Franchise for Arizona Public Service Company; Adoption of Resolution No. 5999 Placing the
Question to Grant an Electric Franchise for Arizona Public Service Company on the
November 3, 2026 General Election Ballot
Move City Council introduce and tentatively adopt Ordinance No. 5160, authorizing a
franchise for Arizona Public Service Company to construct, maintain, and operate its electric
system in public rights-of-way and City-owned property for the purpose of supplying
electric energy to the City and its residents; pass and adopt Resolution No. 5999, placing on
the November 3, 2026 General Election ballot, and submitting to the voters of the City, the
question of whether the electric franchise shall be granted to Arizona Public Service
Company.

Move City Council award Job Order Project Agreement No. PR2505.401 to Hunter
Contracting Co., pursuant to Job Order Master Agreement No. JOC2419.401, for the
Tumbleweed Park Multi-Use Field Lighting Upgrade and Cricket Pitch, in an amount not to
exceed $607,417.25.

Final Adoption of Ordinance No. 5156, Rezoning, The Townsite
Rezoning
Move City Council adopt Ordinance No. 5156 approving PLH25-0040 The Townsite,
Rezoning from AG-1 to PAD for single-family residential, generally located south of the
southeast corner of Ocotillo Road and Basha Road, subject to the conditions as
recommended by Planning and Zoning Commission.

Introduction and Tentative Adoption of Ordinance No. 5157, Rezoning and Preliminary
Development Plan, The Bower Dobson
Rezoning
Move City Council introduce and tentatively adopt Ordinance No. 5157 approving PLH25-
0028 The Bower Dobson, Rezoning from Planned Area Development (PAD) for specialty
retail to PAD for single-family residential, generally located ¼ mile east and south of the

southeast corner of Dobson Road and Chandler Boulevard, subject to the conditions as
recommended by Planning and Zoning Commission.
Preliminary Development Plan
Move City Council approve Preliminary Development Plan PLH25-0028 The Bower Dobson
for subdivision layout and housing product for a 23-lot single-family subdivision, generally
located ¼ mile east and south of the southeast corner of Dobson Road and Chandler
Boulevard, subject to the conditions as recommended by Planning and Zoning Commission.

Use Permit, Move Human Performance
Move City Council approve, PLH26-0003 Move Human Performance, Use permit time
extension to continue to allow an existing sports therapy and training facility in a Planned
Industrial zoning district within a Planned Area Development Overlay (I-1/PAD) located at
375 E Elliot Rd, Suite 7, subject to the conditions recommended by Planning and Zoning
Commission.

Move City Council approve Agreement No. ED2-918-4422, Amendment 4, with 2060 Digital,
LLC, for digital marketing services, in an amount not to exceed $300,000, for the period of
one year, beginning March 1, 2026, through February 28, 2027.

Introduction and Tentative Adoption of Ordinance No. 5159, Regarding Drink or Food
Tampering
Move City Council introduce and tentatively adopt Ordinance No. 5159, amending the Code
of the City of Chandler, Chapter 11, by adding Section 11-20, Drink or Food Tampering.

Move City Council adopt Ordinance No. 5155 approving the abandonment of Temporary
Drainage Easement No. 2, located on the Rockefeller Group Chandler Crossroads property
at the northeast corner of Gilbert and Queen Creek roads that is no longer needed for
public use.

Resolution No. 5996, Intergovernmental Agreement Between the City of Chandler, the City
of Mesa, and the Town of Gilbert for a Downstream Impact Study Related to the SRP/CAP
Interconnection Facility
Move City Council pass and adopt Resolution No. 5996 authorizing an Intergovernmental
Agreement between the City of Chandler, the City of Mesa, and the Town of Gilbert for a
Downstream Impact Study related to the SRP/CAP Interconnection Facility.

Professional Services Agreement, with Dibble CM, LLC, for the Arrowhead Meadows Water
Main Replacement Construction Management Services Located at Arrowhead Meadows
near Chandler Boulevard and Alma School Road
Move City Council award Professional Services Agreement No. WA2203.452, to Dibble CM,
LLC for the Arrowhead Meadows Water Main Replacement Construction Management
Services, in an amount not to exceed $558,437.

Professional Services Agreement with GHD, Inc., for the Arrowhead Meadows Water Main
Replacement Post-Design Services Located at Arrowhead Meadows near Chandler

Move City Council award Professional Services Agreement No. WA2203.272, to GHD, Inc. for
the Arrowhead Meadows Water Main Replacement Post-Design Services, in an amount not
to exceed $143,420.

Main Replacement Located at Arrowhead Meadows near Chandler Boulevard and Alma

Move City Council award Construction Agreement No. WA2203.402, to Lincoln Constructors
Inc. for the Arrowhead Meadows Water Main Replacement, in an amount not to exceed
$4,198,165.50.

Vice Mayor Encinas moved to approve the Consent Agenda of the April 9, 2026, Regular City
Council Meeting; Seconded by Councilmember Ellis.

Special Event Liquor Licenses and Temporary and Permanent Extensions of Liquor License
Premises Administratively Approved
Unscheduled Public Appearances
BROOK BEALL, 85 W TEAKWOOD PL CHANDLER, shared concerns with the use of bicycles and e-
bikes on city sidewalks. He stated collisions could be dangerous for pedestrians on sidewalks. Mr.
Beall shared that May is Bike Safety and Water Safety Month and encouraged Council to share
what is being done to make the consolidated canal safe for bicyclists and pedestrians.
Current Events
Mayor's Announcements
MAYOR HARTKE announced the Chandler Family Bike Ride on Saturday, April 11, beginning at 7:30
a.m. at the Chandler Park and Ride. Participants are invited to ride the Paseo Trail and enjoy
vendor booths, bike-decorating stations, and activities focused on bicycle safety and healthy living.
This event is a great way to celebrate Valley Bike Month while promoting sustainability, wellness,
and active transportation in Chandler.
MAYOR HARTKE shared information about the Chandler Jazz Festival, beginning on Thursday, April
9, through Sunday, April 12, in Downtown Chandler, with performances happening throughout
the weekend at Dr. AJ Chandler Park and along the downtown streets. In celebration of Jazz
Appreciation Month, the festival will feature more than 40 hours of live music showcasing artists
across a variety of jazz styles. From sidewalk performances to mainstage concerts, this event will
offer a vibrant atmosphere where residents and visitors can enjoy great music, local culture, and
the energy of downtown.
Council's Announcements
COUNCILMEMBER POSTON encouraged residents to visit the Chandler Museum to visit the
America the Beautiful Showcase. Art from four different Chandler schools is on display, inspired
by the upcoming 250th anniversary of the US Declaration of Independence, and celebrating the
people, ideas, and stories that bring us together. The result is a collection of artwork that reflects
growth, creativity, and a hopeful outlook on the future, told from the perspective of local students.
The exhibit will be open through May 10, 2026.
VICE MAYOR ENCINAS shared that he and other Councilmembers had the opportunity to join
Chandler Unified School District staff, students, and families for the groundbreaking of the new
Hartford Sylvia Encinas Elementary School. The groundbreaking event was an opportunity for
community members to learn more about the plans for the new campus. The new school will
provide modern learning spaces with the existing building making way for updated athletic fields.

VICE MAYOR ENCINAS shared information about the inaugural Pow-Wow celebration on Saturday,
April 11, beginning at 11:00 a.m. at Chandler High School. This event will celebrate Native
American students, families, and the Chandler community. The day will be filled with incredible
culture, demonstrations, performances, activities, and vendors.
COUNCILMEMBER ORLANDO announced April is Water Conservation Month. The City of Chandler
encourages residents and businesses to help protect water resources. Chandler has rebate
programs that can help convert turf to xeriscape and is rolling out new technologies to help
residents track leaks. Actions such as fixing leaks and adjusting irrigation schedules help conserve
water.
COUNCILMEMBER HAWKINS shared that the city hosted the Annual Partnership Appreciation
Luncheon at the Chandler Center for the Arts, recognizing its partners for advancing housing
stability across the community. The luncheon brought together dedicated landlords, service
providers, and community organizations whose ongoing collaborations help connect residents to
essential resources, prevent housing insecurity, and build pathways towards long-term success.
Through these valued partnerships, Chandler continues to strengthen its commitment to
supporting residents and fostering a more stable, resilient community.
