Structural Section 4 is five inches of asphalt (two inches of %” mix over three inches of 3/4” mix), over four inches of aggregate base. The new structural section will be placed at three different locations on eastbound and westbound Frye Road. The locations include Stations 130+41.98 and 136+64.11, Station 166+15.44 to Station 192+63.48 and between Station 261+43.40 to Station 263+45. During the design phase of the project, potholes were taken throughout the project length. These potholes showed the roadway to have a structural section of 3 inches of asphalt on 7 inches of aggregate base. Per City standards, a major collector, is required to be 3 inches of asphalt on 7 inches of aggregate base or be equal or greater than the existing asphalt. During construction the contractor excavated the road and the existing asphalt was found to be between 3 inches and 7 inches with and aggregate base of 7 inches. We met the designer of record on site and determined that the potholes were taken over a utility trench asphalt cap and in a new development area and did not represent the actual structural section of the roadway. To bring the project up to current city of Chandler standards, the city had the designer analyze the existing excavation and recommend a new structural section that would be equivalent in strength to the existing roadway. TYLin proposed a new structural section that consists of 5 inches of asphalt on four inches of aggregate base.
