Regular Meeting Minutes of Wednesday, November 5, 2025 Consent Agenda Motion and Vote Police Member Elect Werther moved to approve the meeting minutes of the Chandler Local Police Public Safety Personnel Retirement Board Regular Meeting on November 5, 2025; Seconded by Citizen Member Remington. Motion carried unanimously (4-0) Executive Session - Pursuant to A.R.S. Section 38-431.03 (A), the Chandler Local Police Public Safety Personnel Retirement Board may vote to convene in executive session to discuss or consider confidential records exempt by law from public inspection, and/or to consult with the Page of 2 4 Board’s attorney for legal advice and to consider the Board’s position and to instruct the Board’s attorney regarding its position on the following items. The Board will take action on those items in open session. Action Agenda Item No. 2 and Discussion 2. New Membership for Coleman, Adams, Kalmer, Kelley, Steed, and Stott Consideration, Discussion, and appropriate Action for New Membership for Bo Coleman, Justin Adams, Taylor Kalmer, McKinzee Kelley, Logan Steed, and Isaac Stott. Action Agenda Item No. 2 Motion and Vote Police Member Elect Werther moved to find that the following employees met the applicable PSPRS membership definitions for service with the City of Chandler Police Department: Bo Coleman and Justin Adams, Police Officer – Lateral Not Certified with a hire date of September 9, 2025 and a Tier 3 membership date of December 8, 2025; Taylor Kalmer, McKinzee Kelley, Logan Steed, and Isaac Stott, Police Officer Recruits with a hire date of September 9, 2025 and a Tier 3 membership date of December 8, 2025. Seconded by Citizen Member Crawford. Motion carried unanimously (4-0) Action Agenda Item No. 3 and Discussion 3. Pre-Existing Medical Condition(s) Review for Coleman, Adams, Kalmer, Kelley, Steed, and Stott Consideration, Discussion, and appropriate Action for review of Pre-Existing Medical Condition(s) for Bo Coleman, Justin Adams, Taylor Kalmer, McKinzee Kelley, Logan Steed, and Isaac Stott. Action Agenda Item No. 3 Motion and Vote Police Member Elect Werther moved to declare no pre-existing conditions listed on the pre-existing condition cover sheet for Bo Coleman. The motion was seconded by Seconded by Citizen Member Crawford. Motion carried unanimously (4-0) Police Member Elect Werther moved to declare no pre-existing conditions listed on the pre-existing condition cover sheet for Justin Adams. The motion was seconded by Seconded by Citizen Member Remington. Motion carried unanimously (4-0) Police Member Elect Werther moved to declare two pre-existing conditions listed on the pre-existing condition cover sheet for Taylor Kalmer. The motion was seconded by Seconded by Citizen Member Remington. Motion carried unanimously (4-0) Police Member Elect Werther moved to declare two pre-existing conditions listed on the pre-existing condition cover sheet for Logan Steed. The motion was seconded by Seconded by Citizen Member Remington. Motion carried unanimously (4-0) Police Member Elect Werther moved to declare two pre-existing conditions listed on the pre-existing condition cover sheet for Isaac Stott. The motion was seconded by Seconded by Citizen Member Remington. Motion carried unanimously (4-0) Action Agenda Item No. 4 and Discussion 4. Hiring PSPRS Retiree Consideration, Discussion, and appropriate Action for hiring PSPRS retiree, Matthew Buesing. Board Secretary Bombard confirmed this is a non-PSPRS position for temporary employment. Action Agenda Item No. 4 Motion and Vote Police Member Elect Werther moved to move to approve the hiring of Matthew Buesing, a retired City of Scottsdale Police Sergeant, as a Judge Pro-Tem. The position is not a Public Safety eligible position; therefore, the City of Chandler is not responsible for paying the PSPRS alternate contribution rate. The motion was seconded by Seconded by Citizen Member Crawford. Motion carried unanimously (4-0) Action Agenda Item No. 5 and Discussion 5. Membership Termination for Paskett Consideration, Discussion, and appropriate Action regarding the termination of PSPRS membership for Angelina Paskett Action Agenda Item No. 5 Motion and Vote Police Member Elect Werther moved to terminate the PSPRS membership for Angelina Paskett, Police Officer, effective November 14, 2025, the date of her voluntary resignation. Next Meeting The next meeting will be held on Wednesday, January 7, 2026, at City Hall, Council Chambers Conference Room, 88 E. Chicago St., Chandler, AZ at 9:00 a.m. Informational Items 7. The Accidental Disability application for James O'Neil has been rescinded.
