VPC Recommendation Approval as proposed by staff with direction to update the Infill Development District policies to align with City Council adopted policy plans and initiatives related to trees and shade. VPC Vote 14-0 VPC DISCUSSION: This item was heard concurrently with Z-TA-5-19-8. Committee members Chris Colyer and Dana Johnson returned to the meeting, bringing quorum to 14. Joshua Bednarek, Deputy Director of the Planning and Development Department introduced himself and displayed a map of the existing and proposed expansion of the Infill Development District. Mr. Bednarek explained that infill policies provide some relief and flexibility in certain development disciplines and reviewed the committee’s concern with the landscape policy that eliminates the inventory/salvage requirement unless the property has specific zoning stipulations regarding existing trees and plants. Mr. Bednarek continued that staff is supportive of the direction to change the infill development district policies and following council direction, hopes to work to update those policies starting with the development of an interim policy to enhance requirements for trees and salvage to rezoning cases within the infill development district. Dana Johnson thanked Mr. Bednarek for his willingness to find a solution to the committee’s concerns regarding the inventory and salvage policy. Darlene Martinez added that she went out and took pictures of the mature trees and how they provide shade to the community. Public Comment: None. Darlene Martinez seconded the motion. Discussion: None. Vote: 14-0, Motion to approve passed, with Committee Members R. Johnson, Starks, Burns, Colyer, Dubasik, Johnson, Langley, Lockhart, Martinez, Olivas, Panetta, Rainey, Sonoskey, and Uss and in favor. STAFF COMMENTS: None.
