Regular Meeting Minutes of Wednesday, December 3, 2025 Consent Agenda Motion and Vote Citizen Member Crawford moved to approve the meeting minutes of the Chandler Local Police Public Safety Personnel Retirement Board Regular Meeting on December 3, 2025; Seconded by Citizen Member Remington. Motion carried unanimously (3-0) Executive Session - Pursuant to A.R.S. Section 38-431.03 (A), the Chandler Local Police Public Safety Personnel Retirement Board may vote to convene in executive session to discuss Page of 2 4 or consider confidential records exempt by law from public inspection, and/or to consult with the Board’s attorney for legal advice and to consider the Board’s position and to instruct the Board’s attorney regarding its position on the following items. The Board will take action on those items in open session. Information Item 6 was moved to be discussed before Action Agenda items Executive Session – Citizen Member Crawford made the motion to end the Open Session and to move into Executive Session; Citizen Member Remington seconded the motion, and the vote was unanimous to end the Open Session and move into Executive Session at 9:01 a.m. Police Member Elect Ynclan arrived at the meeting at 9:03 am. Citizen Member Crawford left the meeting at 9:17 am Open Session – Citizen Member Remington made the motion to end the Executive Session and move into Open Session; Police Member Elect Ynclan seconded the motion, and the vote was unanimous to end the Modified Executive Session and move into Open Session at 9:25 a.m. Action Agenda Item No. 2 and Discussion 2. New Membership for Boucher, McDuffee, Hernandez, Cruz, Young, Leonard, and Abess Consideration, Discussion, and appropriate Action for New Membership for Tyler Boucher, Andrew McDuffee, Roman Hernandez, Jesus Cruz, Justin Young, Kyle Leonard, and Nicholas Abess. Action Agenda Item No. 2 Motion and Vote Police Member Elect Ynclan moved to find that the following employees met the applicable PSPRS membership definitions for service with the City of Chandler Police Department: Tyler Boucher and Andrew McDuffee, Police Officer – Lateral Not Certified with a hire date of October 7, 2025 and a Tier 3 membership date of January 5, 2026; Roman Hernandez and Jesus Cruz, Police Officer – Lateral Certified with a hire date of October 7, 2025; Justin Young, Police Officer – Lateral Not Certified with a hire date of November 4, 2025 and a Tier 3 membership date of February 2, 2026; Kyle Leonard, Police Officer – Lateral Certified with a hire date of November 4, 2025; and Nicholas Abess, Police Officer – Lateral Certified with a hire date of November 4, 2025 and a Tier 3 membership of February 2, 2026. Seconded by Citizen Member Remington. Motion carried unanimously (3-0) Action Agenda Item No. 3 and Discussion 3. Pre-Existing Medical Condition(s) Review for Boucher, McDuffee, Hernandez, Cruz, Young, Leonard, and Abess. Consideration, Discussion, and appropriate Action for review of Pre-Existing Medical Condition(s) for Tyler Boucher, Andrew McDuffee, Roman Hernandez, Jesus Cruz, Justin Young, Kyle Leonard, and Nicholas Abess. Page of 3 4 Action Agenda Item No. 3 Motion and Vote Police Member Elect Ynclan moved to declare one pre-existing condition listed on the pre-existing condition cover sheet for Tyler Boucher. The motion was seconded by Seconded by Citizen Member Remington. Motion carried unanimously (3-0) Police Member Elect Ynclan moved to declare two pre-existing conditions listed on the pre-existing condition cover sheet for Andrew McDuffee. The motion was seconded by Seconded by Citizen Member Remington. Motion carried unanimously (3-0) Police Member Elect Ynclan moved to declare one pre-existing condition listed on the pre-existing condition cover sheet for Roman Hernandez. The motion was seconded by Seconded by Citizen Member Remington. Motion carried unanimously (3-0) Police Member Elect Ynclan moved to declare no pre-existing conditions listed on the pre-existing condition cover sheet for Jesus Cruz. The motion was seconded by Seconded by Citizen Member Remington. Motion carried unanimously (3-0) Police Member Elect Ynclan moved to declare four pre-existing conditions listed on the pre-existing condition cover sheet for Justin Young. The motion was seconded by Seconded by Citizen Member Remington. Motion carried unanimously (3-0) Police Member Elect Ynclan moved to declare one pre-existing condition listed on the pre-existing condition cover sheet for Kyle Leonard. The motion was seconded by Seconded by Citizen Member Remington. Motion carried unanimously (3-0) Police Member Elect Ynclan moved to declare one pre-existing condition listed on the pre-existing condition cover sheet for Nicholas Abess. Membership Termination Bodell, Kelley, and Felker Consideration, Discussion, and appropriate Action regarding the termination of PSPRS membership for Ian Boddell, Mckinzee Kelley, and Mackenzie Felker. Page of 4 4 Action Agenda Item No. 4 Motion and Vote Police Member Elect Ynclan moved to terminate the PSPRS membership for Ian Bodell, Police Officer, effective December 13, 2025, Mackenzie Felker, Police Officer – Recruit effective January 5, 2026, and Mckinzee Kelley, Police Officer – Recruit effective January 7, 2026, the dates of their voluntary resignations.
