUTES; AND DIRECTING THAT THE 2026 CHANDLER GENERAL PLAN ADOPTED BY THIS RESOLUTION BE SUBMITTED TO THE VOTERS FOR RATIFICATION AT AN ELECTION TO BE HELD ON AUGUST 4, 2026, OR AT SUCH OTHER DATE AS THE CITY COUNCIL MAY SET FOR THE 2026 PRIMARY ELECTION IN RESPONSE TO CHANGING STATE LEGISLATION. WHEREAS, in accordance with Ariz. Rev. Stat. § 9-461.05, the City of Chandler is required to adopt a comprehensive, long-rage general plan that will guide future development of the city every ten years; and WHEREAS, the general plan is required to include 17 specified elements; and WHEREAS, the city has been actively updating its general plan to comply with state requirements; and WHEREAS, this plan included an extensive public participation plan adopted by Council in February 2025; and WHEREAS, the city has provided opportunity for official comment by various public bodies, agencies, and jurisdictions at least 60 days prior to giving notice of public hearings, all in accordance with the Arizona Revised Statutes; and WHEREAS, pursuant to state law, the general plan adopted by this resolution replaces the general plan adopted by the Chandler City Council on April 14, 2016, and ratified by voters on August 30, 2016, and all successor amendments thereto; and WHEREAS, all legal requirements for amending and adopting the general plan have been met, including two public hearings held in different locations by the Planning & Zoning Commission on January 7, 2026, and January 21, 2026. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chandler, Arizona, as follows: Section 1. That the general plan titled “Chandler 2026 General Plan; evolving the Chandler way” is adopted as recommended by the Planning and Zoning Commission to Resolution 5973 Page 2 replace the city’s 2016 general plan, and any amendments thereto, subject to voter ratification. Section 2. That the 2026 general plan adopted by this resolution be placed on the 2026 primary election for voter ratification. Section 3. Order and Call for Election: Ballot. A special election in the City is hereby ordered and called to be held on August 4, 2026 or at such other date that the City Council may set for the 2026 Primary Election in response to changing legislation, to submit to the qualified electors of the City the 2026 general plan, the form of Ballot is attached hereto as Exhibit A and incorporated herein. Section 4. Publications; Informational Pamphlet. The City Clerk is hereby directed to cause the preparation and distribution of any required publications as required by law including an informational pamphlet and sample ballot and, if the City Clerk determines it to be in the City’s best interests, combine such informational pamphlet and sample ballot with any other informational pamphlet being prepared for the 2026 primary election. The officers of the City are hereby authorized to prepare and deliver, or cause to be prepared and delivered, to the City Clerk the information necessary or appropriate for completing the informational pamphlet. Section 5. Arguments; Notice and Submittal. The City hereby sets the date 90 days prior to the date of the 2026 primary election, at the hour of 5:00 p.m. as the deadline to submit arguments “for” or “against” the proposed general plan. Each argument shall not exceed 300 words in length, and $150.00 shall be deposited with the City Clerk, 175 S. Arizona Avenue, 1st Floor, by the person submitting each argument, to offset a portion of the proportionate cost of paper and printing the argument. The City Clerk is authorized to publish in a newspaper of general circulation within the City a notice stating the deadline for filing with the City arguments “for” or “against” the 2026 general plan, for inclusion in the informational pamphlet. The City Clerk is authorized to prepare the notice as necessary to comply with all applicable laws. Section 6. Deadline for Voter Registration and Early Voting Dates. A voter in this primary election must be a qualified elector of the City. Maricopa County registration and voting lists will be used for the primary election. To be qualified to vote in the special election, a City resident must be registered to vote by midnight 29 days before the 2026 primary election. Early voting with respect to the special election will be permitted in accordance with the provisions of A.R.S. Title 16, Chapter 4, Article 8.
