Good afternoon,

Just received an application to Rezone 71+/- acres on the NWC of 59th Ave & Baseline Rd - Laveen
Spectrum PUD Rezone Z-12-20n.

The current zoning which was approved in 2002 and 2007 allowed for mixed uses of commercial, retail
and higher density (15+ units and 10-15 units per acre) multi-family residential development.

| have included an excerpt from the notification letter so | can highlight what In my opinion are the areas
of concern that need to be addressed with rezone application and the proposed PUD development

plan.

From notification letter Z-12-20n Laveen Spectrum PUD
"The anticipated development plan for the Property generally consists of the following development sub-
areas (see enclosed Conceptual Phasing Plan):

South 15 acres Commercial uses (restaurants, shops, fitness center etc.).

Middle 39.5 acres Mixed-use character with a ombil
professional and medical offices, hotel(s),
care / assisted living uses.

The anticipated development plan will generally result in a transition of commercial and employment
uses at the south end of the Property along Baseline Road to residential uses at the north end. The

flexibility within the middle development sub-area is intended to allow the Property to develop based on
evolving market needs with uses that are compatible to the Property's location along the Loop 202
Freeway. The planned retail and residential uses within Laveen Spectrum will complement and aa
the Saude sure and Ig uses setae lane the freeway corridor. pectrum

The proposed heights and densities are generally consistent with the current zoning approval".

First, | propose any multi family development which may be approved needs to incorporate the
stipulations approved through the LVPC and PHO hearing process as they relate to the zoning and
approved developments at 59th Ave & Southern.

Second, there is a storage facility indicated in the Development Plan asa "Public Storage" 3 Story
facility; this Is NOT something we need more of in Laveen, especially in that area. These are the current
approved facilities in Laveen to date.(not including already opened )

"The Collective" Self Storage which would be adversely affected.

¢63rd Ave (202 & Carson) Hoyt Rezone from RU-43 to C-2 Maricopa County. Directly Opposite to
Spectrum.

¢43rd Ave & Southern - Maricopa County 9 acre, 3 Story Full Service Uhaul Facility, in addition to the
existing Uhaul facility & Truck rental.

Before | forget.

| have created a Facebook group to address the need of Laveen residents who are at High Risk of
contracting COVID-19 Corona-virus.

This includes those who are self-isolating, self quarantined, immuno-compromised, undergoing Cancer
treatment or have underlying medical conditions and Respiratory Illness.

As part of this effort, | have coordinated with the Red Cross to host a Blood Drive in Laveen to address
the Severe shortage in blood supply the nation is experiencing as a result of cancellations due to
coronavirus.

¢eWith the help of Phil Bischoff from Crosswalk Church - who will be leading the Day Of events for the
blood drive and recruitment

With the help of Eric and Christina Amadio, and Catherine Miranda, we have also added a Free Little a
food Pantry at Amadio Ranch, including Drop off deliveries to those who are staying home. Look for a
separate email with all the details and sign up instructions.
