Phoenix Mountains Preserve Access and Adaptive Management Plan 
Fact Sheet 
The initiation of this access and adaptive management plan is a result of park user concerns and issues related to 
parking areas, trail use conflicts, access, and environmental degradation to trailheads and trails located in the Phoenix 
Mountains Preserve including: Summit, Navajo, Mojave, Hopi, Apache and other unnamed parking areas for the 
Piestewa Peak area; 32nd Street; Dreamy Draw; and 40th Street.  
During this study the project team will: host three public open house meetings; compile public comments, concerns, 
questions and input; survey and evaluate vehicular traffic volume at each trailhead during peak hours; study roads, 
parking, amenities, trails, and social aspects; evaluate area impact around each trailhead and document opportunities 
and constraints; research and determine indicators of over usage such as vegetation damage, trail braiding, off shoots, 
erosion, etc. to the existing trail system including directional and interpretive signage; update trail classification 
system; make recommendations based upon stakeholder input and study parameters; plan, schedule, and complete 
a comprehensive Phoenix Mountains Preserve Access and Adaptive Management Plan. 
Goals of the Plan Include: 
• survey and evaluate traffic volume at each

• evaluate area impact around each trailhead
and document opportunities and constraints;
• research and determine indicators such as
vegetation damage, trail braiding, off shoots,
erosion, etc., and make recommendations to

and interpretive signage;
• update trail classification system;
• host three public open house meetings;
• solicit community and preserve user feedback,
comments, concerns, questions and input;
• complete a comprehensive Phoenix Mountains
Preserve Access and Adaptive Management
Plan for future utilization as funding becomes
available.
