Location Northeast corner of 12th Street and Roosevelt Street VPC DISCUSSION & RECOMMENDED STIPULATIONS: Committee members Chris Colyer and Dana Johnson recused themselves for this item, bringing quorum to 12. Dana Johnson, with the Alwun House Foundation, introduced himself, displaying an aerial map of the site location and reviewing the history of the historic Sedler House on site. Mr. Johnson showed examples of past events at the Alwun House as a non-profit arts organization, shared that they have been showcasing art in the community for the past 50 years and from 2018-2019, they showcased 825 artists. Mr. Johnson reviewed surrounding land uses and zoning, the existing PUD and the request to add two new uses: mobile vending and the raising, harvesting and retail of crops on site. Patrick Panetta thanked Mr. Johnson for the history of the site and shared concern with brick and mortar retailers that might be impacted by the introduction of food trucks as a use on the site. Nate Sonoskey stated that the proposed uses are needed right now and asked what the feedback has been from the community. Mr. Johnson replied that they have received positive comments from the neighborhood, and that allowing food trucks helps vendors to build clientele to become a brick-and-mortar operation. Wayne Rainey shared that Garfield is a residential area and the proposed uses would be a great opportunity for the site. He continued that he went to the Alwun House in the 1980s, and they inspired an entire generation of people to work on revitalizing a downtown that was dying. Eva Olivas added that she is impressed with the reputation of the Alwun House and supports the request. Chair Rachel Frazier Johnson stated that the opportunity for mobile vending allows for the opportunity to help local businesses, and asked how the applicant has addressed community concerns. Mr. Johnson replied that the reaction from the community was that they wanted food trucks, and that they knew they wouldn’t crease noise. Ash Uss shared that as a resident of Garfield, the community does support this request. Vice Chair Janey Pearl Starks asked if they Alwun House had any initiatives to ensure that vendors and artists are diverse. Mr. Johnson replied that cultural diversity if key to the organization, who organizes Caribbean carnivals and supports Latin coffee houses and the LGBTQ community. Patrick Panetta asked when the item will be returning for recommendation. Mr. Johnson asked staff to provide an answer. Ms. Stockham replied that a date is to be determined, pending internal review of the updated narrative, and generation of the staff report. Public Comment: Nick Wood, with Snell & Wilmer, shared he strongly supports this request and the Alwun House is a part of the fabric of downtown. He continued that the Alwun House are saving a historic building and the request allows for more revenue sources for the non-profit organization.
