RESOLUTION NO. HO190
A RESOLUTION OF THE PUBLIC HOUSING COMMISSION OF THE CITY
OF CHANDLER, ARIZONA AUTHORIZING THE CONVERSION OF 127
NORTH KINGSTON AND 130 NORTH HAMILTON, CHANDLER, ARIZONA
THROUGH U.S. DEPARTMENT OF HOUSING URBAN DEVELOPMENT
RENTAL ASSISTANCE DEMONSTRATION AND SECTION 18 DISPOSITION
PROGRAMS; AND AUTHORIZING THE CITY MANAGER TO SIGN ALL
AGREEMENTS AND RELATED DOCUMENTS ON BEHALF OF THE CITY
OF CHANDLER AND/OR THE CITY OF CHANDLER PUBLIC HOUSING
AUTHORITY.
WHEREAS, the Housing Authority of the City of Chandler, Arizona (the “Authority”) proposes
to convert 90 public housing units from 127 North Kingston and 130 N. Hamilton to a newly
constructed site named The Haven on Hamilton located on 73 S. Hamilton through a Rental
Assistance Demonstration ("RAD")/Section 18 Disposition Blend; and
WHEREAS, the Authority is eligible to apply for 90% of the units under the Section 18 Disposition
program, with the remaining 10% converting through RAD under guidelines of PIH Notice 2019-
23 REV 4 and PIH Notice 2024-40 Section III.B.1. Blending Section 18 Disposition Approvals
with RAD Conversion; and
WHEREAS, upon conversion to the Section 8 Project-Based Voucher (“PBV”) or Project Based
Rental Assistance (“PBRA”) program, The Haven on Hamilton project will adopt the resident
rights, participation, waiting list, and grievance procedures listed in RAD PIH Notice 2019-23,
REV 4 and comply with other applicable governing regulations.
NOW, THEREFORE, BE IT RESOLVED that the Public Housing Authority Commission of the
City of Chandler, Arizona, as follows:
Section 1.
Approves and authorizes the conversion of 90 public housing units to The Haven
on Hamilton through the RAD/Section 18 Blend and the proposed disposition of
the Property described therein.
Section 2.
Authorizes the City Manager, his designee, or the Authority's designated executive
director to execute all agreements and documents related to this conversion on
behalf of the City of Chandler or the Authority.
PASSED AND ADOPTED by the Public Housing Authority Commission of the City of Chandler,
