Learda. | ble “Assistant Chief Pon Cl « crip | Chief of Pdlice Professional Standards Section shall maintain Inspection files and reports, Introduction The Chandler Police Department's Professional Standards Section (PSS) is responsible for review, retention, tracking and analysis of all reportable use of force incidents. PSS is responsible for reviewing each incident and conducting a quarterly use of force report and an annual analysis to reveal patterns or trends that could indicate training needs, equipment upgrades, policy modifications, and/or other corrective measures. The quarterly use of force report is in accordance with CALEA standard 4.2.2 Written Use of Force Reports and Administrative Review. It is also in accordance with the Chandler Police Department General Order A-07.100.G Reporting and Inspections- Administrative Reporting- Accreditation Reports and E-01.400.E.9 Use of Force- Reporting and Review- Use of Force Review Board. The quarterly report will include a summary of the incident; race, gender, and age of subject to which force was applied; date, time, location and circumstances requiring force; documentation of injuries (officer and civilian) and medical treatment provided. The report will aiso include the Use of Force Review Boards deliberations and findings, and trends that may indicate policy or training modifications. Background The Chandler Police Department uses their internal Record Management System (RMS) to report all low and intermediate reportable use of force incidents. The employee(s) involved will prepare a report outlining the circumstances of the incident and complete the Use of Force Detail Page. Professional Standards Section is notified of the use of force incident through RMS, and this initiates the Use of Force Review process. PSS will request the employee's Chain of Command to review the incident to include all reports and body worn camera footage associated with the incident. Each member of the chain of command will document their use of force review in RMS. The Chandler Police Department has utilized the Use of Force Review Board since 2008. The Use of Force Review Board meets monthly to review the facts of the reportable use of force incident and determine whether the involved employee's action(s) were justified and within departmenta! policy. The board will examine all low and intermediate reportable use of force incidents to ensure adherence to departmental policies, ensure proper and accurate documentation and evaluate training needs. The board can refer the incident to the Professional Standards Section/Internal Affairs for further investigation and documentation if needed. Quarterly reports on intermediate and low-level reportable use of force incidents are prepared and shared with the Citizens’ Panel for Review of Police Complaints and Use of Force. Use of Force General Orders The Chandler Police Department General Order E-01 Use of Force consists of 100 (Overview), 200 (Options), 300 (Investigating Use of Force Incidents) and 400 (Reporting and ) Review). General Order E-01.200 lists different levels of force an officer can employ. These levels are classified as Low, Intermediate, and Deadly. Low Level Force consists of tactics and tools authorized to gain compliance, overcome resistance, or capture, control, and facilitate constraint when an officer is faced with resistance. This can include officer presence, verbal direction, empty hand control techniques, and OC Spray or High-Pressure Air Systems for area saturation. intermediate Level Force consists of tactics, tools, and munitions authorized to gain compliance, overcome aggression, or capture, contro! and facilitate constraint when an officer is faced with aggression or aggravated aggression. This can include OC Spray, tmpact Devices, Conducted Electrical Weapon, Strikes, Police Service Dog (K9), and Bilateral Vascular Restraint. Deadly Force is a level of force used to stop a threat that, in the manner of its use or intended use, is capable of creating substantial risk of causing death or serious physical injury. Officers may employ all techniques, weapons, and devices outlined in this general order and others that may be available. The Chandler Police Department recognizes the current Arizona statutory law dictating that no unnecessary or unreasonable force shall be used in making an arrest, and the person arrested shall not be subjected to any greater restraint than necessary for his detention. The Chandler Police Department stipulates officers must adhere to their training unless the situation justifies a deviation from that training. When an officer decides to use force during an incident, the officer must first consider Graham v. Connor factors which include the severity of the crime, whether the subject poses an immediate threat to the officer or others, whether the subject is actively resisting arrest or attempting to evade arrest by flight, and any other factors under the totality of circumstances that were present, A major factor in determining whether force is necessary depends on the behavior of the subject, The subject could decide to be compliant or resistant. The levels of resistance are classified into four different levels per Chandler Police Department General Order E-01.200. Compliance consists of a person who acknowledges direction or lawful orders given and offers no resistance or aggression. Resistance consists of actions taken by a subject to prevent a physical arrest or detention, without placing an officer, themselves or another person in jeopardy or physical harm. Aggression consists of actions taken by a subject to prevent a physical arrest or detention and may cause physical harm to the officer, themselves, or another person. Aggravated Aggression consists of actions taken by a subject to prevent a physical arrest or detention and may result in the death or serious bodily harm to the officer, themselves, or another person. Per General Order E-01.400 Use of Force- Reporting and Review, not all applications of force are required to be reported. Intermediate applications or attempted applications must always be reported. Low level applications must be reported only when they result in injury or complaint of injury. Medical attention must be offered when there is injury or complaint of injury. 2026 First Quarter Use of Force Review During the first quarter of 2026, the Chandler Police Department logged 2,315 combined arrests of adults and juveniles which resulted in a total of thirty-seven (37) low or intermediate reportable use of force incidents. There were twenty-seven (27) intermediate use of force Incidents and ten (10) low level use of force incidents, The use of force incidents occurred while Chandler Police Officers arrested or detained a subject under reasonable suspicion or probable cause. In some incidents there were multiple applications of force used by various officers. For this reason, there were fifty-eight (58) distinct applications of low and intermediate level of force. The thirty-seven (37) incidents resulted in only 1.6% of arrests by Chandler Police officers concluding with a use of force, The report does not include any firearm discharges or deadly force, and not any other force used during those incidents. All thirty-seven (37) low and intermediate levels of reportable use of force incidents were reviewed by the Use of Force Review Board. The board meets monthly to determine if the applications of force are justified in accordance with the policies of the Chandler Police Department. The following tables document the thirty-seven (37) incidents reviewed by the board for the months of January, February, and March of 2026. The tables also include the level and types of force used, demographics of the involved subject, injuries, contributing factors, and the board's findings. This report will deliver summaries of the twenty-seven (27) reviewed intermediate use of force incidents. The injuries sustained by the officers were minor in nature and consisted of scrapes, abrasions, cuts, and complaints of pain. The officers’ injuries stermmed from takedowns, body-to-body contact while on the ground, or from being physically assaulted by the subject. Thirty-one (31) subjects were injured or complained of injury/pain during the use of force incidents. The injuries sustained were minor in nature, consisting of abrasions, cuts, scrapes, contusions, swelling, complaints of pain, and CEW puncture wounds. Some of the incidents required transportation to the hospital for further medical evaluation. There were three (3) incidents that resulted in serious injury and required transportation to the hospital for further medical attention. The injuries consisted of two separate dog bites and a facial laceration that needed stitches. There were six (6) incidents that resulted in no injury. Injured officers and subjects were offered medical attention, which they received when requested. Medical treatment was either provided on scene by the fire department or at a hospital for more extensive care or evaluation. Total Injuries When Force Used Involved Subjects Officers Total 31 8 39 Medical Behavioral Emergency/Impaired by Alcohol or Drugs Twenty (20) subjects involved in low or intermediate use of force incidents were found to be a person under the influence of alcohol or drugs, experiencing a medical behavioral emergency, or a combination of impairments. There were two (2) subjects where it was unknown if they were under the influence or experiencing a medical behavioral emergency and fifteen (15) subjects where nothing was detected. Policy Violations Thirty-five (35) use of force incidents were found to be within policy. Two (2) use of force incidents were referred to PSS for further review. Training Issues The Use of Force Review Board identified six (6) use of force incidents with training recommendations. The training recommendations consisted of firearm muzzle discipline, additional articulation in report writing, use of deescalation and resources, decision making, articulation of pat down and need to ensure officer safety. The training recommendations were shared with the involved employee's chain of command and training unit to be further addressed. Conclusion The review of the 2026 first quarter use of force incidents revealed officers used the appropriate levels of force to effect the arrest or detention of subjects. This illustrates the use of force policy, defensive tactics training, board reviews, and overall departmental philosophy are aligned with established case law, statutory regulations, and the principles of community-oriented policing. Use of Force Summaries- First Quarter of 2026 The following pages are the twenty-seven (27) intermediate use of force incidents that were presented to the Use of Force Review Board for the first quarter of 2026. Incident Summary #1: Incident Report: 2026-3680 Call Type: Mental Health Related Date of Occurrence: January 10, 2026 Time of Occurrence: 0006 hours Personnel Involved: Sergeant Kerzie #5148 and Officer Parks #576 Force Used: Pepperball- Direct Impact and 40mm/37mm Subject: White Male- Hispanic, 48 years old Subject Actions: Resistance Summary: On January 09, 2026, officers responded to 875 West Pecos Road in Chandler with reference to a Suicide Attempt. The call notes indicated a male subject was armed with a pistol, extremely intoxicated, and wished to commit suicide. There was previous history at this location for domestic violence where the subject was trespassed from the location. Additionally, he was served with an order of protection listing the residence as a protected place, but it was no longer valid. Sergeant Kerzie #5148 was operating an unmarked vehicle and located a vehicle in the parking lot occupied by the male. For approximately one hour, members of the negotiation unit worked to have the male surrender himself so he could receive treatment. The male confirmed he was armed with a pistol and intended on shooting himself. Eventually, the male advised he would exit his vehicle, leave the pistol in the vehicle, and walk towards officers to follow directions. As the maie exited his vehicle and began to move towards officers, he immediately ran north into the complex where officers lost sight of him, Other officers then located him running near his vehicle. As officers approached the male, he moved behind cars and appeared to be taking a position of advantage while not following commands. It was unknown if he was armed at this time. The male then appeared to face in the direction of his vehicle. On January 10, 2026, at approximately 0006 hours, Sergeant Kerzie #5145 deployed several rounds of pepperball striking him in the lower right hip and waist area. The male stopped moving but faced away from Officer Parks #576 and appeared to move his hands into his waist band. Officer Parks feared he was reaching into his waist band to retrieve his firearm and deployed a single 40mm impact munition, striking him in the left buttocks. The male immediately stopped and placed his hands in the air. He was commanded to the ground and complied. The male was given commands to place his hands on his head but instead placed them on the ground and pushed himself up. Sergeant Kerzie #5145 deployed several more rounds of pepperball striking him on his right side. The male then moved to his knees and placed his hands behind his back where officers then placed him into custody. The male sustained injuries to his lower back, left buttocks, and forehead. He was evaluated by the Chandler Fire Department and transported to the hospital for further medical treatment. Photographs were taken of his injuries. The male was arrested for DUI and Open Container. The incident was captured on the officer's body worn camera. incident Summary #2: Incident Report: 2026-3911 Call Type: Other Felony Date of Occurrence: January 10, 2026 Time of Occurrence: 1749 hours Personnel Involved: Detective Miranda #874 Force Used: CEW- Probe Deployment Subject: White Female- Hispanic, 16 years old Subject Actions: Resistance Summary: On January 10, 2026, detectives responded to the area of West Galveston Street and North Arrowhead Drive in Chandler with reference to multiple reports of the sound of gunshots. There have been several previous calls for service in this same area for the sound of gunshots. Detective Miranda #874 was canvassing the area when he located four individuals walking westbound on West Carla Vista Drive from North Arrowhead Drive. Detective Miranda #874 announced police presence and ordered all individuals to sit on the ground. At that time, two of the subjects took a bladed stance, scanned the area and simultaneously disobeyed the commands by running westbound on West Carla Vista Drive. Detective Miranda #874 chased one male subject and observed the male reach into his waistband and produce a black handgun with an extended magazine. The male threw the black handgun into the backyard of a residence and continued to disobey lawful commands to stop. While chasing the male, Detective Miranda #874 heard someone pursuing him. He turned and observed a female subject just behind him attempting to remove an object from her waistband that he believed was a firearm. He disengaged from the male and pointed his department issued firearm at the female. She struggled to remove the object due to the object being entangled in her hoodie pocket. He lost sight of the female and male subject. Later, while at the corner of North Cholla Street and West Oakland Street, he observed the female subject jump from behind a low pony wall and continue to ignore commands while continuing to run. At approximately 1749 hours, Detective Miranda #874 deployed his Taser 10 and discharged nine probes. The final probe struck the female in the back inducing neuromuscular incapacitation, and she fell to the ground. She was taken into custody. It appeared only two taser probes struck the female. She sustained taser probe injuries and abrasions to her hands, Chandler Fire Department responded to provide / medical evaluation, and she was transported to the hospital for further medical attention. | Photographs of the injuries were taken. The criminal charges of Carrying a Deadly Weapon While Under 21 Years of Age were submitted. The incident was captured on the officer's body worn camera. Incident Summary #3 and #4: Incident Report: 2026-5646 Cali Type: Subject Stop Date of Occurrence: January 14, 2026 Time of Occurrence: 1609 hours Personnel Involved: Officer Kleindienst #800 Force Used: Strikes- Impact Push Subject: American Indian or Alaskan Native Male- Hispanic, 40 years old and American Indian or Alaskan Native Male, 25 years old Subject Actions: Aggression Summary: On January 14th, 2026, Officer Kleindienst #800 observed two people sitting at the bus stop near South Arizona Avenue and West Fairview Street in Chandler. He observed two large, clear bottles which held a clear liquid. He approached the two male subjects on foot. One male subject grabbed the large Vodka bottle and started to conceal it inside his backpack. The officer told the male he had already seen the bottle and to not put it in his backpack. The male continued to conceal the bottle inside his bag. Officer Kleindienst #800 grabbed the bottle and the subject's right arm and called for a backup unit. He told the male to let go of the bottle and place it onto the seat next to him. The male did not comply, and he had to pull the bottle out of his hands and place it on the seat next to him. He instructed the male to get up from the bus stop. The male did not comply, and the officer grabbed him and pulled him up. He informed the male he was under arrest for the open container of alcohol in public, The male turned away from him as he was attempting to place him in handcuffs. He pulled the male back and turned him towards the bus stop. The male continued to flex his muscles and tense up, not allowing Officer Kleindienst #800 to get the handcuffs applied. The male then started to put his left hand in his pocket after he had repeatedly disobeyed the commands and continued to show non-compliance. He commanded the male to stop putting his hands in his pockets. At approximately 1609 hours, Officer Kleindienst #800 impact pushed the male into the bus stop divider, who fell to the bus stop seats. The officer placed him in handcuffs. While placing the male into custody, another male began to yell at him and start to stand up. The male began waving his hands up and down. He commanded the male to stay seated and not to move, but he continued to yell at the officer. The male got up from his seat and started walking towards the officer. He puffed his chest out and flexed his arms out, showing aggression, while continuing to yell. Officer Kleindienst #800 impact pushed the male into the bus stop divider. He grabbed onto the male’s arm and held it in a control position behind his back until another officer arrived on scene and assisted with placing him into custody, Both males were arrested for Open Container in Public and Obstructing a Public Official. The first male received a laceration to his nose, which was photographed. He received medical attention at the hospital for medical clearance. The second male had no injuries, The incident was captured on the officer's body worn camera. Incident Summary #5: Incident Report: 2026-5788 Call Type: Traffic Stop Date of Occurrence: January 14, 2026 Time of Occurrence: 2115 hours Personnel Involved: Detective Castlegrante #768 and Sergeant Kerzie #8148 Force Used: CEW- Probe Deployment x2, Empty Hand Control Techniques- Injury Subject: Black Male, 17 years old Subject Actions: Resistance Summary: On January 14, 2026, Detective Castlegrante #768 was patrolling the parking lot of Chandler High School when he observed a vehicle leaving the school parking lot. He visually identified the front-seat passenger from prior police investigations in which he was found to be illegally in possession of firearms. He conducted a records check on the vehicle and learned the registration was suspended due to no current insurance. Detective Castlegrante #768 initiated a traffic stop and the vehicle yielded on East Erie St, just east of North Arizona Avenue. As the vehicle was slowing, he observed the front seat passenger making furtive movements inside the vehicle consistent with attempting to hide or retrieve an item. Once the vehicle stopped, the male front seat passenger exited the vehicle and fled on foot while holding a black backpack. Detective Castlegrante #768 gave chase and issued repeated verbal commands for the male to stop and drop the backpack. The male failed to comply and continued running. While running, the male was holding the backpack at his side and he heard metal clinking inside the backpack which he believed likely contained a firearm. The male then brought the backpack in front of his body and began attempting to open it and reach inside. At approximately 2115 hours, Detective Castlegrante #768 deployed his issued Taser (CEW), firing all probes to stop the male. The deployment was ineffective, as none of the probes made contact. He continued pursuing the male as he jumped over a short wall into a residential backyard. The male threw the backpack over an adjacent wall and attempted to climb over it. The detective grabbed the male and pulled him to the ground. The male actively resisted arrest by forcefully using his body weight to push himself up. He attempted to control the male in a prone position, however, he fought out of his grip and rolled onto his back, facing the detective in a defensive posture. The male again attempted to stand and the detective took him back to the ground, Sergeant Kerzie #5148 arrived to assist and the male continued to resist and failed to comply with commands. The sergeant observed his left hand moving towards his waistline and his right hand tucked under his body. Sergeant Kerzie #5148 deployed his Taser (CEW), firing five probes into the back of the male, which was effective. The male was taken into custody. The male sustained taser probe injuries and an abrasion to his face, elbow, hands, and knee. Detective Castlegrante #768 sustained abrasions to the tops of both hands and a bloody nose. Chandler Fire Department responded and provided medical evaluation. The injuries were photographed. The incident was captured on the officer's body worn camera. The male was arrested for weapon offenses and resisting arrest. Incident Summary #6: Incident Report: 2026-500012 Call Type: Assist Other Agency Date of Occurrence: January 18, 2026 Time of Occurrence: 0251 hours i Personnel Involved: Detention Officer Ramos #21036 Force Used: Strikes Subject: White Female, 43 years old Subject Actions: Aggression Summary: On January 18, 2026, Gilbert Police Department transported a female detainee to the Gilbert Chandler Unified Holding Facility (GCUHF) and advised the female had been actively kicking and screaming while secured in the vehicle. The female was escorted from the vehicle to Cell 12. Multiple direct verbal commands were issued by GCUHF's staff instructing the female to stand up and walk to the cell under her own power, however, all commands were refused. During the escort, she refused to walk and was carried by officers. Once inside Cell 12, the female was placed in a prone position with her hands secured in handcuffs behind her back. While being escorted and placed on the ground, she tensed her body, actively resisted staff directives, kept moving her legs, and continued shouting profanities. A Chandler Police Officer and Detention Officer Ramos #21036 began conducting a prone pat-down search for contraband and personal property. The Chandler officer attempted to remove the female's earrings while she was positioned on her right side and the female attempted to bite the officer's right ankle multiple times. In response to the active assaultive behavior, and at approximately 0251 hours, Detention Officer Ramos #21036 delivered three closed fist strikes on the female’s back to gain compliance and issued commands to stop biting officers. She refused compliance and continued verbal abuse toward staff. Ultimately, the staff gained control of the fernale. The female did not request medical attention and there were no reported injuries. The incident was captured on the GCUHF video surveillance cameras. Incident Summary #7: Incident Report: 2026-7673 Call Type: Trespass- SWAT Date of Occurrence: January 19, 2026 Time of Occurrence: 0024 hours Personnel Involved: Officer Willa #959, Officer Kang #947, Officer Kararia 850, Officer Furstner #766 Force Used: CEW- Probe Deployment, Strikes- Impact Push, Pepperball- Direct Impact, 40mm/37mm Subject: White Male- Hispanic, 46 years old Subject Actions: Aggravated Aggression Summary: On January 19, 2026, officers responded to a report of a trespass at Arizona General Hospital located at 1064 East Ray Road in Chandler. Dispatch advised the reporting party requested a trespass after a male arrived on a motorcycle, approached several females in the parking lot asking to use a cell phone, requested jumper cables, and then drove around the parking lot. Dispatch advised the registered owner of the motorcycle had an active felony warrant. Officers arrived on scene and located the male in front of the Safeway entry doors at 1060 East Ray Road. As officers approached the male and asked if he had any weapons, he dismounted the motorcycle and stated he had a pocketknife. He then removed the pocketknife, pressed it against the left side of his neck and began cutting himself, He failed to comply with officers’ commands to drop the knife. Officers attempted to negotiate with the subject but had no success. At approximately 0024 hours, Officer Willa #959 deployed multiple probes from a CEW, which resulted in neuromuscular incapacitation (NMI). Officer Kang #947 was equipped with a shield and pushed the male into a row of shopping carts behind him. The male stumbled into the carts but never fell to the ground. He began to pull the Taser wires from his body while still holding the knife in his hand, Officer Willa #959 deployed additional Taser probes, however they were ineffective. A total of nine taser probes were deployed. SWAT was called to assist. Negotiations were attempted with a Chandler PD SWAT negotiator, but the male still refused to comply. Officer Kararia #850 deployed pepperball for area saturation, along with direct impact on the male's chest, and then again for further area saturation but it didn't have the desired effect, Officer Furstner #766 deployed one 37mm projectile striking the male's right flank area while another officer deployed a diversionary device. There was still no compliance. Officer Furstner #766 launched another 37mm projectile round striking him in the left forearm area. The male then dropped the knife and complied with commands where he was taken into custody. Chandler Fire provided medical evaluation, and he was transported to the hospital for further medical treatment. The male sustained injuries to his neck, chest, left arm, right side and both his legs. The injuries were photographed. The male was arrested for the active felony warrant. The incident was captured on the officer’s body worn cameras, Incident Summary #8: Incident Report: 2026-8397 Call Type: Domestic Disturbance / Fight Date of Occurrence: January 20, 2026 Time of Occurrence: 2145 hours Personnel Involved: Officer Camacho #749 and Officer Mckinnies #954 Force Used: OC Spray and Strikes Subject: American Indian or Alaskan Native Male, 34 years old Subject Actions: Aggravated Aggression Summary: On January 20, 2026, officers responded to 3565 West Butler Street in Chandler with reference to a Domestic Disturbance / Fight. Upon officers’ arrival, the officers had family members exit the residence due to the male suspect being aggressive, throwing items around and using vulgar language towards family members. The male subject was known to have a history of DV Assault and multiple arrests. The male locked himself in a bedroom and refused to comply with police commands to open the bedroom door. Officer Camacho #749 exited the residence and went to a previously damaged window to gain access to the bedroom. Officer Camacho #749 observed the male sitting in a dark room on the bed with no shirt on and yelling into a cell phone. The male continued to refuse commands to open the locked door. The male had an outstanding felony warrant along with City of Chandler warrants. After multiple commands to follow officer's directions failed, Officer Camacho #749 deployed OC Spray to the male's face area to gain compliance at approximately 2145 hours. Officers entered the broken exterior window and unlocked the bedroom door where several more officers entered the bedroom. During the arrest of the subject, he continued to be non-compliant with officer's orders and struggled with officers trying to handcuff him. During this time, the subject grabbed Officer McKinnies' #954 duty belt and vest, at which time Officer McKinnies #954 delivered one fist strike to the male's face. After the subject was turned onto his stomach on the ground, he trapped his hands underneath his body and refused to put his hands behind his back. Officer McKinnies #954 then delivered multiple fists strikes to the lower back of the subject until he complied and put his hands behind his back. The subject was then placed into custody. Involved: Sergeant Janda #5161 Force Used: Strikes Subject: White Male, 29 years old Subject Actions: Aggression Summary: On January 22, 2026, Sergeant Janda #$161 was conducting bicycle patrol near South Arizona Avenue and East Willis Street in Chandler when he heard someone yelling in a way that sounded angry. He observed a white SUV on the south side of the road and saw a male subject standing outside the car. Based on the volume, the language, and posture of the person, Sergeant Janda #5161 believed there was some kind of fight or altercation occurring. As he got closer, he could see there were two male subjects and that one male subject was yelling at the other. The younger male was yelling something about dying and using profanities towards the other person. As he began to cross the road towards the subjects, he heard dispatch voice someone was calling 911 from the same area and believed it must be the same subjects. As he crossed the road, one male subject saw him. The subject's behavior immediately became more aggressive. He turned towards the sergeant and began running directly at him while saying, "Sir I'd like to die. I'm going to fucking kill you." By the time Sergeant Janda #$161 dismounted from his bike, the male was already close enough to touch him. His fists were balled and in front of him as if preparing to fight. Sergeant Janda #5161 did not see any weapons in his hands but did not have enough time to fully assess the male. Sergeant Janda #5161 yelled at him to sit down and stuck his left hand out to keep him away from him. At approximately 1438 hours, Sergeant Janda #8161 delivered a fist strike to the left side of his face with his right hand. The male fell to his right onto the ground and rolled onto his back. The sergeant rolled him onto his stomach and put him in handcuffs. There were no injuries observed and the male denied medical treatment. Incident Summary #10: Incident Report: 2026-9214 Call Type: Subject Stop Date of Occurrence: January 22, 2026 Time of Occurrence: 1553 hours Personnel Involved: Detective Farrow #729 and Sergeant Kerzie #8148 Force Used: 40mm / 37mm and CEW- Probe Deployment Subject: American indian or Alaskan Native Male, 36 years old Subject Actions: Aggression Summary: On January 22, 2026, detectives were working a planned apprehension of a male subject for fleeing from law enforcement and who also had an extensive criminal history to include aggravated assault, weapons misconduct, prohibited possessor, and was listed as an investigative lead for a homicide. During the arrest, the male became verbally confrontational, dropped hands multiple times, and refused to comply with commands. The male was instructed to place his hands on top of his head and interlace his fingers multiple times, but he was slow to comply. Without being directed to do so, the male began walking towards the contact team. He was instructed to stop, place his hands on top of his head and turn away from them. He eventually placed his hands on top of his head yet continued being verbally confrontational. He was only several yards away from the contact team at this time. He began to turn away as instructed, but as he was doing so, he turned back in their direction and quickly dropped his hands downward from his head towards his sides. At approximately 1553 hours, Detective Farrow #729 deployed a single 37mm less- lethal impact round to the front of his right quadricep. Sergeant Kerzie #8148 deployed his Taser 10, firing three probes which was effective and the male fell to the ground. He was taken into custody. The male was arrested for Failure to Yield. The Fire Department responded to provide medical treatment, but the male refused treatment. The maie sustained an injury to his right quadricep above the knee and taser probe injuries. Incident Summary #11: Incident Report: 2026-12086 Call Type: Unknown Problem Date of Occurrence: January 29, 2026 Time of Occurrence: 0608 hours Personnel Involved: Officer Parker #955 Force Used: CEW- Probe Deployment Subject: White Male, 27 years old Subject Actions: Aggravated Aggression Summary: On January 29, 2026, officers responded to the area of North Pennington Drive and West Chandler Boulevard in Chandler reference an unknown problem. The caller stated he needed help and made statements they were killing his family. The phone number history was linked to a male subject who had an arrest warrant out of Mesa Police Department. Dispatch advised the male had a history of being hostile towards police and had been charged with aggravated assault in the past. While on the way to the call for service, the male hung up and called back again stating they were dying. The male was mapping in front of Dennys near North Pennington Drive and West Chandler Boulevard where a worker could be heard in the background. When the officer arrived on scene at Denny's, they learned the male had left and was walking towards North Pennington Drive and West Chandler Boulevard, As the officer approached the male, he began fleeing on foot east on West Chandler Boulevard. The male ran into the parking lot of a business center located at. 1600 West Chandler Boulevard. The male subject then jumped a concrete wall to go back towards West Chandler Boulevard and fell over the wall. Officer Parker #955 jumped the wall after him and observed him crawling on the grass to get back to his feet. Officer Parker #955 told the male to stop. The male turned towards the officer and lifted an unknown object into the air with his right hand and threw the object towards the officer's face with a significant amount of force. The officer was able to protect his face from being struck by the item. Due to the subjects aggravated aggression towards the officer, he deployed his Taser at approximately 0608 hours firing three probes to generate neuromuscular incapacitation (NMI) and the male fell to the ground. The male subject struck his face on the edge of the concrete when he fell and had a large laceration that was bleeding heavily from his forehead area, The male continued to be non-compliant with commands and actively resisted arrest. Other officers arrived on scene and the male was placed into custody. While awaiting Chandler Fire Department, the male bit an officer causing injury. The male was transported to the hospital for further medical treatment. The male's injuries were photographed. The male was arrested for Aggravated Assault on Law Enforcement. He observed a vehicle with a suspended registration and he initiated a traffic stop near the intersection of South Nebraska Street and West Fairview Street. The vehicle continued westbound and was slow to yield despite having ample opportunity to stop. The vehicle eventually yielded to the left side of the roadway. Once the vehicle came to a complete stop, the driver immediately opened the driver's side door and fled on foot. The male subject was dressed in dark baggy clothing and running while holding his hands near his waistband. He fled eastbound through a grassy area toward South Nebraska Street. During the foot pursuit, the male repeatedly reached toward his waistband while looking back at the detective. Detective Gutierrez #864 drew his Taser 10 and gave a warning of being tased, but the male continued to avoid apprehension. The male ran through a rear gate into the property located at 660 South Palm Lane near the playground area. As the detective continued closing distance behind him, the male forcefully swung the gate shut striking the detective. After passing through the gate, the male continued to flee while repeatedly reaching toward his waistband. At approximately 1956 hours, Detective Gutierrez #864 deployed his Taser 10 firing 5 probes, however it was ineffective. The male then complied with commands and was taken into custody. The male did not request medical attention. One taser probe contacted the male’s back. The male was arrested for several warrants and Interfering with Duties of a Public Official. Incident Summary #13: Incident Report: 2026-14489 Cail Type: Warrant Date of Occurrence: February 3, 2026 Time of Occurrence: 1037 hours Personnel Involved: Detective Diaz #787 and Sergeant Sanchez #8143 Force Used: Pepperball- Direct Impact, Pepperball- Direct lmpact Subject: White Male, 55 years old Subject Actions: Aggression Summary: On February 3, 2026, the Chandler Police Department Criminal Apprehension Unit (CAU) was assisting in a coordinated warrant operation and was assigned a male suspect who had an extensive and violent criminal history. CAU was tasked with apprehending the suspect for an active felony warrant related to a narcotics trafficking organization, Detectives positively identified the male at his residence, 2146 East Taylor Street Unit #11 in Phoenix during surveillance. The male eventually exited his apartment carrying a trash can and he walked down the exterior stairwell toward a dumpster. As he approached the dumpster, detectives moved in simultaneously and initiated contact by giving verbal commands to put his hands in the air. He refused, became verbally non-compliant, and assumed a bladed stance while using the trash can as a shield. After multiple commands, Detective Diaz #787 deployed 3 - 4 Pepperballs to his lower torso to gain pain compliance at approximately 1037 hours. The male became upset, raised the trash can, and acted as if he was going to throw the trash can at the detectives. He did not throw the trash can but instead used it as a shield while continuing to not listen to commands. Detective Diaz #787 deployed 2 -3 additional Pepperballs to the male's upper torso and he began retreating backwards while still using the trash can as a shield. Detective Diaz #787 deployed 2 - 3 additional Pepperballs to his upper torso, but the male continued to be non-compliant. Sergeant Sanchez #5143 deployed multiple rounds of Pepperball, striking the male approximately 5 - 6 times in the midsection. Detective Diaz #787 deployed 2 more Pepperballs to his lower body and he finally dropped the trashcan and retreated backwards behind a parked vehicle. One hand was raised but the other hand was near his beltline, Sergeant Sanchez deployed a distraction device near the vehicle to disrupt the male's decision-making process and interrupt his actions. He then came out to the middle of the parking lot with his hands in the air but still not listening to commands properly. As he continued to be non-compliant with commands, Detective Diaz #787 deployed an additional 3 - 4 Pepperballs to the left side of his torso. He finally became compliant and was taken into custody. The Phoenix Fire Department responded to evaluate the male as he complained of difficulty breathing. He was transported to Valleywise Hospital for further medical treatment. The male sustained visible welts to his abdominal and back areas. Photographs of his injuries were taken. The male was later booked for the felony warrant. Incident Summary #14: Incident Report: 2026-15648 Call Type: Traffic Stop- SWAT Date of Occurrence: February 5, 2026 Time of Occurrence; 2043 hours Personnel Involved: Officer Furstner #766 and Officer Thomas #801 Force Used: 40mm/37mm and K9 Subject: American Indian or Alaskan Native Male, 26 years old Subject Actions: Aggravated Aggression Summary: On February 5, 2026, Detectives with the Street Crimes Unit and Patrol Officers were involved in a traffic stop at South Arizona Avenue and East Riggs Road in Chandler when an officer involved shooting occurred. The male suspect shot multiple rounds at police officers and detectives during the incident. Officers returned fire and the male fell in front of the business at 25710 South Arizona Avenue in Sun Lakes. The male failed to comply with officers’ commands and were unable to determine whether he remained armed, whether he was incapacitated or intentionally feigning death. The SWAT team was requested. A plan was developed to use combined options on the suspect, which consisted of a diversionary device and a 37mm round being deployed at the suspect, while simultaneously releasing the K9 on the suspect. The severity of the crime was attempted homicide due to shooting at police officers. His propensity for violence endangered both law enforcement and nearby civilians. At approximately 2043 hours, a detective deployed a light and sound diversionary device, Detective Furstner #766 deployed a 37mm round, and Officer Thomas #801 deployed his K9 almost simultaneously to disorient and distract the male. Officer Furstner #766 advised he was aiming for the large muscle group of the suspects’ upper leg or buttocks, but when the suspect flinched at the flashbang deployment, the round struck him in the torso instead, The K9 seized the male by the buttocks initially and later by the arm. The male began responding to the painful stimulus since he was being actively bitten by the K9, The SWAT Team Members were able to advance, remove the K9 from the suspect and detain him in handcuffs without further use of force. The SWAT team members provided medical attention until the fire department arrived and the male was transported to the hospital for further medical attention. He was arrested for Aggravated Assault, Disorderly Conduct- Weapons, and Possession of Weapon by Prohibited Possessor. From this use of force incident, the male sustained a K9 bite to his right arm and an impact bruise to his left torso. Photographs of the injuries were taken. Incident Summary #15: Incident Report: 2026-16687 Call Type: Subject Stop Date of Occurrence: February 7, 2026 Time of Occurrence: 2323 hours Personnel Involved: Officer Dalen #884 Force Used: Strikes Subject: White Male- Hispanic, 22 years old Subject Actions: Aggression Summary: On February 07, 2026, a group of citizens flagged Officer Dalen #884 down in the Downtown Chandler Bar District reporting a male had just assaulted a female and damaged a passing vehicle. The citizens pointed to the involved male who was walking and following a female. Officer Dalen #884 developed reasonable suspicion and probable cause for criminal charges. The officer positioned his police vehicle between the male and female on North San Marcos Place just south of West Commonwealth Avenue. He activated his overhead fiashing red and blue lights, notified dispatch, requested an additional unit, and began to exit his vehicle to detain the male. Immediately upon opening his door, the male turned and closed the distance between Officer Dalen’s vehicle and himself while yelling profanities and throwing his arms up. The male was wearing a baggy shirt that hung below his waistband which could conceal weapons. The male then either pushed or used his foot to kick the patro! vehicle door, causing it to partially close on the officer. Officer Dalen #884 pushed the door back open and exited his vehicle. The male swung his left arm at the officer, pulled his pants up, balled his fists, and then took a fighting stance. At approximately 2323 hours, Officer Dalen #884 used his right fist to punch the male in the face one time and yelled commands to get on the ground. The male fell to the ground but then posted his feet and hands and began to stand back up. As he began to stand up, the male yelled profanities again still displaying aggression. The officer used his right fist to again punch the male in the face, causing him to fall back again. This time the male obeyed commands to stay on the ground. The officer grabbed onto his arms and pulled him onto his stomach into a handcuffing position. The male resisted arrest and began to pull his arms away from his back. The officer was able to overcome his resistance and apply handcuffs. Other officers arrived on scene and assisted. The male sustained a laceration above his left eye near his eyebrow and had swelling on both eyes. A smaller laceration under his right eye was also observed. The fire department responded and rendered aid to the subject, He declined to be transported by ambulance but was later transported to the hospital by officers where he received further medical treatment and received stitches above his left eye.
