Call to Order 
Chairwoman Stark called the Land Use and Livability Subcommittee to order at 10:01 
a.m. with Vice Mayor Guardado and Councilwoman Williams present.
Call to the Public 
Jerry Van Gasse, resident, shared his concern regarding the lack of public meetings for 
the new Cholla Access Trail in the Phoenix Mountain Preserve. 
Councilmember Garcia joined the meeting. 
Ginnie Ann Sumner, resident, spoke about graffiti in Piestewa Peak Park. She asked 
the City to find different solutions for removing graffiti rather than continuing to paint 
over it.  
Elizabeth Venable, resident, advocated for homelessness being addressed with a 
housing first solution.  
1. For Approval or Correction, the Minutes of the Land Use and Livability
Subcommittee Meeting on Jan. 15, 2020
Councilwoman Williams made a motion to approve the minutes of the Jan. 15, 2020
Land Use and Livability Subcommittee. Vice Mayor Guardado seconded the motion
which passed unanimously, 4-0.
Items 2-4 were for consent action. No presentations were planned but staff was 
available to answer questions.  
Vice Mayor Guardado made a motion to approve consent items 2-4. Councilwoman 
Williams seconded the motion which passed unanimously, 4-0.

2. HUD Annual Actions: Annual Agency Plan, 5-Year Plan, Housing Choice 
Voucher Administrative Plan, Admissions and Continued Occupancy Policy, and 
Capital Fund Program

Ginnie Ann Sumner, resident, asked that funding be allocated in the next budget to 
address maintenance concerns at Old Cross Cut Canal Park.   
7. Information Regarding Acquisition of Real Property from Arizona State Land 
Department for the Phoenix Sonoran Preserve 
Councilwoman Williams asked if staff has identified additional parcels for the Phoenix 
Sonoran Preserve that the City hopes to acquire in the future.  
 
Parks and Recreation Director Inger Erickson responded there is a plan that has 
identified parcels. She shared this specific parcel is included in the plan and will go to 
auction in September. Additionally, Ms. Erickson explained there are also individuals 
looking to donate parcels. Councilwoman Williams asked if residents receive a tax 
deduction for donated land. Ms. Erickson responded donors can receive a tax 
deduction. 
 
8. Housing Department Capital Improvement Program Update
