MINUTES OF THE CHANDLER ARTS COMMISSION MEETING TUESDAY, March 17, 2026 5:00 PM Commissioners Present: Rosanna Lantigua, David Wilkinson, Darrell Dick, Mahfam Moeeni-Alarcon, Julie Ray, Liz Taylor Commissioners Absent: Shachi Kale Staff Present: Peter Bugg, Hanley Ange CALL TO ORDER The meeting was called to order at 5:04 PM by Julie Ray UNSCHEDULED /SCHEDULED PUBLIC APPEARANCES / CALL TO PUBLIC Ken Sain, reporter for San Tan Sun News Chandler, Arizona. APPROVAL OF MINUTES a) David made the motion to approve the minutes from February 17, 2026. Darrell seconded the motion. The motion passed unanimously. ACTION AGENDA a. Approve selected artists for Forensic Services Building I. Peter shared how the meeting went last week to select the artists for this project. Out of the five artists, two were selected. Julie shared that the least popular was Daniel Hornung’s designs due to them both feeling incompatible with the forensics building. David shared that Joe Ray’s design wasn’t popular as well due to the use of fingerprint and DNA imagery that is already used so frequently. Peter explained that Heidi Dauphin’s work is the alternative selection if the first two choices don’t work out. It was not selected due to, again, the overuse of fingerprint imagery. One of the selected artworks was by Daniel Nez and Miguel Angel Godoy and Julie explained that this artwork encouraged viewers to look at things from a different point of view and was preferred by the committee. David explained that Jeff Zischke’s piece was overall the most popular design from all parties and was the other design selected. Although simple, it’s elegant, works during the day and night, and overall very versatile. There are some concerns about the artwork being a trip hazard and this will likely be addressed by another siting for the artwork. The colors in Daniel and Miguel’s artwork were not very popular but can be changed. These artworks together speak to what the forensics team does overall and best represents the building’s operations. Darrell asked about where these artworks will be located, and Peter responded that this depends on what the structure of the ground will be and what it can handle. Miguel and Daniel’s piece would do best near the entrance of the building under the steel shade-structure and Jeff’s will likely be in a public-facing area to the west of the building. Rosanna motioned to approve Daniel Nez, Miguel Angel Godoy, and Jeff Zischke’s artworks. Darrell seconded the motion. Motion passed unanimously. b. Approve funding for Ostrich Sculpture in AJ Chandler Park I. Peter reviewed that this sculpture would honor the history of the Ostrich festival in Chandler. The money the commission approves will be matched by another city department, likely less than $50,000 but enough for Matt to make a sculpture. Once this budget is decided, Matt can put together a proposal for the committee to review. Darrell and Rosanna asked about size restrictions, and Peter answered this is dependent on budget, but it will likely be a little larger than life-size. Darrell and David asked for clarification on where the matched money would come from. Peter answered it may come from city council members or the team responsible for the park renovation. David motioned to approve $20,000. Julie seconded the motion. Motion passed unanimously. c. Approve funding for AJ Chandler Park sculpture relocation I. Peter is still waiting to hear back on a quote for the relocation of this sculpture. David asked if the original artist has been contacted and Peter has contacted him, but the issue lies with the engineering and repair required for the relocation. Rosanna asked what the sculpture represents for the City of Chandler, and Peter answered it is decorative and references Victor Hugo, the author of “The Hunchback of Notre- Dame.” Peter would like to talk with the artist more to learn more about the piece after it is relocated. Rosanna motioned to table this until a quote is acquired. Darrell seconded. Motion passed unanimously. BRIEFING ITEMS a. Ongoing public art projects I. Housing Murals i. Peter reviewed each of the mural designs, the artists, and where they’re located. He shared that two of the three murals are completed with the last one close to completion. There is a grand opening on Tuesday, June 9 at 9am for the Villas on McQueen building that houses these murals. II. Traffic Boxes i. All designs are finalized and delivered to the vinyl printer. Hanley is waiting to hear back on when these will be installed. III. Traffic Management Center i. No updates here, moving along nicely. IV. Arizona Forward Environmental Excellent Awards i. Awards take place this weekend, so committee will know if this project won or not at the next meeting. V. Ostriches i. Progress has been made to find a home for the Serrano’s ostrich, potentially at Espo’s restaurant. The search is ongoing for a home for the other ostriches. MEMBERS COMMENTS / ANNOUNCEMENTS Happy St. Patty’s Day! Julie shared that she attended the (Be)Longing opening reception and it was great, well-attended, and had good food available. CALENDAR a.
