Findings: 
1.
The Residential 2 to 3.5 dwelling units per acre land use designation,
recommended by staff is consistent with the proposed R1-10 zoning and
allows
for a gradual density transition along the Salt River.
2.
The companion rezoning case, Z-1-20-7, as stipulated, proposes development

that is consistent in scale and character with land uses in the general area.

The subject site is approximately one-quarter mile south of the proposed State 
Route 30 (SR-30) freeway alignment that will serve as a major transportation 
corridor for this part of the Phoenix Metropolitan region. Thus, a gradual 
increase 
in residential density from the existing land use designation is appropriate. 
However, the increase in land use designation from 1 to 2 dwelling units per 
acre 
to 3.5 to 5 dwelling units per acre does not allow for a gradual density transition 
within this area of the Estrella Village. 
 
 
4. 
The subject site exceeds 10 acres, which requires a minor General Plan 
Amendment to the Land Use Map.
