Resolution No. 6012, Adopting the Annual Budget; Setting Forth the Receipts and 
Expenditures; and the Amounts Proposed to be Raised by Direct Property Taxation for the 
Various Purposes for Fiscal Year (FY) 2026-27, and Adopting the 2027-2036 Capital 
Improvement Program (CIP) 
Move City Council pass and adopt Resolution No. 6012, adopting the Annual Budget in the 
amount of $1,869,056,483; setting forth the receipts and expenditures; and the amounts 
proposed to be raised by direct property taxation for the various purposes for FY 2026-27, 
and adopting the 2027-2036 CIP in the amount of $2,947,467,963, as presented or 
amended after the close of the public hearing. 
 
COUNCILMEMBER HARRIS stated that the budget process had been a lengthy effort and 
expressed appreciation to the City Manager, department directors, staff, and Council for their 
work in developing the proposed budget. He noted that the budget reflects input received from 
residents and the community and emphasized the City’s commitment to fiscal responsibility 
while maintaining quality-of-life services. He further expressed appreciation that the budget

continued funding important programs and services without significant reductions and 
congratulated the City Manager on his first full budget process.  
 
Action Agenda Motion and Vote 
Councilmember Orlando moved to pass and adopt Resolution No. 6012, adopting the Annual 
Budget in the amount of $1,869,056,483; setting forth the receipts and expenditures; and the 
amounts proposed to be raised by direct property taxation for the various purposes for FY 2026-
27, and adopting the 2027-2036 CIP in the amount of $2,947,467,963, as presented or amended 
after the close of the public hearing; Seconded by Councilmember Ellis.  
 
Motion carried unanimously (7-0). 
 
Current Events 
Mayor's Announcements 
MAYOR HARTKE noted the city celebrated the opening of Villas on McQueen, the newest 
affordable housing project and the first built through HUD’s Rental Assistance Demonstration 
program. This 157-unit development replaces two public housing communities built in the early 
1970s. He thanked Council for their support on this project.  
 
MAYOR HARTKE shared he attended the U.S. Conference of Mayors Annual Meeting where 
mayors from across the country focus on practical solutions facing local communities.  
 
MAYOR HARTKE thanked Council and staff for their efforts in developing the approved budget 
and Capital Improvement Program. He stated that the budget allows Chandler to maintain one 
of the lowest sales tax rates in the state, reduce the property taxes for the 11th consecutive year, 
preserve the City’s AAA bond rating, and continue providing services that reflect residents’ 
priorities.  
 
MAYOR HARTKE encouraged residents to vote in the primary election on July 21, where voters 
will elect a new mayor, three councilmembers, and consider Proposition 415, the proposed 2026 
General Plan. The deadline to register to vote is Monday, June 22. Residents can register online 
at BeBallotReady.vote or by calling Maricopa County Elections at 602-506-1511.  
 
Council's Announcements 
COUNCILMEMBER POSTON congratulated the new location of Angry Crab Shack for opening in 
Chandler. The restaurant is committed to participating in charitable initiatives. She wished a 
happy Father’s Day to her husband, Mayor Hartke and Councilmembers Orlando and Harris. 
 
MAYOR HARTKE noted there is some additional space within the development and suggested 
exploring opportunities to activate the space with a community-oriented use. He requested that

the City Manager work with the property owners to evaluate potential options and report back 
to Council.  
 
JOHN POMBIER, City Manager, acknowledged the request and stated that staff would review the 
matter. 
 
COUNCILMEMBER ELLIS thanked the North Miami Youth Commissioners for participating in the 
Council meeting and visiting Chandler. She wished everyone a happy Father’s Day and 
congratulated her daughter who graduated from medical school. 
 
MAYOR HARTKE also thanked the North Miami Youth Commissioners for visiting Chandler, and 
thanked Councilmember Ellis for coordinating their visit.  
 
VICE MAYOR ENCINAS encouraged the North Miami Youth Commissioners to continue their 
journey in public service and represent their community. He also announced the Pride Flag 
Raising Ceremony on June 18 beginning at 8:00 a.m. at the Downtown Chandler Library.  
 
COUNCILMEMBER ORLANDO shared that June 14 is Flag Day and shared the Chandler Museum 
is hosting the 27 Flags: Our History Through the Stars and Stripes exhibit.  
 
COUNCILMEMBER HARRIS welcomed the North Miami Youth Council and thanked 
Councilmember Ellis for coordinating their visit. 
 
COUNCILMEMBER HARRIS announced the Miss Juneteenth Pageant on Friday, June 12 beginning 
at 6:00 p.m. at the Chandler Center for the Arts. This pageant empowers young African American 
women to define and achieve their goals and uplift future generations.  
 
COUNCILMEMBER HARRIS shared that Juneteenth is the second oldest historical holiday in the 
United States, recognizing the emancipation of enslaved people. The city is hosting Culture 
Music in the Park on Saturday, June 13 at Dr. A. J. Chandler Park Stage Plaza beginning at 7:00 
p.m. 
 
COUNCILMEMBER HAWKINS announced the ribbon cutting for the Chandler Compadre’s branch 
and Teen Center for the Boys and Girls Club of the East Valley on Wednesday, June 24 beginning 
at 10:00 a.m. The improvements were funded jointly with the City of Chandler and Chandler 
Compadres to better serve youth and enhance safety.  
 
COUNCILMEMBER HAWKINS wished Chandler a happy Father’s Day. She also thanked the North 
Miami Youth Commission for visiting Chandler.

City Manager's Announcements 
MR. POMBIER said the nine-month budget process is a significant undertaking. He thanked 
department directors and city staff for their work on this year's budget.  
 
MR. POMBIER welcomed the North Miami Youth Commission to Chandler.
