Meeting Minutes Human Relations Commission Regular Meeting February 25, 2026 | 6:00 p.m. City Council Chambers Conference Room 88 E. Consent Agenda Motion and Vote Vice Chair Agarwal made a motion to approve the meeting minutes of November 12, 2025. Commissioner Mattisson seconded the motion. All in favor of approving the meeting minutes. (7-0) Action Agenda None Page 2 of 3 Discussion City of Chandler Cultural Development Overview Kim Moyers, Cultural Development Director, shared her enthusiasm about the Connection & Impact Division now falling under the Cultural Development Department. She explained that the department consists of the Chandler Center for the Arts, Chandler Museum, Vision Gallery, Downtown Redevelopment, and Special Events. Bringing Connection & Impact into this larger department aligns naturally, as all divisions focus on serving and engaging the community. She noted that the transition creates meaningful cross-collaboration opportunities among divisions. With this organizational move, Niki Tapia has been elevated to Cultural Development Assistant Director and will help oversee the divisions. This leadership expansion was described as an exciting step forward for the department. Commissioner Bremby asked how this transition impacts the values and mission that Connection & Impact stands for and represents, particularly given that the division no longer has close proximity to the City Manager’s Office. In response, Kim reassured the Commission that Connection & Impact remains a valued and important function of the City. She shared that she and Niki continue to meet with the City Manager every other week, reinforcing that the division’s mission and priorities remain significant and supported. Kim further clarified that the move does not change funding or resources and emphasized that the division will not be diluted in any way. She added that with Niki’s expanded role, there are increased leadership opportunities, which in turn creates growth and advancement opportunities for other team members within the division. HRC Goal Setting and Next Steps Taylor Ducklow from Braver Spacers Consulting shared that they will be returning for the next several HRC meetings to support the Commission in activating the goals established last year. The sessions will focus on clarifying goals and expectations and developing a sustainable, realistic, and purpose-driven document to help guide the Commission’s work moving forward. Connection & Impact Division Updates Adrianna Erickson shared that the Chandler Multicultural Festival was a major success, drawing more than 8,000 attendees and reflecting strong community engagement. She also provided an update on plans to establish Employee Resource Groups (ERGs) within the organization, noting that ERGs will help foster employee connection, strengthen belonging, and support professional growth across departments. CC Cantabrana shared the success of the recent LEAD Chandler Emerging Leaders Cohort weekend, highlighting the positive participant experience and strong momentum of the program. She noted that additional sessions and activities are planned to continue building leadership skills and community engagement among cohort members. Staff also highlighted upcoming and recent community events, including Black History Month programming in Chandler, Peace of Mind: A Wellness Experience, and Noche Iluminada: A Tribute to Cesar Chavez. Page 3 of 3 Chandler Police Department Updates Dan Shellum shared that immigration continues to be a focus of community conversation. He clarified that the Chandler Police Department does not assist with federal immigration enforcement operations and remains solely responsible for public safety services within the city of Chandler. Commander Shellum emphasized that the department’s role is to serve and protect the entire Chandler community. He added that he has been actively meeting with community leaders and stakeholders to answer questions, address concerns, and help clarify misconceptions related to this issue.
