RESOLUTION NO. 5995 
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, AMENDING THE EXISTING CONTRACT WITH FSL HOME 
IMPROVEMENTS, INC. TO PROVIDE CONTINUED SUPPORT FOR THE 
HOMEOWNER 
REHABILITATION 
PROGRAM, 
INCREASING 
THE 
FUNDING BY $160,000 AND REVISING THE NOT TO EXCEED AMOUNT 
TO $1,094,981; AND FURTHER AUTHORIZING THE CITY MANAGER TO 
TAKE ALL ACTION NECESSARY OR APPROPRIATE TO CARRY OUT THE 
INTENT OF THIS RESOLUTION.  
 
WHEREAS, pursuant to the authority in Resolution No. 5459, the City and FSL Home 
Improvements, Inc., now dba AllThrive 365, executed an agreement on December 27, 2021, 
authorizing Community Development Block Grant (“CDBG”) expenditures in the amount of 
$544,455 for Homeowner Rehabilitation (the “Agreement”), to provide services to single-family 
Chandler homeowners with low and moderate income who have significant housing 
rehabilitation needs; and 
 
WHEREAS, pursuant to the authority in Resolution No. 5578, the Agreement was amended to 
increase the funding by $370,661 in CDBG funds and an additional $19,865 in program income 
for a total Agreement amount not to exceed $934,981; and 
 
WHEREAS, the Neighborhood Resources Department, who serves as the administrator of the 
CDBG program, has recaptured CDBG funds in the amount of $160,000; and 
 
WHEREAS, the recaptured CDBG funding may be reallocated to the Agreement to provide 
continued support for the City’s Homeowner Rehabilitation Program, increasing the Agreement 
to an amount not to exceed $1,094,981; and 
 
WHEREAS, the City has reviewed the Citizen Participation Plan and this reallocation of funding 
does not result in a substantial amendment to the City’s Annual Action Plan. 
 
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chandler, 
Arizona, as follows: 
 
Section 1.  Authorizes the Mayor, or his designee, to execute, on behalf of the City, an 
amendment to the Agreement to increase the not to exceed amount from 
$934,981 to $1,094,981. 
 
Section 2. Authorizes the City Manager, or his designee, to take such other actions as 
are necessary or appropriate to carry out the intent of this Resolution.
