November Parks and Recreation Board Meeting Minutes 
Move Parks and Recreation Board to approve the meeting minutes of the November 4, 
2025, regular meeting.

Vice Chair Dykstra motioned to approve the Consent Agenda; seconded by Board Member 
Sharits. Motion carried 6-0. Board Member Bradley was not present for the motion.

2026 CYSA Concession Request – Tyler Buckley, Recreation Supervisor 
Move Parks and Recreation Board to recommend 2026 Chandler Youth Sports 
Association Concession Request for Director Approval 
 
Mr. Buckley addressed the Board regarding the Chandler Youth Sports Association’s 
request to permit selected vendors to sell concessions during scheduled games and 
tournaments in 2026. He noted that the concessions provide a service to participants and 
families, that vendor arrangements are managed directly by the organizations, and that all 
vendors have been approved by the city’s Tax and License Division. 
 
Vice Chair Dykstra noted that the additional level of detail provided in this year’s request 
was appreciated. 
 
Board Member Montgomery moved to recommend approval of the 2026 CYSA 
Concession Request for Director approval; seconded by Vice Chair Dykstra. Motion carried 
6–0. Board Member Bradley was not present for the vote. 
 
Briefing

Retirement Recognition – Mickey Ohland, Community Services Planning Manager 
Moved to the end of Briefing per Chair David 
 
Community Services Director John Sefton recognized Mickey Ohland for his retirement 
following 30 years of service with the City of Chandler. He highlighted Mr. Ohland’s lasting 
impact on Chandler’s park system, noting that he played a key role in the planning and 
development of numerous parks, playgrounds, memorials, sports fields, and specialty 
amenities across the city. His collaborative leadership style, attention to detail, and 
commitment to quality were acknowledged as instrumental in advancing Chandler’s parks 
and recreation system. 
 
Mr. Ohland addressed the Board, expressing appreciation for the opportunity to serve the 
Chandler community and gratitude for the Board’s role in shaping park spaces over the 
years. Board Members and staff offered remarks recognizing his service and wishing him 
well in retirement.

Park Memorial Program – Corey Povar, Community Services Assistant Director

Mr. Povar presented proposed updates to the Park Memorial Program, building on prior 
Board discussions. The presentation focused on two memorial options: a bench 
replacement program and a revised memorial tree program, both intended to honor 
loved ones while supporting long-term park infrastructure and urban forestry needs. 
 
Key discussion points included: 
 
• Transitioning the bench program to a replacement-based model using a 
maintained roster of benches due for replacement in select community parks. 
• Allowing donors to choose from eligible bench locations rather than requesting 
new installations. 
• Noting an estimated bench cost of approximately $2,000, with typical bench 
lifespans of 10–15 years. 
• Shifting the memorial tree program away from donations tied to individual trees 
toward contributions supporting the overall urban forestry program, including 
planting, maintenance, and long-term canopy health. 
• Exploring options for donor recognition, including online recognition and potential 
physical displays in centralized locations, such as City Hall, the Vision Gallery, or 
Celebration Plaza. 
 
Board Members discussed donor preferences for physical recognition, long-term 
maintenance considerations, and opportunities for group or organizational participation, 
including Arbor Day recognition and potential hands-on planting events. 
 
5. 
Recreation and Library Master Plan Update 
Mr. Sefton provided an update on the Recreation and Library Master Plan process. 
Consultants have completed site visits at recreation facilities and libraries and have begun 
staff interviews and assessments. 
 
Highlights included: 
• Development of a project tagline to support public engagement. 
• An outreach goal of approximately 128,000 public interactions through surveys, 
events, and intercept opportunities. 
• Collaboration with Arizona State University and engagement with youth sports 
organizations. 
• Use of multiple outreach methods, including statistically validated surveys, social 
media, registration system communications, and presence at community events. 
Consultant updates to the Board are anticipated in spring 2026, with completion of the 
master plan targeted for late 2026.

Aquatics Staff Introductions 
Recreation Supervisor Riley McAuliffe introduced two new aquatics team members: 
• Matt Holmes, Aquatics Maintenance Supervisor, who oversees aquatics maintenance 
operations at all facilities. 
• Alexandria Hunter, Aquatics Coordinator, who assists with aquatics programming and 
operations.

Nozomi Aquatic Center Tour – Riley McAuliffe, Recreation Supervisor 
Ms. McAuliffe led a tour of Nozomi Aquatic Center and provided an overview of facility 
features and programming. 
Member Comments/Announcements 
• Board Member Krishnamurthy advised that a cricket tournament is scheduled to take place 
February 7–8, 2026, at Tumbleweed Park.  
• Vice Chair Dykstra noted that the city will host multiple events and programs throughout 
the year as part of Arizona’s America250 commemoration of the 250th anniversary of the 
Declaration of Independence.

The next Parks and Recreation Board meeting will be held March 3, 2026 at 5:00 p.m. in the 
Council Chambers Conference Room, 88 E. Chicago St.
