Attachment B 2 Planning and Development Department April 15, 2025 Abandonment Staff Report: ABND 250011 Project# 93-0000452 Council District: 3 Location: 2851 East Turquoise Drive Applicant: Michael Jarosz Request to abandon: To abandon a 17-foot wide drainage easement that is located on the east side of 2851 East Turquoise Drive. Purpose of request: The applicant states that based on aerial views the drainage easement is no longer necessary because of developments south of property. 3 City Staff Comments and Recommendations: PDD Civil Reviewer – Michelle Flores Recommend approval with the following comment: 1. Any new structure must be a 1:1 (horizontal location to water/sewer depth) horizontal distance away from the existing sewer line location on the neighboring site. WSD may require additional loading analysis. Include a diagram (on site plan to be stamped by Site) showing the 1:1 influence zone clear for the existing sewer line. Water Services Department – Donald Reynolds WSD has NO stipulations for this abandonment. PDD Site Planner – Dru Maynus Recommend approval. Street Transportation Department Utility – Andrea Diaz The Street Transportation Department Utility Coordination section has no comments. 4 Street Transportation Streetlight Section – Jason Fernandez Recommend approval with the following comment: 1. The requested abandonment contains an overhead streetlight circuit feeding city owned streetlight on Turquoise Dr. Reason for abandonment indicates proposed development. Proposed development will require a new underground fed streetlight to be installed within the City of Phoenix Right of Way. Existing Streetlight number is 11758. The request of abandonment ABND 250011 is conditionally approved and will be forwarded to City Council for formal adoption and recordation. This conditional approval has been reviewed and approved.
