Program Information Summaries 
 
2020 Fall Leadership Institute 
The National Head Start Association virtually hosted its annual Fall Leadership Institute, 
September 21-24; this institute is usually held in person in Washington, D.C. Nine Head 
Start Birth to Five staff and six Policy Council representatives attended. Sessions 
included updates on federal policies related to Head Start; the long-term impact COVID-
19 will have on the economy, the need for Head Start to be included in the next stimulus 
package, and how to recruit families through social media and other virtual platforms. 
On September 23, the Birth to Five teams virtually met with Senator Sinema and 
Congressman Gallego's staff members to showcase the City of Phoenix Head Start 
Birth to Five programs. This portion of the institute is called "Hill Visits" and would 
usually be held in person; the Arizona Head Start Association director organized the 
virtual visits.  The Policy Council representatives thanked Senator Sinema and 
Congressman Gallego for including Head Start in the CARES Act funding and for the 
work they do for Arizona and the City of Phoenix.   
 
Parks and Recreation Virtual Speaker Series 
On September 21, Head Start Birth to Five Behavior Support Specialists presented a 
session, "Social and Emotional Development in Young Children," during a virtual series 
hosted by the Parks and Recreation Department. The session included strategies 
parents can use to assist with their child's social and emotional development. The 
audience was small for this session, two participants, but they asked questions and 
indicated they liked the session. The session was recorded and available in the Parks 
and Recreation virtual speaker series video archives on their website.
