HHSC Memorandum Neighborhood Resources - Memo No. NR26-007 Date: February 11, 2026 To: Housing and Human Services Commission Thru: Riann Balch, Neighborhood Resources Director From: Karin Bishop, Community Development Senior Program Manager Subject: Public Hearing on the Draft 2026 Annual Action Plan for Community Development Block Grant and HOME Investment Partnerships Program Funds Background: Each year, the City of Chandler receives federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funding, administered by the United States Department of Housing and Urban Development (HUD), to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for persons with low- and moderate-income. These federal funds support a wide range of community development activities directed toward revitalizing neighborhoods, economic development, providing improved community facilities and services, and increasing affordable housing opportunities. As a prerequisite for receiving CDBG and HOME funding, the city is required to prepare and submit to HUD an Annual Action Plan, which outlines proposed projects and activities based on anticipated funding for the next fiscal year. In compliance with HUD regulations and the Citizen Participation Plan, the city is holding a public hearing to solicit citizen’s feedback to identify housing and community development needs in the community. Additionally, a survey (in English and Spanish) is available from February 4, 2026, through February 25, 2026, on the city’s website for residents and stakeholders to provide input on identifying and prioritizing housing and community development needs and the best methods and programs to address those needs. Input received assists the city in the development of its draft 2026 Annual Action Plan for anticipated federal funds to be received from HUD. • CDBG: Approximately $1,486,156 Memo No. NR26-007 February 11, 2026 Page 2 • HOME: Approximately $412,496 Discussion: A summary of the survey responses received will be provided at a future meeting. HUD has not released its annual allocation for Program Year 2026. Initial funding recommendations for CDBG and HOME funds will be included in the draft 2026 Annual Action Plan and will be based on last year’s allocation. A contingency plan for a potential increase or decrease in funding will also be included.
