Action Agenda and Discussion

Resolution No. 5988, Recommending the Continuation of the Local Alternative Expenditure
Limitation - Home Rule Option
Move City Council pass and adopt Resolution No. 5988 recommending the continuation of
the Local Alternative Expenditure Limitation - Home Rule Option. In addition, recommend
the Local Alternative Expenditure Limitation - Home Rule Option, be submitted to the voters
of the City of Chandler at the general election scheduled for November 3, 2026
Action Agenda Motion and Vote
Councilmember Orlando moved to pass and adopt Resolution No. 5988 recommending the
continuation of the Local Alternative Expenditure Limitation - Home Rule Option and recommend
the Local Alternative Expenditure Limitation - Home Rule Option, be submitted to the voters of

the City of Chandler at the general election scheduled for November 3, 2026; Seconded by
Councilmember Hawkins.
Motion carried unanimously (7-0).
Unscheduled Public Appearances
BROOK BEALL, 85 W TEAKWOOD PL CHANDLER, spoke regarding the use of electronic bikes on
the canal. Mr. Beall explained that riding electric bikes on the canal is illegal and recalled that at
the previous Chandler Family Bike Ride the use of electric bikes was encouraged. He requested
further information on the use of e-bikes on Paseo Trail at the next upcoming Chandler Family
Bike Ride.
THAYNE MARTIN, 457 N NEWPORT ST CHANDLER, spoke regarding a nuisance bird issue in his
neighborhood which has impacted his home and quality of life. He stated that the nuisance bird
issue is becoming a health concern. Mr. Martin mentioned other cities have taken action against
this issue. He requested follow-up regarding what Council plans to do to take action.
MAYOR HARTKE requested an update on this item.
JOHN POMBIER, City Manager, said a work session will be scheduled to discuss a draft ordinance
regarding nuisance bird feeding.
Current Events
Mayor's Announcements
MAYOR HARTKE shared that the Chandler Innovation Fair held on February 21 was a success. He
thanked Chandler’s Economic Development team for their work in putting on this event. Chandler
students and families visited over 160 exhibits at the fair.
MAYOR HARTKE announced applications are open for the Teen Leadership Academy facilitated by
the Mayor’s Youth Commission, which teaches Chandler high schoolers about the importance of
civic engagement and professional development and facilitates connections through the teen
community.
MAYOR HARTKE announced applications are open for the Mayor’s Youth Commission through
March 31. Commissioners will have the opportunity to learn more about their city government,
serve their community, and engage in professional development opportunities.
MAYOR HARTKE shared that the Chandler Chamber Ostrich Festival will be held on March 13-15
and March 20-22 at Rawhide Western Town and Event Center.

Council's Announcements
COUNCILMEMBER POSTON shared that she and other members of Council were able to attend
an event meeting the family of Mamie Till-Mobley and Emmett Till and read a proclamation
declaring February 26 as Emmett Till and Mamie Till-Mobley Legacy Day in Chandler.
COUNCILMEMBER POSTON shared the Tribute to the Women of the Civil Rights Movement event
scheduled for Saturday February 28 beginning at 11:00 a.m. at the Tumbleweed Recreation
Center. This empowering event will feature impactful presentations, storytelling and live
performances that honor the contributions of trailblazing women who fought for equality, justice
and change for all.
COUNCILMEMBER POSTON recognized March as Women's History Month, and shared that she
will be interviewing Victoria Vredevoogd, Miss Chandler 2026 and founder of the nonprofit The
Gender Violence Project at ASU for her video series Women Rise. The video will be released in
March so stay tuned.
VICE MAYOR ENCINAS announced he attended the Chandler Fun Run held on February 26. He
thanked the Community Services and Adaptive Recreation staff who hosted the event and
volunteers and recognized the participants.
COUNCILMEMBER HARRIS recognized February as Black History Month. He honored the passing
of Reverend Jesse Jackson, preacher and activist who fought for civil rights.
City Manager's Announcements
MR. POMBIER announced the Chandler Family Bike Ride registration opens on March 2, where it
is made clear that no electronic bikes will be permitted to ride on the canal. The event will be
Saturday, April 11 beginning at 7:30 a.m. at the Chandler Park & Ride on Hamilton Street &
Germann Road.
