RESOLUTION NO. 6010 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, ARIZONA, AUTHORIZING THE CHANDLER FIRE DEPARTMENT TO FILE ANNUAL APPLICATIONS FOR AMBULANCE RATE ADJUSTMENTS; AUTHORIZING THE MAYOR TO EXECUTE CONTRACTS OR INTERGOVERNMENTAL AGREEMENTS FOR RECIPROCAL BACK-UP AMBULANCE SERVICES; AUTHORIZING THE CITY MANAGER TO ENTER INTO CLINICAL TRAINING AGREEMENTS; AND AUTHORIZING ALL OTHER ACTION NECESSARY OR APPROPRIATE TO OPERATE AN EMERGENCY AMBULANCE TRANSPORTATION SERVICE IN THE CITY OF CHANDLER. WHEREAS, the City of Chandler Fire Department (“CFD”), with City Council authorization, has successfully completed the Arizona Department of Health Services (“ADHS”) application process and acquired a Certificate of Necessity (“CON”), required to operate an emergency ambulance transportation service in Arizona; and WHEREAS, CFD, with City Council authorization, has acquired, or is in the process of acquiring, the vehicles, equipment, and personnel needed to operate an emergency ambulance transportation service under the direction and authority of the Fire Chief; and WHEREAS, when the existing ambulance transportation service contract expires in January of 2027, CFD will be responsible for operating emergency ambulance transportation services in the City of Chandler; and WHEREAS, in order for CFD to properly operate emergency ambulance transportation services in the City of Chandler, CFD must be authorized to take various actions including, but not limited to, applying for ADHS-established rate adjustments, entering into Intergovernmental Agreements (“IGAs”) with neighboring jurisdictions for reciprocal back-up ambulance services, entering into clinical training agreements with regional hospital systems to obtain mandatory clinical training, and other action necessary or appropriate to serve the residents of the City of Chandler. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chandler, Arizona, as follows: Section 1. Subject to notification to City Council, authorizes CFD to file an annual application to ADHS for ambulance rate adjustments as calculated by ADHS. Section 2. Authorizes the Mayor of the City of Chandler to execute contracts or IGAs with other regional providers to provide for reciprocal back-up ambulance services, in a form approved by the City Attorney. Section 3. Authorizes the City Manager, or designee, to enter into clinical training agreements with regional hospital systems to obtain mandatory clinical training, in a form approved by the City Attorney. Authorizes CFD, the City Manager, or designee, and the Mayor of the City of Chandler to take all other action necessary or appropriate to carry out the purposes of this Resolution and operate emergency ambulance transportation services in the City of Chandler.
