CHAIRMAN MCCORKLE asked if there were any members of the public that would like to address the
committee on any items not on the agenda.
Briefing
1. Monthly Construction Report
MR. REEVES presented the monthly construction report.
Capital Projects in the Design Phase:
West Airport Facilities Upgrade: This is a city funded project at $3.9 million. Revised scope includes
operations garage, parking lot and aircraft observation area. Plan comments are being finalized and
utility relocations are being considered.

Airport Fuel Tank Relocation: This is a city funded project $610,000. There is a cost negotiation with
vendors. The budget transfer is under evaluation and evaluating alternative methods.
Runway End Identifier Light (REIL) Installation Runway 4L-22R (North Runway): This is an FAA funded
project for $110,000. Currently, they are revising drawings for circuit change for 24/7 REILS. The FAA
confirmed environmental clearance.
Capital Projects - Construction Phase:
Hangar Area Pavement Rehabilitation: This is a city funded project $7.4 million to redo the pavement
in and among the city-owned hangars. This is a multi-phase project, scheduled to be completed by
January 2026.
Taxiway B Improvements- Phase 1: The ADOT grant for $2,035,000 has been approved. The
estimated construction start date is by January 5, 2026, and due to be completed by the end of January.
Runway 4R-22L Rehabilitation (South Runway): The FAA grant received was for $1,425,674. The
construction and initial striping have been completed. The final striping is scheduled for December 15,
2025.
Former K&K Site Remediation: City funding for soil remediation near end of Cooper Road north of
Queen Creek for soil remediation. 5.8-acre restricted use area remaining.
2. Airport Manager’s Report
MR. REEVES stated that fuel sales have fallen during the month of November, but November had
record rain fall. As of now, fuel sales have bounced back.
MR. REEVES delivered an operations report for the months of October and November.

VICE CHAIRMAN EHLBECK asked if a departure in November went to central or South America.
MR. REEVES responded that it went to the tip of the Baja Peninsula.
MR. REEVES also shared that the next Airport Day will be on January 24, 2026. Staff is currently
pursuing an annual Decision Package from Council, as well as sponsorships for the event.
MR. REEVES shared that they had the first Steering Committee for the Community Impact Study (CIS).
There will be a catch-up meeting scheduled for the following week for the six (6) members that were
not able to attend. City Council was briefed on what was discussed during the meeting and staff
received positive feedback. Council also confirmed that several members, including the Mayor will be
attending Airport Day. The contractor CIS will be part of Airport Day.
MR. REEVES also updated the Commissioners on the RFP for Curtiss East, the five (5) acres adjacent
to the west side, by the main entrance road, South of Curtiss Way (beside the National Guard Armory).
Staff should have an update on the final lease document that is being drafted by the end of the week.
MR. REEVES also stated that they are still on schedule for the Curtiss West RFP release. MR. REEVES
also shared that he has multiple development tours at the airport.
MR. REEVES also gave an update on Airport Day, scheduled for Saturday, January 24, 2026, and
asked the Commissioners to confirm their attendance. The owners of Chandler Aviation have agreed
to give their entire ramp and plan to have activities for the kids. Staff has sent out requests for the
airport’s base tenants to display their aircraft. This year, staff will gather the public’s opinion regarding
the runway extension, and staff will map out what 680 ft looks like, the exact length of the extension.
There will also be seven (7) learning stations. Each station will have a subject matter expert, not only
discussing what the runway extension might do, but more than that, explaining what the airport does
for the community, the region, and the nation within the context of both local, state, and federal impacts.
MR. REEVES encouraged the Commissioners to attend Airport Day and be aviation ambassadors. All
the input received from the community will be sent to Council and city management for them to make
the best decision for the airport.
VICE CHAIRMAN EHLBECK asked if they would be handing out any type of infographic with the
positive economic impact the airport provides to the community.
MR. REEVES responded that not only infographics, but had also edited a script for short form videos
with graphical representations. Staff is also looking into the updated economic impact that one of the
subcontractors has been working on for several months for the community to see what the impact is
now versus what it may be with a runway extension.
CHAIRMAN MCCORKLE asked if there will be a garbage truck.
MR. REEVES responded that most people know that the runway and field is limited to 30,000 pounds
single wheel. The runway is ultimately limited to under 75,000 pounds. Anything heavier than this
cannot land here. Apparently, a garbage truck is 60,0000 pounds, and that is something that they can
use to show people as an everyday comparison to aircraft.
COMMISSIONER GONZALEZ asked if there is a way to receive a copy of the presentation ahead of
time.

MR. REEVES asked if he is asking for the presentation for Airport Day.
COMMISSIONER GONZALEZ responded yes; he believes it would benefit them for the pros on the
runway extension.
MR. REEVES responded absolutely, also stating that they will have a special meeting in January for
everybody to see the data.
CHAIRMAN MCCORKLE asked if this was going to be like a special session or executive session.
MR. REEVES responded more like a study session.
CHAIRMAN MCCORKLE responded that they can have a study session before the meeting for MR.
REEVES to brief them.
Member Comments/Announcements
COMMISSIONER HAWLEY commented that just like everyone he has been watching what is
happening at Falcon Field Airport with the push to impose landing fees on aircraft. COMMISSIONER
HAWLEY hopes that by working through the Community Impact Study, they try hard to discourage any
of that. He also believes that Chandler has a chilling effect both economically and educationally in many
ways, this is something that should be avoided at Chandler.
CHAIRMAN MCCORKLE stated that it was a good point.
VICE CHAIRMAN EHLBECK asked MR. REEVES if he believed the amount of traffic that would
normally go to Falcon Field Airport would come to Chandler instead.
COMMISSIONER HAWLEY stated that this is not the time to debate that, but he believed so.
CHAIRMAN MCCORKLE asked MR. REEVES if he wanted to go back to the Airport Manager’s Report
section, what would his answer be to that.
MR. REEVES responded that he is personally and in general opposed to landing fees at airports, also
believes that it has chilling effects and there are better ways to make airports solvent. MR. REEVES
also has concerns that one airport instituting landing fees may drive some traffic to other airports, but
controllers would manage pattern saturation to ensure safe operations.
CHAIRMAN MCCORKLE asked if there has been a slight increase move towards CHD.
MR. REEVES responded not yet.
CHAIRMAN MCCORKLE wished everyone a Merry Christmas and a Happy New Year, and stated that
it is great to start the new year with Airport Day.
