Absent: Steve Gallardo, Supervisor, District 5 Also present: Juanita Garza, Clerk; Joy Rich, County Manager; Andrea Cummings, Legal Counsel (remote); Maria Ceaglske, Minutes Coordinator. PRESENTATION 1. PRESENTATION REGARDING THE FY 2022 BUDGET - MARICOPA COUNTY CLERK OF THE SUPERIOR COURT Jeff Fine, Clerk of the Superior Court Nancy Rodriguez, Chief Deputy Michael Nimtz, Deputy Director (C-06-21-371-X-00) The presentation was given by Jeff Fine, Clerk of the Superior Court. He introduced his Chief Deputy Clerk, Nancy Rodriguez, and Deputy Director, Michael Nimtz, and noted the great job they have done preparing the budget. He thanked the Board for their conservative approach to the budget and finance. Mr. Fine stated this has contributed substantially to the economic health of the County as the County has been able to weather difficult economic times. Informal Meeting Minutes Monday, February 08, 2021 Page 2 of 5 Mr. Fine reviewed the Strategic Focus slide above. He noted there were about 60 different improvements. He said more has been accomplished in the last year than in the last decade due to COVID restraints. This focus provided more services online to people, so they do not have to take off work or deal with traffic issues downtown. Mr. Fine said they will continue to pursue opportunities for collaboration with stakeholders on joint initiatives and implementing seamless operations. One example is partnering with the Arizona Supreme Court to improve the digital evidence system. Mr. Fine reviewed the No New Resources Requested slide above. He noted that new mandates are expected from the legislative session and Mr. Fines said he was not sure which ones will move through, but he is confident they can be addressed within the current budget. Informal Meeting Minutes Monday, February 08, 2021 Page 3 of 5 Mr. Fine reviewed the Technology and Innovation slide above and explained each bullet point and how each would enhance the office. He explained the attributes of “Intelligent Capture” and how it will free staff to perform other duties such as quality control. Mr. Fine explained how the development of a minute entry distribution application will allow the development of a more convenient routing of minute entries and abbreviated ways for staff to utilize less time in generating the documents. He said as technology advances, the role of staff is changing. Mr. Fine reviewed the New Online Services slide above and explained the highlighted services and how they would allow the office to serve the public more efficiently. Mr. Fine gave a brief synopsis concerning online payments and how useful it is for many to be able to pay their fines and fees online. Informal Meeting Minutes Monday, February 08, 2021 Page 4 of 5 Supervisor Gates thanked Mr. Fine for the posts he placed on Facebook everyday telling of his experience with COVID. He said it is important that people know that COVID is a real illness. Supervisor Gates asked if online marriage license applications are used in every instance or only in certain circumstances. Mr. Fine asked Michael Nimtz to speak to the marriage license inquiry. Mr. Nimtz said there were some limited exceptions for applying online for the marriage licenses but applying online is available to all citizens. Mr. Fine reviewed the Our People and Retaining Talent slide above. He noted how important it is to have people working in the office amid the increase of technical functions. This is why some positions are being converted to technical positions. He stated he appreciated the staff engagement and leadership. Mr. Fine concluded his presentation and thanked the Board and County Manager, Joy Rich, for their support and approach to management. Chairman Sellers thanked for Mr. Fine for his comprehensive presentation. Supervisor Chucri thanked Mr. Fine for his presentation and noted how well Mr. Fine complimented the office he took over. 2. EXECUTIVE SESSION Vote to convene in Executive Session to consider the items on the Executive Agenda dated Monday, February 08, 2021, for Board of Supervisors and relevant Special Districts pursuant to the statutory authority listed for each item.
