Service Recognitions
1.
Proclamation: Child Abuse Prevention Month
MAYOR HARTKE read the proclamation and invited the Domestic Violence Commission and
members of the Chandler Exchange Club to accept.
MARK WHITAKER, Chandler Exchange Club member, announced the Field of Hope will open on
Sunday, April 12 with a 6:00 p.m. dedication and remain open through April 17. He said the event
honors lost children, raises awareness of groups like Childhelp and Child Crisis Arizona, and invites
the community to visit Dr. A.J. Chandler Park West to learn and help prevent child abuse.

COUNCILMEMBER ELLIS read the proclamation and invited the Domestic Violence Commission
members to accept.
DAWN CURTIS, Vice Chair of the Domestic Violence Commission, expressed her appreciation for
Mayor Hartke and Councilmember Ellis for their support, as well as for the entire Council's
recognition of April as Sexual Assault Awareness Month.

Proclamation: Fair Housing Month
MAYOR HARTKE read the proclamation and invited Larissa Gorski, Affordable Housing Manager;
Ammena Bruno, Housing Stability Senior Specialist; Raymon Byrnes, Housing Stability Senior
Specialist; Victoria Disney, Housing Stability Supervisor; and Riann Balch, Neighborhood
Resources Director to accept.
LARISSA GORSKI, Affordable Housing Manager, thanked Mayor and Council. Ms. Gorski noted that
the Neighborhood Resources team is dedicated to delivering high-quality customer service to
tenants and clients. She also shared that staff complete annual training and certification to stay
current on fair housing practices.

Recognition: Chandler Innovation Fair Winners
MAYOR HARTKE recognized Micah Miranda, Economic Development Director, and the Chandler
Innovation Fair winners.
MICAH MIRANDA, Economic Development Director, thanked the sponsors of the Chandler
Innovation
Fair,
including
Avnet,
Microchip
Technology,
Northrop
Grumman,
NXP
Semiconductors, Pride Group, Salt River Project, Game Truck, and Waste Management, as well as
Chandler Unified School District and volunteers for making the event possible. He highlighted the
event’s growth to over 150 vendors, 174 booths, and 8,000 attendees, then introduced the science
fair winners.

November 3, 2026 General Election Ballot
Move City Council introduce and tentatively adopt Ordinance No. 5160, authorizing a
franchise for Arizona Public Service Company to construct, maintain, and operate its electric
system in public rights-of-way and City-owned property for the purpose of supplying
electric energy to the City and its residents; pass and adopt Resolution No. 5999, placing on
the November 3, 2026 General Election ballot, and submitting to the voters of the City, the
question of whether the electric franchise shall be granted to Arizona Public Service
Company.

Move City Council award Job Order Project Agreement No. PR2505.401 to Hunter
Contracting Co., pursuant to Job Order Master Agreement No. JOC2419.401, for the
Tumbleweed Park Multi-Use Field Lighting Upgrade and Cricket Pitch, in an amount not to
exceed $607,417.25.

Final Adoption of Ordinance No. 5156, Rezoning, The Townsite
Rezoning
Move City Council adopt Ordinance No. 5156 approving PLH25-0040 The Townsite,
Rezoning from AG-1 to PAD for single-family residential, generally located south of the
southeast corner of Ocotillo Road and Basha Road, subject to the conditions as
recommended by Planning and Zoning Commission.

Rezoning
Move City Council introduce and tentatively adopt Ordinance No. 5157 approving PLH25-
0028 The Bower Dobson, Rezoning from Planned Area Development (PAD) for specialty
retail to PAD for single-family residential, generally located ¼ mile east and south of the
southeast corner of Dobson Road and Chandler Boulevard, subject to the conditions as
recommended by Planning and Zoning Commission.
Preliminary Development Plan
Move City Council approve Preliminary Development Plan PLH25-0028 The Bower Dobson
for subdivision layout and housing product for a 23-lot single-family subdivision, generally
located ¼ mile east and south of the southeast corner of Dobson Road and Chandler
Boulevard, subject to the conditions as recommended by Planning and Zoning Commission.
7.
Use Permit, Move Human Performance
Move City Council approve, PLH26-0003 Move Human Performance, use permit time
extension to continue to allow an existing sports therapy and training facility in a Planned
Industrial zoning district within a Planned Area Development Overlay (I-1/PAD) located at
375 E Elliot Rd, Suite 7, subject to the conditions recommended by Planning and Zoning
Commission.

Agreement No. ED2-918-4422, Amendment 4 with 2060 Digital, LLC, for Digital Marketing
Services to Reach Visitors, Businesses, and Residents
Move City Council approve Agreement No. ED2-918-4422, Amendment 4, with 2060 Digital,
LLC, for digital marketing services, in an amount not to exceed $300,000, for the period of
one year, beginning March 1, 2026, through February 28, 2027.

Introduction and Tentative Adoption of Ordinance No. 5159, Regarding Drink or Food
Tampering
Move City Council introduce and tentatively adopt Ordinance No. 5159, amending the Code
of the City of Chandler, Chapter 11, by adding Section 11-20, Drink or Food Tampering.
TAWN KAO, Deputy City Attorney, presented a brief presentation.

o Adds new section to Chapter 11 of the Chandler City Code
o 11-20.1 DEFINITIONS. FOR PURPOSES OF THIS SECTION:
o A.” DRINK” means any beverage intended for human consumption, whether alcoholic
or nonalcoholic.

o B. “INTOXICATING LIQUORS OR DRUGS” include alcohol, narcotic drugs, dangerous
drugs, prescription drugs, prescription medication, or other chemical agents capable
of impacting a person’s mental or physical faculties.
o C. “WITHOUT CONSENT” means the individual has not knowingly and voluntarily
agreed to ingest the substance.
• Ordinance No. 5159
o 11-20.2 OFFENSE
It shall be unlawful for any person to knowingly, for a purpose other than
lawful medical or therapeutic treatment, place pour, mix, or otherwise
introduce or attempt to introduce into the drink or food of another person any
intoxicating liquor or drug without the knowledge or consent of that other
person.
• Ordinance No. 5159 will:
o Allow municipal enforcement
o Focus on misdemeanors
o Fill a gap in early intervention
• State Law?
o Under state law, it is a felony to administer intoxicating liquors, narcotic drugs or
dangerous drugs (A.R.S. § 13-1205) and adding poison or other harmful substance to
food, drink or medicine (A.R.S. § 13-3704)
o Felony prosecutions focus on cases resulting in impaired ingestion or physical
administration.
COUNCILMEMBER POSTON thanked staff for the presentation, which addressed her question.
She thanked Councilmember Harris for bringing the item forward, noting its importance and her
appreciation for the effort.
COUNCILMEMBER HARRIS thanked Councilmember Poston for highlighting the issue and noted
efforts with city leadership to equip law enforcement with needed tools in a growing city. He also
thanked Mayor and Council as well as staff for their support on this item.

Move City Council adopt Ordinance No. 5155 approving the abandonment of Temporary
Drainage Easement No. 2, located on the Rockefeller Group Chandler Crossroads property
at the northeast corner of Gilbert and Queen Creek roads that is no longer needed for
public use.

Resolution No. 5996, Intergovernmental Agreement Between the City of Chandler, the City
of Mesa, and the Town of Gilbert for a Downstream Impact Study Related to the SRP/CAP
Interconnection Facility
Move City Council pass and adopt Resolution No. 5996 authorizing an Intergovernmental
Agreement between the City of Chandler, the City of Mesa, and the Town of Gilbert for a
Downstream Impact Study related to the SRP/CAP Interconnection Facility.
14.
Professional Services Agreement, with Dibble CM, LLC, for the Arrowhead Meadows Water
Main Replacement Construction Management Services Located at Arrowhead Meadows
near Chandler Boulevard and Alma School Road
Move City Council award Professional Services Agreement No. WA2203.452, to Dibble CM,
LLC for the Arrowhead Meadows Water Main Replacement Construction Management
Services, in an amount not to exceed $558,437.

Professional Services Agreement with GHD, Inc., for the Arrowhead Meadows Water Main
Replacement Post-Design Services Located at Arrowhead Meadows near Chandler
