MINUTES OF THE
CHANDLER ARTS COMMISSION MEETING
TUESDAY, April 21, 2026
5:00 PM
Commissioners Present: Rosanna Lantigua, David Wilkinson, Shachi Kale, Liz Taylor, Julie 
Ray, Ramon De La O
Commissioners Absent: Darrell Dick, Mahfam Moeeni-Alarcon
Staff Present: Peter Bugg, Hanley Ange, Niki Tapia
CALL TO ORDER
The meeting was called to order at 5:05 PM by Shachi Kale
UNSCHEDULED /SCHEDULED PUBLIC APPEARANCES / CALL TO PUBLIC
APPROVAL OF MINUTES
a) Julie made the motion to approve the minutes from March 17, 2026. Shachi 
seconded the motion. The motion passed unanimously. 
DISCUSSION ITEMS
a. 2026-2027 Budget
a. Peter gave a general overview of the 2026-27 budget, highlighting planned 
contributions and proposed expenditures. There are over a million dollars in 
planned contributions. This will be an action item to vote on at the next 
meeting. David asked if $5,000 for “maintenance” covers the average yearly 
maintenance, and Peter answered that typically it does because usually 
insurance covers it as well. Rosanna and Shachi asked for clarification on the 
Forensics Services Building budget. Shachi asked if the commission needs to

use the entire budget in a fiscal year. Peter answered that this is not a “use it 
or lose it” situation and it’ll spill over into the next fiscal year if not used.
b. Forensic Services Budget
a. Peter would like to talk with Jeff Zischke about his proposed project budget 
and adjusting his artist fee and/or reach out to Daniel Nez and Miguel 
Godoy to let them know they have a slightly larger budget than planned. Liz 
shared that in her experience, artist fees typically cap out at 25% and Jeff’s 
41% artist fee is higher than what’s normally seen. David asked clarifying 
questions about artist fees. Peter will reach out to Jeff to have a 
conversation about a smaller artist fee.
c. Pre-approved artist list
a. Peter proposed that we have a pre-approved artist list. This would involve us 
putting out a call and from this call compiling a list of artists to choose from 
when projects pop up with smaller budgets, shorter timelines, etc.
ACTION ITEMS
a. Approve artist for Forensic Services Building
a. Due to additional funds in the budget, Peter proposed we approve Heidi 
Dauphin as an additional artist for this project. David approved Heidi as the 
additional artist for the Forensics Services Building. Shachi seconded the 
motion. Motion passed unanimously.
b. Approve funding for AJ Chandler Park sculpture relocation
a. Peter shared that he had a meeting where the relocation of this piece was 
quoted at 20k-40k. This estimate was based on a miscommunication, so Peter 
is waiting for a new quote, but it should be roughly around $10,000. David 
motioned to approve the $10,000 funds for the sculpture relocation to the 
Chandler Museum. Julie seconded the motion. Motion passed unanimously.
BRIEFING ITEMS
a. Ongoing public art projects
I.
Housing Murals
i. The murals are finished and the grand opening will be on Tuesday, June 
9, at 9am
II.
Traffic Boxes
i. Hanley shared that the boxes will be installed in the last week of April 
and the opening reception will be on May 6 at 9am. She will share more 
details next week.
III.
AJ Chandler Park – Ostrich Sculpture

i. Peter received the proposal from Matt today and will share it during 
the next meeting.
IV.
Goodyear Canal
i. Peter has a final design for this project that he is excited to share with 
the Mayor
V.
Traffic Management Center
i. No new updates on this. Artist has been picked, but the project is 
moving slowly.
VI.
Ostriches
i. Peter shared that the Serrano’s ostrich has found a new home at Espo’s 
and will be physically relocated soon. Peter is in early talks with Sprouts 
to hopefully find a new home for the vegetable ostrich. 
b. Maintenance projects

MEMBERS COMMENTS / ANNOUNCEMENTS
Rosanna shared that she is a juror for Greg Stanton’s student art competition and 
whichever student wins gets to have their artwork on display in the Capital building. Peter 
shared that he went to Georgia earlier this month and went to the Atlanta Botanical 
Gardens. In addition to the plants, they had interesting public art that he was inspired by. 
This past weekend Peter went to the Desert Botanical Gardens and recommended going 
to check out the installation on display there, called “Desert Pulse.” Shachi shared she also 
went to Desert Botanical Garden and was very impressed by the display and recommended 
it as well.
