An evacuation is imminent/happening To the U.S. designated Port(s) of Entry NERF Arizona State Emergency Repatriation High Level Operational Plan Standard Operating Procedures (SOPs) 2022 10/24/2022 2 WHO WHAT WHY WHEN WHERE Reference Department of Emergency and Military Affairs (DEMA) (Operational Communications, Logistics and Supply Chain Mgmt (Finance), Mass Care Services, Operational Coordination, Situational Assessment) ● Provide support to DES in the event DES is unable to make notifications to the necessary responsible/support agencies. ● If after hours notification is necessary, DEMA can support DES through the DEMA Duty Officer. ● DEMA's communicator systems as the back-up notification support ● DEMA is the primary resource to provide cell phones/charging stations at the ERC, if resources are available. ● Hold Finance briefing with agencies responding to event ● Assist with Event Response Cost Documentation. ● Assist with documentation gathering from all agencies involved. ● Submission of documentation to HHS ● Provide at least (2) liaisons to the ERC upon request. ● Process resource requests utilizing 213RR forms. ● Provide connections with human and social services contacts DEMA will support in the event DES is unable to make necessary notification in a timely manner. Jefferson St., Phoenix, AZ 85007 On file with DES Arizona State Emergency Repatriation High Level Operational Plan Standard Operating Procedures (SOPs) 2022 10/24/2022 5 WHO WHAT WHY WHEN WHERE Reference Maricopa County Department of Public Health (MCDPH) ● Under the direction of CBP, board the plane with initial passenger instructions if requested ● If there is a suspected communicable disease of concern or if the plane is in-bound from an area with a known highly infectious disease, follow the protocols in the Communicable Disease Emergency Response Plan co-authored with Phoenix Sky Harbor which includes but is not limited to: ● Under the direction of CBP, board the plane with initial instructions for passengers who may be exposed to an infectious disease. ● Conduct disease surveillance ● Coordinate isolation ● Coordinate with ADHS and local healthcare community to provide risk communication messages, and situational awareness for all hospitals and out-patient facilities in Maricopa County Identify and address any emergent medical care needs To prevent the spread of communicable disease Immediately upon arrival. Ability360 can provide the equipment, transportation, and expertise in this area.
