CITIZENS’ PANEL FOR REVIEW OF POLICE COMPLAINTS AND USE OF FORCE SPECIAL MEETING MINUTES April 7, 2026 1. SCHEDULED/UNSCHEDULED PUBLIC APPEARANCES/CALL TO PUBLIC a. None 3. Approval of the Minutes a. Minutes of January 6, 2026 Panel member Schinke moved to approve the minutes of the January 6, 2026, Citizens’ Panel for Review of Police Complaints and Use of Force meeting. Panel member Martinez seconded the motion. The minutes were approved by all Panel members present. 4. ANNOUNCEMENTS a. Commander Shellum introduced the new staff liaison, Karen Arriaga b. Vice Chair Martinez announced a couple of events in April 5. ACTION AGENDA a. Presentation by SWAT, Det. David Parks and Det. Boaz on less lethal munitions b. Use of Force Summary Quarter 4 2025 There were questions and discussion, but no questions specific to the use of force. Panel member Vukadinovich moved to approve the summary, seconded by Panel member Enoch. The motion was approved by all Panel members present. 6. Discussion a. Vice Chair Martinez commended Officer Dalen on his efforts as an officer in the community. Panel member Ruiz seconded the commendation for Officer Dalen. 7. CALENDAR/FUTURE AGENDA ITEMS Next meeting will be Tuesday, July 7, 2026, at 6:00 pm. 8. INFORMATION ITEMS a. None ADJOURNMENT Panel member Whitaker moved to adjourn, seconded by Panel member Giammona. The motion was approved by all Panel members present, and the meeting adjourned at approximately 7:01 p.m.
