7-May, 2020
Mr. Kim Steadman and to whom it may concern,
Regarding the IDD expansion per your email below, I am in full support there of and hoping the very best will come to
fruition for the City of Phoenix by this initiative.
Furthermore it is most encouraging to see your progress in light of these difficult times we face with the current

May God bless you for your hard work and diligence.

Subject: Infill Development District - Infill Policies and Sections
Good afternoon,
The Infill Development District (IDD) has the goal of encouraging development of vacant lots. I’ve pulled
together the City documents that explain the IDD, the policies that encourage development within the district,
and 3 sections from the Zoning Ordinance that provide special standards within the district.
The current request is to expand the existing area (the yellow line on the map) to include two areas (the
dashed red lines on the map). Please take a look at the attachment and let me know if you have further
questions.

June 8th Planning Committee RE:GPA-SA-CC-1-19-8
Date:

Kim Steadman,
Good afternoon.  My name is Neil Berger.  My wife and I recently purchased a home on 13th
st. and Diamond.  I am a math and history teacher at the Academy of Math and Science.  I am
also a veteran of Afghanistan, Iran and Iraq where I served as a cryptologist for the U.S.
Navy.  My wife and I bought our home in January.  By February we were barely moving in
and by mid march, Covid-19 had shut everything down.
The purpose for my letter is two-fold.  The first reason is to express my adamant support for
improving this neighborhood and it's proposal for the Housing/PDD infill expansion in the
designated area of 12th st. to 16th st., south of the I-10.  The second reason is to discuss the
small  plot of land directly behind my home being turned into a community garden that my
wife and I would be happy to oversee and help facilitate.  Would you be the person to talk to
about this second situation?
I hope this letter finds you well and to hear from you soon.
Best Regards,
Neil Berger
