1 Planning and Development Department CONDITIONAL APPROVAL – ABND 250019 Your abandonment request was granted CONDITIONAL APPROVAL. This request will NOT be completed until all the stipulations have been met and this request is formally adopted by City Council. It is the APPLICANT’S RESPONSIBILITY to ensure that all stipulations are satisfied. Please contact the Abandonment Coordinator at (602) 262-7403 for questions and notification of your completion of the stipulations. Upon completion of the stipulations your request will be scheduled for City Council formal approval. You will receive a copy of the abandonment document after it has been recorded with Maricopa County. If the stipulations of abandonment are not completed within two years from the date of your conditional approval (your expiration date is July 24, 2027), this request will then expire. At that time a new submittal will be required along with the required payment for the abandonment process. A one time, one year extension can be requested prior to the expiration date, with applicable extension fee due. Attachment B 2 Planning and Development Department July 24, 2025 Abandonment Staff Report: ABND 250019 Project# 23-259 Council District: 8 Location: 4125 East Baseline Road Applicant: SAFStor Request to abandon: To abandon an irregular shaped drainage easement that extends north to south on the east side of the property located at 4125 East Baseline Road. Purpose of request: The applicant states the property is currently underdeveloped but was recently approved for a special permit to allow for the development of a self-storage facility. The existing drainage easement is undersized for the proposed new development and associated improvements. Thus, a new drainage easement is proposed to service the property site. 3 City Staff Comments and Recommendations: PDD Civil Reviewer – John Lanoue Recommend Approval with the following stipulations or improvements: 1. CPGD 2503037 Approval and a new drainage easement dedication is required to be submitted for approved. Water Services Department – Leticia Saenz WSD has NO stipulations for this 30-foot-wide drainage easement abandonment. PDD Site Planner – Dru Maynus Recommend approval. Street Transportation Department Utility – Andrea Diaz No comments received. 4 Stipulations of Conditional Approval The request of abandonment ABND 240019 is conditionally approved, and the following stipulation will need to be met: 1. Applicant shall ensure that the approval of CPGD 2503037 occurs prior to or concurrently with ABND 250019. 2. Applicant shall ensure the dedication of a new drainage easement is approved prior to or concurrently with ABND 250019. 3. The above stipulations must be completed within two years from the conditional approval decision dated July 24, 2025. This conditional approval has been reviewed and approved.
