Mr. Palma,

| am writing in reference to your letter dated April 10, 2023, regarding APN 104-82-006. This letter
should serve as a notice of undue hardship should this parcel be sold to any individuals not in ownership
of a contiguous residential parcel. Having access to this parcel provides the ability to access water to
irrigate my property. It is inconceivable to expect the adjoining lots in question to not have direct access
to the water canal which abuts APN 104-82-006. Without access, | would be required to tap into the city
water system which is clearly not a viable option for both me and the city.

In speaking with the affected neighbors, | intend to purchase the property, have it surveyed and deed
the appropriate portions back to each of the individual landowners. This will allow everyone to have
direct access to the water canal, and accountability to maintain their respective portions.

| believe this is in the best interest of all as it is unknown how a different purchaser of this property
would interact with the various homeowners.
