AFFORDABLE HOUSING DEVELOPMENT PROJECT (ORDINANCE S-
51500)

This item was continued from February 19, 2025, City Council Formal meeting to March
5, 2025, to provide the proposed awardee time to return with additional information
responding to discussion that was held at the February 19 City Council meeting
including information from the March 3, 2025, community outreach meeting.

Community Outreach Meeting
e Forty-one (41) people attended with 31 participants signing in. Attendees included
Councilwoman Hodge Washington (D8), City staff and three participants
representing Tanner Community Development Corporation (TCDC).
e TCDC provided an overview of the Scope of Work (SOW,, including an
informational video.

Items Discussed by TCDC Prior to Public Comment
TCDC stated the following would be included as part of the proposed development:

e On-site 24-hour surveillance cameras that are monitored and accessible by TCDC
staff and Police.

e Adedicated email address and phone line set up to receive community comments
and concerns 24 hours/ 7 days a week.

e TCDC staff, service provider(s) and crisis-based service providers who will
respond immediately to emergencies.

e All residents go through the Continuum of Care (CoC) to determine eligibility, once
deemed eligible they will have an assigned case manager through the U.S.
Department of Veterans Affairs.

e An agreement with Faithland Recovery Center to address mental health,
substance use, and transportation for treatment.

e Workforce development partnerships with Veteran-owned businesses.

e Resident data will be tracked in HMIS and reported yearly to the TCDC Board of
Directors related to project effectiveness.

¢ Community will provide ongoing feedback to TCDC through forms and community
sessions, and TCDC will respond to concerns within two business days.

Summary of Community Feedback

The community members present at the meeting asked questions and stated concerns
about the proposed development including the following: 1) Need for immediate
emergency response when issues arise; 2) Criminal activity in the proposed project area
after hours which will negatively impact the Veteran community and the local community
as a whole; 3) TCDC did not consult with local community and other veterans
organizations in the community to get input about the project and possible services that
could be offered; 4) Concerns about TCDC’s ability to maintain the services and the
property for the long term as there are complaints and concerns related to the other
properties owned by TCDC including Grandfamilies Place and Tanner Properties; 5)
Community has a wealth of knowledge and resources, and TCDC should use the input,
knowledge, and resources of the local community to help develop the project; 6)
Concerns about Veterans services being sustainable beyond project completion and
whether service agreements are in place with agencies/organizations to provide services
for the long term; 7) Concerns about how the project will benefit the community,
questioned whether this was the right locations for the project and whether TCDC can
speak to what the community needs; 8) Housing is needed for seniors and Veterans in
South Phoenix and TCDC will need to build the project the right way with the community's
input and ensure better property management; and 9) Ensure all services mentioned
include safety and proper management in place and TCDC needs to seek community
support and input prior to building the project to ensure the community’s needs are being
met.

Generally, the community wanted to see more requirements for services to assist the
veterans who will be living at the proposed development and wanted to ensure that
services, safety and security were being implemented in a high-quality manner and the
proposed development would be maintained for the long-term.
