Findings: 
 
1. 
Vacant and underdeveloped land in the older parts of the city should be developed or 
redeveloped in a manner that is compatible with viable existing development and the 
long-term character and goals for the area.
 
 
2. 
Infill policies are tools that facilitate development of vacant lots within the central 
villages. The two expansion areas will benefit from these tools to activate vacant lots 
and encourage reinvestment.
 
Proposed Language: 
 
Amend Page 65, “Policy Documents and Maps” of the City of Phoenix General Plan to 
expand the boundary of the Infill Development District. 
 
Remove the existing Infill Development District Map from the 2015 General Plan and 
replace it with the proposed map as follows:
